【摘要】： 南京國民政府時期是我國警察教育發(fā)展的重要階段。這一時期,南京國民政府建立了較為完備的警察教育制度,警察教育在政策制定、教育的層次和種類、課程設(shè)置、師資選聘等諸多方面進(jìn)行了有益的探索與嘗試,促進(jìn)了中國近代警察教育的發(fā)展。 近代意義上的警察教育在清末開始形成雛形,到民國初年已經(jīng)有了一定的發(fā)展,在此基礎(chǔ)上,到南京國民政府時期,警察教育有了進(jìn)一步的發(fā)展,大致可以分為高級警察教育、中級警察教育、初級警察教育三個層次。 就南京國民政府時期的高級警察教育而言,它大致可以分為高級警察養(yǎng)成教育和高級警察培訓(xùn)教育兩個方面。該時期的高級警察教育在資金投入方面較之以往明顯增多;堅持養(yǎng)成教育與在職警官培訓(xùn)教育相結(jié)合;警察教育的知識結(jié)構(gòu)體系也較為完善,較之先前具有很大的進(jìn)步性。但因諸多原因也存在一些不足之處。 就南京國民政府時期的中級警察教育而言,中央警官學(xué)校成立之前的中級警察教育是由各省市的警官學(xué)校興辦的,在此過程中內(nèi)政部對其進(jìn)行了相關(guān)的政策指導(dǎo),但各省市在具體的實施過程中表現(xiàn)出較大差異。而其中辦理尤為出色的是浙江警官學(xué)校,該校無論在辦學(xué)規(guī)模,還是辦學(xué)水平等方面都成績斐然,堪稱中級警察教育中的一枝奇葩。中央警官學(xué)校成立后,中級警察教育權(quán)收歸了中央警官學(xué)校,各省市僅有辦理中級警察培訓(xùn)教育的權(quán)利,而實際上中央警官學(xué)校無論在該層次的警官養(yǎng)成教育方面還是警官培訓(xùn)教育方面都取得了較大成就,培訓(xùn)教育中的警官訓(xùn)練班、復(fù)員軍官轉(zhuǎn)警培訓(xùn)等最為典型。 就南京國民政府時期的初級警察教育而言。在政策方面,抗戰(zhàn)前,1935年的《警士警長教育規(guī)程》明確擴大了在各地推行警士教育的范圍;提出了警士和警長應(yīng)該施以不同的教育,并區(qū)別了各自的教育標(biāo)準(zhǔn)和教育內(nèi)容;細(xì)分了警士和警長教育的種類。具有重要意義�？箲�(zhàn)期間警察教育政策在注重警察類知識講授的同時,更帶上了濃郁的戰(zhàn)時軍事色彩。而在抗戰(zhàn)后,一方面施行了警員教育、另一方面,內(nèi)政部著力于長警素質(zhì)的提高,對原有的警長警士教育的相關(guān)內(nèi)容進(jìn)行了修訂。在實施方面,無論是學(xué)警教育、警長養(yǎng)成教育、警士警長常年教育都取得了一定的成績,但是該層次的警察教育在資格、課程、待遇等方面都存在了一系列問題。 南京國民政府時期出現(xiàn)了繁多的特殊警察,特殊警察教育的種類也因此得到發(fā)展。單就女警教育和外事警察教育而言,特定的條件促使它們在當(dāng)時受到了較高的重視,也得到了一些政策的指導(dǎo),并得到一定的實施,這展現(xiàn)了南京國民政府在推動特殊警察教育方面所做的努力,也對特殊警務(wù)的辦理起了重大的推動作用。 總體來看,在特定的歷史條件下,南京國民政府時期的警察教育具有自身的特點,諸如重視警察教育立法,警察教育帶有政治色彩,層次性與系統(tǒng)性密切結(jié)合等。同時,這一時期的警察教育在培養(yǎng)警察人才、推動警察教育近代化、推動特殊警察教育專業(yè)化等方面取得了不小的成就,但因為缺乏和平發(fā)展的環(huán)境以及統(tǒng)治者自身的局限,也存在一些不足,主要表現(xiàn)為警察教育的發(fā)展受到經(jīng)費牽制、警察教育政策難以落實、過于濃厚的思想政治與軍事色彩干擾了警察教育的健康發(fā)展等等。

On the whole, under the specific historical conditions, the police education in the period of Nanjing's national government has its own characteristics, such as paying attention to the police education legislation, police education with political color, and the close combination of hierarchy and systematicness. At the same time, the police education in this period will foster police personnel, promote the modernization of police education, and promote special education. There are few achievements in the specialization of police education. However, because of the lack of peaceful development environment and the limitations of the rulers themselves, there are also some shortcomings.
