基于反貧困的農(nóng)村金融研究

【摘要】:農(nóng)村金融從廣度來講是指農(nóng)村地區(qū)的一切貨幣金融活動(dòng)。農(nóng)村金融和農(nóng)村經(jīng)濟(jì)的發(fā)展有密切的關(guān)系。因此,構(gòu)建一個(gè)完善、健全、良好的農(nóng)村金融體系對(duì)農(nóng)村經(jīng)濟(jì)的發(fā)展起促進(jìn)作用;相反,若農(nóng)村金融發(fā)展不足,將制約農(nóng)村經(jīng)濟(jì)的健康發(fā)展。 自我國二十世紀(jì)八十年代中期提出貧困與反貧困的問題以來,我國政府制定和實(shí)施了各種反貧困的政策和措施,反貧困取得了舉世矚目的成就。在我國,農(nóng)村金融對(duì)促進(jìn)貧困地區(qū)經(jīng)濟(jì)發(fā)展起到了重要的作用,受到經(jīng)濟(jì)學(xué)家、政府、政策制定者及捐贈(zèng)者的廣泛關(guān)注。然而,當(dāng)前我國農(nóng)村金融能力弱,農(nóng)村金融市場(chǎng)不完善、農(nóng)村金融改革不徹底,難以滿足農(nóng)戶和農(nóng)村中小企業(yè)對(duì)農(nóng)村金融服務(wù)的需求。這已經(jīng)成為制約我國農(nóng)村經(jīng)濟(jì)發(fā)展的一個(gè)“瓶頸”。隨著農(nóng)村經(jīng)濟(jì)改革的不斷深化,如何充分發(fā)揮農(nóng)村金融在農(nóng)村經(jīng)濟(jì)發(fā)展中的核心作用,最大限度的解決當(dāng)前農(nóng)村金融中存在的各種問題,實(shí)現(xiàn)農(nóng)村金融和農(nóng)村經(jīng)濟(jì)的和諧發(fā)展目標(biāo),已成為中國農(nóng)村經(jīng)濟(jì)發(fā)展急需解決的問題。而眾多的研究也表明,制約我國農(nóng)村反貧困的工作是農(nóng)村金融體系在反貧困工作中的不足,貧困農(nóng)戶難以脫貧的一個(gè)重要原因就是缺乏資金而難以進(jìn)入農(nóng)村正規(guī)金融市場(chǎng)。 通過閱讀以前的文獻(xiàn),可以了解,以前文獻(xiàn)對(duì)于我國反貧困的農(nóng)村金融沒有進(jìn)行系統(tǒng)的研究。只是從正規(guī)金融機(jī)構(gòu)角度,例如如何更好建設(shè)農(nóng)村信用社等這樣的角度來研究我國的反貧困工作。而本文不同于以往的研究,而是著重強(qiáng)調(diào)如何完善整個(gè)農(nóng)村金融體系的建立,以更好的為農(nóng)村的反貧困工作提供服務(wù)。 眾所周知,農(nóng)村金融包括正規(guī)金融和非正規(guī)金融,而本文研究非正規(guī)金融該如何在農(nóng)村反貧困工作中合法發(fā)揮作用。而正規(guī)金融又包括政策性金融和商業(yè)金融,本文只研究政策性金融在反貧困中的作用。然而無論是運(yùn)用政策性金融手段還是商業(yè)性金融手段,甚至是運(yùn)用非正規(guī)金融手段,都要有兩個(gè)保證:即農(nóng)業(yè)保險(xiǎn)和信用擔(dān)保。農(nóng)民入保是為了保證一旦有災(zāi)害發(fā)生,農(nóng)民可以得到一部分的賠償,使其損失重不至于返貧;同時(shí)要有信用擔(dān)保,這樣進(jìn)行貸款,特別是商業(yè)貸款時(shí),就可以更容易。能夠使其農(nóng)戶更快更容易的得到發(fā)展資金。 本文通過大量的基礎(chǔ)理論的分析,結(jié)合國外的反貧困成功經(jīng)驗(yàn),從農(nóng)村政策性金融、農(nóng)業(yè)保險(xiǎn)體系、農(nóng)村信用擔(dān)保和非正規(guī)金融四個(gè)方面來分析我國反貧困的農(nóng)村金融體系建設(shè)。根據(jù)分析的內(nèi)容提出我國目前基于反貧困的農(nóng)村金融制度中存在的問題,并結(jié)合問題所在,為我國農(nóng)村金融的反貧困未來發(fā)展之路提出相應(yīng)的建議。
[Abstract]:Rural finance refers to all monetary and financial activities in rural areas in terms of breadth. The development of rural finance and rural economy has close relation. Therefore, the construction of a perfect, sound and good rural financial system will promote the development of rural economy; on the contrary, if the rural financial development is insufficient, it will restrict the healthy development of rural economy. Since our country put forward the problem of poverty and anti-poverty in the middle of 1980s, our government has formulated and implemented various policies and measures against poverty, and has made remarkable achievements in the fight against poverty. In China, rural finance has played an important role in promoting the economic development of poor areas, which has been widely concerned by economists, governments, policy makers and donors. However, the current rural financial capacity is weak, the rural financial market is not perfect, the rural financial reform is not complete, it is difficult to meet the needs of rural financial services of farmers and rural small and medium-sized enterprises. This has become a "bottleneck" that restricts the development of our country's rural economy. With the deepening of rural economic reform, how to give full play to the central role of rural finance in rural economic development, and to solve the current problems in rural finance to the maximum extent. To realize the goal of harmonious development of rural finance and rural economy has become an urgent problem in the development of rural economy in China. Many studies also show that restricting the rural anti-poverty work is the lack of rural financial system in anti-poverty work, poor farmers are difficult to get out of poverty one of the important reasons is lack of funds to enter the rural formal financial market. Through reading the previous literature, we can understand that there is no systematic research on the rural finance of poverty in our country. Only from the perspective of formal financial institutions, such as how to better build rural credit cooperatives and so on to study the anti-poverty work in China. This paper is different from previous research, but emphasizes how to perfect the whole rural financial system, so as to provide better service for the anti-poverty work in rural areas. As we all know, rural finance includes formal finance and informal finance, and this paper studies how informal finance should play a legal role in rural anti-poverty work. Formal finance includes policy finance and commercial finance. This paper only studies the role of policy finance in anti-poverty. However, there must be two guarantees, that is, agricultural insurance and credit guarantee, whether by means of policy finance, commercial finance, or even informal finance. In order to ensure that once a disaster occurs, farmers can get a part of the compensation, so that their losses will not return to poverty; at the same time, there should be a credit guarantee, so that loans, especially commercial loans, can be easier. To enable their farmers faster and easier access to development funds. Based on the analysis of a large number of basic theories and the successful anti-poverty experiences of foreign countries, this paper begins with the rural policy-oriented finance and agricultural insurance system. Four aspects of rural credit guarantee and informal finance are analyzed to analyze the construction of anti-poverty rural financial system in China. According to the content of the analysis, this paper puts forward the problems existing in the current rural financial system based on anti-poverty in our country, and puts forward corresponding suggestions for the future development of anti-poverty of rural finance in our country.
