【摘要】:人民法院第三個(gè)五年改革綱要(2009-2013)中提到要改革和完善人民法院接受外部制約與監(jiān)督機(jī)制。完善法官行為規(guī)范。完善人民法院反腐侶廉長效工作機(jī)制。完善人民法院人事管理制度和機(jī)構(gòu)設(shè)置。改革和完善人民法院隊(duì)伍管理制度。法院績效管理體系變革已經(jīng)成為當(dāng)前法院急待解決的新課題。本文針對當(dāng)前法院考核發(fā)展過程中存在的諸多問題,針對XX法院需要解決的考核問題,設(shè)計(jì)了科學(xué),完善的考評方案。 本方案重點(diǎn)圍繞法院系統(tǒng)深入貫徹落實(shí)改革綱要,借助互聯(lián)網(wǎng)、3G網(wǎng)等新一代信息技術(shù),建設(shè)法院績效管理與綜合考核評價(jià)體系,使之成為抓好基層隊(duì)伍建設(shè)、完善考評激勵(lì)機(jī)制、推進(jìn)管理機(jī)制創(chuàng)新的助推器和突破口,確保基層干警執(zhí)行力和戰(zhàn)斗力的提升。同時(shí)借助信息化技術(shù)搭建全而績效管理信息系統(tǒng),滿足了績效管理的簡便性、易用性、穩(wěn)定性和可擴(kuò)展性。 系統(tǒng)在實(shí)施后,形成了目標(biāo)制定、考核實(shí)施、績效輔導(dǎo)、結(jié)果應(yīng)用(分析反饋、獎(jiǎng)懲兌現(xiàn)、績效改進(jìn))等閉環(huán)管理。將部門、干警的績效改進(jìn)、干警的職位晉升、檢察官職業(yè)化和隊(duì)伍管理科學(xué)化有機(jī)結(jié)合。在XX法院的順利實(shí)施,為下一步推廣奠定了基礎(chǔ)。
