【摘要】:隨著我國城市基礎(chǔ)設(shè)施建設(shè)的發(fā)展,尤其是國家長江經(jīng)濟(jì)帶的建設(shè),水下公路隧道工程由于減少占用城市空間、不影響城市景觀、利于航運(yùn)等優(yōu)點(diǎn),其建設(shè)規(guī)模會越來越大、投資額度會越來越大。由于水下公路隧道項(xiàng)目建設(shè)具有工程技術(shù)難度大、施工技術(shù)復(fù)雜、施工設(shè)備要求高、復(fù)合地質(zhì)、超高水壓、超大直徑、淺覆土以及大型復(fù)雜項(xiàng)目管理、投融資等問題十分復(fù)雜;這些技術(shù)經(jīng)濟(jì)特點(diǎn),決定了水下公路隧道項(xiàng)目建設(shè)投資的風(fēng)險(xiǎn)性,其投資風(fēng)險(xiǎn)影響已嚴(yán)重制約其投融資而受到高度重視。但是,我國現(xiàn)有水下隧道項(xiàng)目投資的風(fēng)險(xiǎn)風(fēng)險(xiǎn)管理與控制理論研究和實(shí)踐還相對薄弱,難以滿足水下公路隧道項(xiàng)目投資風(fēng)險(xiǎn)控制的需要。因此,全面系統(tǒng)研究水下公路隧道投資風(fēng)險(xiǎn)與控制技術(shù)的相關(guān)理論,對于提高水下公路隧道工程投資風(fēng)險(xiǎn)管理的水平與投資效果具有重要的理論意義與實(shí)踐意義。本文以盾構(gòu)施工背景下的水下公路隧道工程為研究對象,結(jié)合相關(guān)風(fēng)險(xiǎn)分析理論,完成了以下幾方面的研究工作:首先,本文分析了水下公路隧道工程投資風(fēng)險(xiǎn)的特殊性,從其作為基礎(chǔ)設(shè)施項(xiàng)目的特點(diǎn)、項(xiàng)目的投融資特點(diǎn)、建設(shè)施工技術(shù)的復(fù)雜性等不確定性因素出發(fā),分析了水下公路隧道投資風(fēng)險(xiǎn)形成機(jī)理;其次,本文從水下公路隧道工程投資風(fēng)險(xiǎn)三維空間的定義、風(fēng)險(xiǎn)識別等風(fēng)險(xiǎn)分析流程出發(fā)進(jìn)行了風(fēng)險(xiǎn)辨識的系統(tǒng)研究,針對水下公路隧道工程投資風(fēng)險(xiǎn)的特點(diǎn)構(gòu)建了水下公路隧道投資風(fēng)險(xiǎn)的基本空間,并根據(jù)水下公路隧道工程投資風(fēng)險(xiǎn)多因素耦合作用的特點(diǎn)進(jìn)行了耦合作用分析;再次本文根據(jù)水下公路隧道工程投資風(fēng)險(xiǎn)因素的耦合性、模糊性等特點(diǎn),充分考慮風(fēng)險(xiǎn)因素的層次性、交互影響等特點(diǎn)建立了水下公路隧道工程投資風(fēng)險(xiǎn)評價的指標(biāo)體系,建立了適用于水下公路隧道投資風(fēng)險(xiǎn)評價的G-ANP模型,并以南京市緯三路過江通道工程為例進(jìn)行了實(shí)證分析,驗(yàn)證了模型的適用性;最后,從水下公路隧道工程投建設(shè)的全壽命周期的角度,并結(jié)合水下公路隧道工程建設(shè)投資的主要影響因素,提出了水下公路隧道工程的投資風(fēng)險(xiǎn)控制措施,完善了水下公路隧道工程投資風(fēng)險(xiǎn)管理的理論。本論文結(jié)合中交建設(shè)股份特大科技項(xiàng)目:復(fù)合地質(zhì)條件下超高水壓超大直徑盾構(gòu)過江隧道建設(shè)成套技術(shù)研究子課題---南京市緯三路過江通道工程投資風(fēng)險(xiǎn)管理與控制技術(shù)研究來完成。
[Abstract]:With the development of city infrastructure construction in our country, especially the construction of the Yangtze River economic belt, highway tunnel engineering under water due to reduce the occupied space of the city, does not affect the city landscape, conducive to shipping etc., the construction scale will be more and more, the amount of investment will be more and more. The highway tunnel project construction of underwater engineering the technical difficulty is big, complex construction technology, construction equipment requirements, complex geology, ultra high pressure, large diameter, shallow overburden, large and complex project management problems, such as investment and financing is very complex; the technical and economic characteristics, determines the risk of underwater highway tunnel project construction investment, the investment risk has serious influence restricting its financing has received great attention. However, China's existing underwater tunnel project investment risk management and control theory research and practice are relatively weak, difficult to meet the needs of underwater highway tunnel Project investment risk control needs. Therefore, the related theory of comprehensive system research on underwater highway tunnel investment risk and control technology, it has important theoretical and practical significance for improving the underwater highway tunnel project investment risk management level and investment effect. In this paper, the shield construction under the background of underwater highway tunnel project the object, combined with the theory of risk analysis, completed the following research work: first, this paper analyzes the particularity of underwater highway tunnel project investment risk, from the characteristics of infrastructure projects, project financing characteristic, construction technology of complex uncertain factors, analysis the formation mechanism the investment risk of highway tunnel under water; secondly, this article from the definition of underwater highway tunnel project investment risk in 3D space, such as risk identification risk analysis process of The system of risk identification, according to the characteristics of underwater highway tunnel construction project investment risk investment risk basic space of highway tunnel under the water, and the coupling effect is analyzed according to the characteristics of underwater highway tunnel project investment risk coupling factors; again according to the coupling of the highway tunnel project investment risk factors the fuzzy characteristics, considering the level of risk factors, the characteristics of interaction and establishes the index system of underwater highway tunnel project investment risk evaluation, G-ANP model was established and applied to underwater highway tunnel investment risk evaluation, and taking Nanjing latitude three passing river channel project has carried on the empirical analysis for example, verified the applicability of the model; finally, from the highway tunnel under the water for the whole life cycle of construction of the angle, and combined with the underwater highway tunnel project The main factors, put forward the investment risk control measures of highway tunnel engineering under water, improve the theory of the investment risk management of highway tunnel engineering under water.
