【摘要】：在德州市新農(nóng)村建設(shè)的過(guò)程中，德州市農(nóng)村信用社發(fā)揮著金融支農(nóng)主力軍的重要作用。隨著山東省農(nóng)村金融體制改革的逐步深入，，德州市農(nóng)村信用社的業(yè)務(wù)規(guī)模和盈利水平取得了一定的增長(zhǎng)，呈現(xiàn)出改革發(fā)展的新氣象。但是結(jié)合德州實(shí)際金融環(huán)境，在改革發(fā)展中又表現(xiàn)出相對(duì)的劣勢(shì)，例如：各縣市間發(fā)展不平衡、發(fā)展動(dòng)力不足、工作人員素質(zhì)低、經(jīng)營(yíng)管理粗放、風(fēng)險(xiǎn)隱患多、創(chuàng)新發(fā)展力不足等。本文通過(guò)作者在工作當(dāng)中的實(shí)際工作經(jīng)歷，在對(duì)國(guó)內(nèi)外信用合作社改革發(fā)展的基礎(chǔ)上，透過(guò)對(duì)德州市農(nóng)村信用社改革發(fā)展的背景與現(xiàn)狀、改革發(fā)展的思路與現(xiàn)階段取得成果進(jìn)行有力的分析和解剖，揭示出德州市農(nóng)村信用社在改革發(fā)展中存在的問(wèn)題及不利因素，分析總結(jié)出德州市農(nóng)村信用社只有通過(guò)明確信用社的性質(zhì)及產(chǎn)權(quán)治理結(jié)構(gòu),規(guī)劃服務(wù)方向、經(jīng)營(yíng)宗旨,建立新的體制框架,培養(yǎng)高素質(zhì)的從業(yè)人員等因素,對(duì)信用社體制進(jìn)行合理改革,才能使其不斷提高自身實(shí)力,并在激烈市場(chǎng)競(jìng)爭(zhēng)中求得發(fā)展。因此在農(nóng)村信用社改革和發(fā)展的關(guān)鍵階段,如何正確面對(duì)和處理當(dāng)前農(nóng)村信用社存在的問(wèn)題,是我們所必須正視的，同時(shí)對(duì)德州市農(nóng)村信用社改革發(fā)展指明方向具有一定的現(xiàn)實(shí)意義。
[Abstract]:In the process of new rural construction in Dezhou, rural credit cooperatives in Dezhou play an important role in supporting agriculture. With the deepening of the reform of rural financial system in Shandong Province, the business scale and profit level of rural credit cooperatives in Dezhou City have increased to a certain extent, showing a new atmosphere of reform and development. However, in the light of the actual financial environment in Texas, there are relative disadvantages in the reform and development. For example, the development between counties and cities is not balanced, the development momentum is insufficient, the staff quality is low, the management is extensive, and there are many hidden risks. Lack of innovation and development. Based on the author's practical work experience and the reform and development of the credit cooperatives at home and abroad, the background and present situation of the reform and development of the rural credit cooperatives in Dezhou City are discussed in this paper. The train of thought of reform and development and the achievements made at the present stage are analyzed and dissected to reveal the problems and unfavorable factors existing in the reform and development of rural credit cooperatives in Dezhou City. It is concluded that the rural credit cooperatives in Dezhou can only make clear the nature of the credit cooperatives and the governance structure of property rights, plan the service direction, operate the purpose, establish a new institutional framework, train high-quality practitioners, and so on. Only by reasonable reform of the credit cooperative system can it improve its own strength and develop in the fierce market competition. Therefore, in the key stage of the reform and development of rural credit cooperatives, how to correctly face and deal with the problems existing in the current rural credit cooperatives is something we must face squarely. At the same time, the reform and development of rural credit cooperatives in Dezhou has a certain practical significance.
