【摘要】：一直以來，城市社區(qū)通過保障居民的知情權(quán)，建立合作，作為防災(zāi)減災(zāi)和應(yīng)急管理的基本單元，利用社區(qū)資源等方式，在傳統(tǒng)的公共安全管理中發(fā)揮著基礎(chǔ)性作用。社區(qū)是社會的基本細(xì)胞，社區(qū)作為加強(qiáng)和創(chuàng)新社會管理的重要載體之一，在公共安全管理中極為重要。 本文采用了文獻(xiàn)資料、個別訪談及統(tǒng)計(jì)分析等研究方法，從城市社區(qū)公共安全管理的國內(nèi)外研究現(xiàn)狀出發(fā)，詳細(xì)闡述了城市社區(qū)公共安全管理的相關(guān)概念及GBC公共安全、流動人口、智慧社區(qū)等基本理論，分析其他城市的模式并以陜西省西安市蓮湖區(qū)西安航空學(xué)院社區(qū)、雙府花園小區(qū)和東尚觀湖社區(qū)三個極具代表性的城市社區(qū)為例，系統(tǒng)分析了我國城市社區(qū)公共安全管理存在的主要問題及其根源，并在分析的基礎(chǔ)上提出推進(jìn)城市社區(qū)安全建設(shè)的基本方案建議，即大力推進(jìn)社區(qū)公共安全管理體制改革、創(chuàng)新社區(qū)公共安全管理制度建設(shè)、構(gòu)建全面的社區(qū)公共安全管理體系，推測出未來我國城市社區(qū)公共安全管理的發(fā)展趨勢。文章主旨為城市社區(qū)公共安全管理問題的基礎(chǔ)性研究，希望本文結(jié)論及建議能為政府出臺的社區(qū)公共安全管理相關(guān)政策提供借鑒。
[Abstract]:For a long time, the urban community through the protection of residents' right to know, to establish cooperation, as the basic unit of disaster prevention and mitigation and emergency management, the use of community resources and other ways. Community is the basic cell of society. As one of the important carriers of strengthening and innovating social management, community is extremely important in public security management. This paper uses literature, individual interviews and statistical analysis methods, from the urban community public safety management research status at home and abroad. The related concepts of urban community public safety management and the basic theories of GBC public security, floating population, intelligent community and so on are expounded in detail. This paper analyzes the models of other cities and takes the community of Xi'an Aviation Institute of Lianhu District of Xi'an City Shaanxi Province as an example. The community of Shuangfu Garden District and Dongshangguanhu Community are three representative urban communities. This paper systematically analyzes the main problems and root causes of the management of urban community public safety in China, and puts forward some basic proposals for promoting the construction of urban community safety on the basis of the analysis. That is to vigorously promote the community public safety management system reform, innovation community public safety management system construction, building a comprehensive community public safety management system. Conjecture the future development trend of the urban community public safety management in China. The main purpose of this paper is the basic research of the urban community public safety management. It is hoped that the conclusions and suggestions of this paper can be used as reference for the relevant policies of community public safety management issued by the government.
