【摘要】：檢察機關(guān)在基層設(shè)置派出檢察室是適應(yīng)新時期發(fā)展需要,滿足廣大人民群眾特別是基層群眾日益增加的司法需求,落實司法為民,司法便民的一項重要舉措。亦是為解決現(xiàn)行檢察體制架構(gòu)下基層地區(qū)存在的法律監(jiān)督缺位問題所進行的改革舉措�；鶎訖z察室把檢察工作延伸到最基層,促進了檢力下沉,使檢察工作真正植根于基層,法律監(jiān)督更接"地氣"。各地的基層檢察室建設(shè)取得了階段性的成果,形成了一批既公正司法高效便民又具有地方特色的基層檢察室。與此同時,基層檢察室的建設(shè)實踐中也暴露出機構(gòu)設(shè)置、職能定位、檢務(wù)保障及監(jiān)督管理等方面亟待解決的問題和實踐困境,需要從科學立法、規(guī)范職、能配置、落實人財物保障、強化監(jiān)督管理等方面采取措施,促進檢察室建設(shè)科學、有序、規(guī)范、良性發(fā)展,打通檢察監(jiān)督服務(wù)群眾的最后一公里,建設(shè)老百姓"家門口的檢察院"。
[Abstract]:The procuratorial organs set up procuratorial offices at the grass-roots level to meet the needs of the development of the new era, to meet the increasing judicial needs of the broad masses of the people, especially the grassroots people, and to implement the administration of justice for the people. Judicial convenience is an important measure. It is also a reform measure to solve the problem of the absence of legal supervision in grass-roots areas under the current procuratorial system framework. The grass-roots procuratorial office extends the procuratorial work to the most basic level. It has promoted the sinking of the procuratorial power, made the procuratorial work truly rooted in the grass-roots units, and the legal supervision has even taken over the "ground air." the construction of the procuratorial offices at the grass-roots level in various localities has achieved periodic results. At the same time, the construction practice of grass-roots procuratorial offices also exposed the establishment of institutions and functional positioning. The problems and practical dilemmas that need to be solved urgently in the aspects of procuratorial security and supervision and management need to be taken from the aspects of scientific legislation, standardizing the position, being able to allocate, implementing the guarantee of people's property, strengthening supervision and management, and so on. We will promote the construction of procuratorial offices in a scientific, orderly, standardized, and sound manner, open the last kilometer of procuratorial supervision and service to the masses, and build the "procuratorate at the door of the home" of the common people.
