煙臺(tái)市芝罘區(qū)政府投資工程項(xiàng)目管理問(wèn)題研究

【摘要】:自2008年以來(lái),受國(guó)際大環(huán)境和國(guó)內(nèi)經(jīng)濟(jì)政策影響,煙臺(tái)市芝罘區(qū)人民政府堅(jiān)持把政府投資項(xiàng)目建設(shè)作為推動(dòng)城市發(fā)展、社會(huì)進(jìn)步和民生改善的重要?jiǎng)恿?投資環(huán)境明顯改善,投資服務(wù)能力進(jìn)一步提升,為改善市區(qū)環(huán)境、拓展城市空間起到了積極的推動(dòng)作用。隨著城市現(xiàn)代化的不斷推進(jìn),芝罘區(qū)實(shí)施的政府投資項(xiàng)目呈逐年增長(zhǎng)趨勢(shì),與全區(qū)性重大戰(zhàn)略關(guān)聯(lián)性更加緊密。作為經(jīng)濟(jì)宏觀調(diào)控工具,在促進(jìn)經(jīng)濟(jì)發(fā)展的同時(shí)發(fā)揮著重要的社會(huì)民生保障功能。在推進(jìn)國(guó)家治理體系和治理能力現(xiàn)代化的過(guò)程中,2005年“建設(shè)服務(wù)型政府”、2013年“全面深化改革”、2014年“全面推進(jìn)依法治國(guó)”等相關(guān)理念的提出,對(duì)于政府投資工程管理領(lǐng)域來(lái)說(shuō),意味著第三方管理模式成為向“服務(wù)型政府”轉(zhuǎn)變的一個(gè)有效途徑,“依法行政”為市場(chǎng)化購(gòu)買提供了合法保障。目前按照國(guó)家轉(zhuǎn)換政府職能、深化市場(chǎng)改革的新要求,政府投資項(xiàng)目管理改革成為了迫切之需。在市場(chǎng)經(jīng)濟(jì)發(fā)達(dá)的國(guó)家和地區(qū),公共工程管理的市場(chǎng)化程度比較高,已經(jīng)形成比較完善的體系。本文選取香港地區(qū)、美國(guó)、英國(guó)、法國(guó)為參考,綜合分析這些地區(qū)和國(guó)家公共工程管理模式特點(diǎn),從中選擇適合我國(guó)政府投資項(xiàng)目管理的有益規(guī)范,從中借鑒和遵循。2007年煙臺(tái)市在學(xué)習(xí)借鑒香港、深圳等地經(jīng)驗(yàn)做法的基礎(chǔ)上,變革傳統(tǒng)建設(shè)管理模式,在全省成立了首家政府投資工程建設(shè)管理辦公室。2009年參照市級(jí)做法,芝罘區(qū)成立政府投資工程建設(shè)管理辦公室。芝罘區(qū)政府投資項(xiàng)目的建設(shè)管理一直處在探索階段,采取不同嘗試:對(duì)于盈利性公共工程,引入社會(huì)資本實(shí)行公私合建;對(duì)于非營(yíng)利性公益工程,由政府投資工程建設(shè)管理辦公室進(jìn)行集中化建設(shè)管理。但實(shí)際過(guò)程中,仍有許多問(wèn)題亟待深化改革:在管理方式上,項(xiàng)目決策論證不充分、臨時(shí)性項(xiàng)目指揮部仍普遍存在,政府行政性管制較多等;在投、融資體制上,投資主體沒(méi)有真正實(shí)現(xiàn)多元化,融資渠道不廣泛,融資結(jié)構(gòu)不合理等;在組織實(shí)施方面,權(quán)、責(zé)、利不統(tǒng)一、造價(jià)管理和合同管理不規(guī)范、專業(yè)性整體不高等;在監(jiān)督約束方面,法制法規(guī)及配套政策滯后,監(jiān)督管理職能交叉,外部監(jiān)督薄弱等;诖,本文主要運(yùn)用公共選擇理論、委托——代理理論等公共經(jīng)濟(jì)學(xué)基本思想作為支撐,采用比較分析法、實(shí)證分析法相結(jié)合,整合當(dāng)前煙臺(tái)市芝罘區(qū)政府投資項(xiàng)目在投資、組織、實(shí)施三大方面管理現(xiàn)狀,針對(duì)存在的問(wèn)題,分析成因,提出健全政府投資項(xiàng)目決策機(jī)制、推廣政府投資項(xiàng)目管理社會(huì)化和健全政府投資項(xiàng)目監(jiān)督及監(jiān)管機(jī)制三大對(duì)策建議。
[Abstract]:Since 2008, affected by the international environment and domestic economic policies, the people's Government of Zhifu District of Yantai City insists on the construction of government investment projects as an important driving force to promote urban development, social progress and livelihood improvement. The investment environment has obviously improved and the investment service ability has been further enhanced, which has played a positive role in improving the urban environment and expanding the urban space. The government investment projects implemented in Zhifu District are increasing year by year, which is more closely related to the whole region's important strategy. It is a tool of macroeconomic regulation and control. In the process of promoting the modernization of national governance system and governance capacity, in 2005, "build a service-oriented government". In 2013 "comprehensive deepening reform", 2014 "comprehensively promote the rule of law" and other related concepts, for the government investment project management field. It means that the third party management mode has become an effective way to change to "service-oriented government", and "administration by law" provides legal guarantee for market-oriented purchase. At present, the government functions are changed according to the state. Deepening the new requirements of market reform, government investment project management reform has become an urgent need. In developed countries and regions of the market economy, the degree of marketization of public works management is relatively high. Hong Kong, the United States, the United Kingdom, France as a reference, comprehensive analysis of these areas and national public works management model characteristics. In 2007, Yantai changed the traditional construction management mode on the basis of learning from Hong Kong and Shenzhen. The first government investment project construction management office was set up in the province. In 2009, reference was made to the municipal practice. Zhifu District set up a government investment project construction management office. Zhifu district government investment project construction management has been in the exploration stage, take different attempts: for for-profit public works. The introduction of social capital to the implementation of public-private construction; For non-profit public welfare projects, centralized construction management is carried out by the government investment project construction management office. However, in the actual process, there are still many problems that need to be deepened: in the way of management. The project decision is not sufficient, the temporary project command still exists generally, and the government has more administrative control. In the investment and financing system, the investment body has not realized the diversification, the financing channel is not extensive, the financing structure is unreasonable and so on; In organizational implementation, the rights, responsibilities, benefits are not unified, cost management and contract management is not standardized, professional as a whole is not high; In the aspect of supervision and restraint, legal regulations and supporting policies lag behind, the functions of supervision and management are overlapping, and the external supervision is weak. Based on this, this paper mainly uses the theory of public choice. Principal-agent theory and other basic ideas of public economics as the support, using comparative analysis, empirical analysis combined with the integration of the current Yantai Zhifu District government investment projects in investment, organization. In view of the existing problems, this paper analyzes the causes of the implementation of three major aspects of management, and puts forward a sound decision-making mechanism for government investment projects. Promoting the socialization of government investment project management and perfecting the supervision and supervision mechanism of government investment project.
