【摘要】：隨著城鎮(zhèn)化進程的加快,耕地非農(nóng)化、農(nóng)村勞動力流失、農(nóng)民種糧積極性下降等因素對我國糧食安全的影響日益突出。通過法律手段保障糧食安全具有獨特的優(yōu)勢,也是國際通行的保障糧食安全的方法。我國的糧食安全保障法律體系已初步建立但尚不完善,為完成新時期確保糧食安全的戰(zhàn)略任務,應制定和完善糧食安全立法,優(yōu)化糧食安全保障的法律體系。
[Abstract]:With the accelerated process of urbanization, the factors such as the non agricultural cultivated land, the loss of rural labor force, the decrease of farmers' grain enthusiasm have become increasingly prominent in the food security of our country. It has a unique advantage through legal means to ensure food security. It is also the international method of ensuring food security. The legal system of food security guarantee in China has already been adopted. In order to complete the strategic task of ensuring food security in the new period, it is necessary to formulate and improve the legislation of grain security and optimize the legal system of food security.
