【摘要】：隨著經(jīng)濟全球化的迅速發(fā)展,國際分工的日益加深,外商直接投資在一個國家或地區(qū)的對外經(jīng)濟聯(lián)系中扮演著越來越重要的角色。目前,中國是世界上引進外資最多的國家之一,外商直接投資帶來了資本、先進的技術(shù)以及管理經(jīng)驗,對中國經(jīng)濟的平穩(wěn)快速增長起著重要推動作用。作為一個內(nèi)陸省份,河南省經(jīng)濟的外向度比較低,外向型經(jīng)濟發(fā)展速度較慢,這已成為制約河南省經(jīng)濟快速發(fā)展和中原經(jīng)濟區(qū)建設(shè)的瓶頸。在此背景下,對河南省吸引外商直接投資問題進行全面地分析研究具有重要的理論與現(xiàn)實意義。 本文以研究河南省外商直接投資為研究對象,以國際資本流動、國際直接投資理論為基礎(chǔ),以科學(xué)發(fā)展觀為指導(dǎo),采用了文獻研究法和理論研究與實證分析相結(jié)合的分析方法,通過對河南省利用外商直接投資現(xiàn)狀的考察,著重分析了引進外商直接投資的過程中和政府在政策方面存在的問題,最后從促進中原經(jīng)濟區(qū)經(jīng)濟建設(shè)方面,提出了加快利用外商直接投資的政策建議。 論文共分為四個部分： 第一部分,緒論。主要內(nèi)容包括本文的研究背景與意義、已有研究評述、研究方法與理論工具,以及本文研究思路與創(chuàng)新點。 第二部分,河南省吸引外商直接投資的概括分析。首先對河南省的地理位置進行綜述,分析出河南省吸引外商直接投資的區(qū)位優(yōu)勢�；仡櫤幽鲜∥�引外商直接投資的發(fā)展歷程,分析外商在河南省直接投資的結(jié)構(gòu),總結(jié)出外商在河南省投資的特點：增速較快,總量偏小,投資結(jié)構(gòu)不平衡。其次,從河南省吸引外商直接投資的環(huán)境出發(fā),對河南省吸引外商直接投資的優(yōu)勢和劣勢進行了分析,總結(jié)出河南省吸引外商直接投資的有利條件和不合理的體制。 第三部分,河南省利用外商直接投資中存在的問題。從外商投資地區(qū)分布不平衡、產(chǎn)業(yè)結(jié)構(gòu)不均衡到外商投資的規(guī)模小,質(zhì)量不高和外資管理水平低,帶動經(jīng)濟發(fā)展有限,以及河南省吸引外商直接投資中存在問題的原因分析。 第四部分,結(jié)合河南省的實際情況,提出對河南省吸引外商直接投資的一些對策,以及進一步完善河南省的招商引資體制。
[Abstract]:With the rapid development of economic globalization and the deepening of international division of labor, foreign direct investment (FDI) plays a more and more important role in the foreign economic relations of a country or region. At present, China is one of the countries that introduce the most foreign capital in the world. Foreign direct investment (FDI) brings capital, advanced technology and management experience, which plays an important role in promoting the steady and rapid growth of China's economy. As an inland province, Henan Province has a low degree of extroversion and a slow speed of export-oriented economy, which has become a bottleneck restricting the rapid economic development of Henan Province and the construction of the Central Plains Economic Zone. Under this background, it is of great theoretical and practical significance to comprehensively analyze and study the problem of attracting foreign direct investment (FDI) in Henan Province. This paper takes the study of foreign direct investment in Henan Province as the research object, based on the theory of international capital flow and international direct investment, and under the guidance of the scientific development view, adopts the method of literature research and the combination of theoretical research and empirical analysis. Based on the investigation of the current situation of utilizing foreign direct investment in Henan Province, the paper analyzes the problems existing in the process of introducing foreign direct investment and the government's policies, and finally, from the aspect of promoting the economic construction of the Central Plains Economic Zone, Put forward to speed up the use of foreign direct investment policy recommendations. The thesis is divided into four parts: The first part, introduction. The main contents include the background and significance of this paper, the existing research reviews, research methods and theoretical tools, as well as the ideas and innovations of this paper. The second part, the general analysis of attracting foreign direct investment in Henan province. Firstly, the geographical position of Henan Province is summarized, and the location advantage of attracting FDI in Henan Province is analyzed. This paper reviews the development course of attracting foreign direct investment in Henan Province, analyzes the structure of foreign direct investment in Henan Province, and summarizes the characteristics of foreign direct investment in Henan Province: fast growth rate, small total amount and unbalanced investment structure. Secondly, starting from the environment of attracting foreign direct investment in Henan province, the advantages and disadvantages of attracting foreign direct investment in Henan province are analyzed, and the favorable conditions and unreasonable system of attracting foreign direct investment in Henan province are summarized. The third part, Henan province utilization foreign direct investment existence question. From the imbalance of the regional distribution of foreign investment and the imbalance of industrial structure to the small scale of foreign investment, low quality and low level of foreign capital management, the economic development of Henan Province is limited, and the causes of the problems in attracting foreign direct investment in Henan Province are analyzed. The fourth part, combined with the actual situation of Henan Province, puts forward some countermeasures to attract foreign direct investment in Henan Province, and further improve the investment system of Henan Province.
