【摘要】：隨著信息技術(shù)的發(fā)展和互聯(lián)網(wǎng)的廣泛使用,出現(xiàn)了電子采購的新趨勢(shì)。目前,南昌市政府也在不斷完善政府采購制度,積極推廣電子采購。本文嘗試立足于南昌市政府電子采購的現(xiàn)狀問題,提出今后發(fā)展的優(yōu)化對(duì)策。首先,分享了論文的選題產(chǎn)生的背景和目的、包括作者閱讀的國內(nèi)外的研究參考的重要文獻(xiàn),緊接著又然后闡述了一些政府采購相關(guān)的概念,包括電子采購平臺(tái)的功能、作用、體系等內(nèi)容。其次,介紹我國政府采購的發(fā)展脈絡(luò),又簡(jiǎn)單敘述了南昌市政府電子采購的有關(guān)情況。包括發(fā)展背景、基本原則和主要方法以及南昌市政府采購發(fā)展的歷史沿革和政府電子采購發(fā)展概要。接著,介紹并分析南昌市政府電子采購平臺(tái)建設(shè)與管理存在的主要問題,從平臺(tái)建設(shè)、業(yè)務(wù)執(zhí)行以及供應(yīng)商準(zhǔn)入渠道三方面進(jìn)行了分析。緊接著對(duì)應(yīng)四個(gè)方面的問題提出了優(yōu)化建議,具體是提出要在完善政府電子采購平臺(tái)建設(shè)、流程、重視業(yè)務(wù)執(zhí)行、拓寬供應(yīng)商的市場(chǎng)準(zhǔn)入渠道等方面采取必要的措施。根據(jù)國內(nèi)法律法規(guī)和理論指導(dǎo),為解決南昌市政府電子采購平臺(tái)建設(shè)與管理的實(shí)際問題,提出了相關(guān)建議和對(duì)策。最后是結(jié)論和展望。政府電子采購是政府采購制度發(fā)展的必經(jīng)之路。推行政府電子采購任重而道遠(yuǎn),必將是長(zhǎng)期和艱巨的。
[Abstract]:With the development of information technology and the wide use of the Internet, a new trend of e-procurement has emerged. At present, Nanchang municipal government is also constantly improving government procurement system, actively promote electronic procurement. Based on the current situation of electronic procurement in Nanchang city, this paper puts forward the optimization countermeasures for future development. First of all, we share the background and purpose of the topic selection, including the important literature of the domestic and foreign research references, and then explain some concepts related to government procurement, including the function and function of electronic procurement platform. System, etc. Secondly, it introduces the development of our government procurement, and briefly describes the situation of Nanchang municipal electronic procurement. Including the development background, basic principles and main methods, as well as Nanchang government procurement development history and government electronic procurement development outline. Then, the main problems in the construction and management of Nanchang municipal electronic procurement platform are introduced and analyzed, including platform construction, business execution and supplier access channels. Then the paper puts forward some suggestions on how to improve the construction of government electronic procurement platform, process, attach importance to business execution and broaden the market access channels of suppliers. According to the domestic laws and regulations and theoretical guidance, this paper puts forward some suggestions and countermeasures to solve the practical problems in the construction and management of the electronic procurement platform of Nanchang Municipal Government. Finally, the conclusion and prospect are given. Government electronic procurement is the only way for the development of government procurement system. It is a long and arduous task to carry out government e-procurement.
