【摘要】: 社區(qū)管理是城市管理的基本內(nèi)容,而社區(qū)服務(wù)是社區(qū)管理的重要組成,是社區(qū)管理的落腳點(diǎn)及外在體現(xiàn)。社區(qū)服務(wù)是城市社區(qū)居民生活中不可缺少的內(nèi)容組成。 隨著我國經(jīng)濟(jì)水平的不斷發(fā)展和人民生活水平的提高,人們對社區(qū)服務(wù)的需求也在不斷變化;我國城市社區(qū)服務(wù)體系正由計(jì)劃經(jīng)濟(jì)時(shí)期的模式向市場經(jīng)濟(jì)下的模式轉(zhuǎn)變,社區(qū)服務(wù)管理體制面臨著調(diào)整;另外,物業(yè)管理在社區(qū)中的推行又帶來了如何與社區(qū)服務(wù)協(xié)調(diào)發(fā)展的問題;谏鲜霰尘,我國城市社區(qū)服務(wù)的建設(shè)存在著諸多問題,而產(chǎn)生這些問題最根本的原因就是社區(qū)服務(wù)中政府、市場與社會各自的定位不清,關(guān)系錯綜復(fù)雜,難以發(fā)揮綜合優(yōu)勢。 論文在大量調(diào)研分析的基礎(chǔ)上,界定目前我國城市社區(qū)服務(wù)體系中政府應(yīng)扮演的角色及發(fā)揮的作用,分析社區(qū)服務(wù)中如何發(fā)揮市場化運(yùn)作企業(yè)的作用,探討我國城市中老舊小區(qū)及新建小區(qū)社區(qū)服務(wù)運(yùn)作模式的發(fā)展方向。 通過國內(nèi)外典型社區(qū)的比較研究及國內(nèi)城市社區(qū)現(xiàn)狀分析,論文總結(jié)出在現(xiàn)階段,我國城市社區(qū)服務(wù)實(shí)行政府主導(dǎo)、多方參與的半行政半自治化運(yùn)作模式是最具可操作性、最現(xiàn)實(shí)的。政府應(yīng)是社區(qū)發(fā)展的宏觀管理者、社區(qū)資源的合理配置者和社區(qū)內(nèi)各種利益關(guān)系的有效協(xié)調(diào)者,政府應(yīng)提供最具保障性的服務(wù)。社區(qū)服務(wù)企業(yè)應(yīng)提供保障性、公益性服務(wù)以外的、能夠滿足居民不同層次需求的服務(wù);服務(wù)企業(yè)(尤其是物業(yè)服務(wù)企業(yè))在提供有償服務(wù)時(shí),應(yīng)注意與社團(tuán)組織的有機(jī)結(jié)合,積極配合社區(qū)開展各項(xiàng)福利性、公益性的社區(qū)服務(wù)。 論文對杭州藍(lán)庭社區(qū)進(jìn)行案例研究。通過項(xiàng)目特點(diǎn)分析、業(yè)主需求調(diào)研及市場化運(yùn)作企業(yè)的資源情況,對藍(lán)庭項(xiàng)目服務(wù)體系進(jìn)行運(yùn)營模式設(shè)計(jì),并提出了資源整合方案。
[Abstract]:Community management is the basic content of urban management, and community service is an important component of community management, as well as the foothold and external embodiment of community management. Community service is an indispensable component in the life of urban community residents. With the continuous development of our country's economic level and the improvement of people's living standard, people's demand for community service is also changing constantly, the urban community service system of our country is changing from the mode of planned economy period to the mode under the market economy. In addition, the implementation of property management in the community has brought about the problem of how to coordinate the development with the community service. Based on the above background, there are many problems in the construction of urban community service in our country. The most fundamental reason for these problems is that the government, the market and the society are unable to give full play to their comprehensive advantages. On the basis of a great deal of investigation and analysis, this paper defines the role that the government should play and the role that the government should play in the present urban community service system of our country, and analyzes how to give play to the role of the market-oriented enterprises in the community service. This paper probes into the development direction of community service mode in old and new residential areas in Chinese cities. Through the comparative study of typical communities at home and abroad and the analysis of the present situation of urban communities in China, the paper concludes that the semi-administrative and semi-autonomous operation mode of urban community service in China is the most operable at the present stage. The government should be the macro-manager of community development, the reasonable allocation of community resources and the effective coordinator of various interests in the community. The government should provide the most affordable services. In addition to public welfare services, services that can meet the needs of the residents at different levels; service enterprises (especially property service enterprises) should pay attention to the organic integration with community organizations when providing paid services, and actively cooperate with the community to carry out various welfare activities. Public welfare community service. This paper carries on the case study to the Lanting community of Hangzhou, through the project characteristic analysis, the owner demand investigation and the marketing operation enterprise's resources situation, carries on the operation pattern design to the Lanting project service system, and has proposed the resources conformity plan.
