【摘要】:大科學(xué)工程的建設(shè)不僅是我國綜合國力日益提高的體現(xiàn),也對(duì)我國科學(xué)研究技術(shù)的進(jìn)步和發(fā)展起到極大的促進(jìn)作用,具有廣泛的社會(huì)影響意義。對(duì)于國家的科學(xué)工程而言,提高項(xiàng)目管理水平是十分有必要的。而對(duì)于我國企業(yè)的科研項(xiàng)目而言,企業(yè)技術(shù)創(chuàng)新能力與發(fā)達(dá)國家還有明顯差距。因此,對(duì)我國大科學(xué)工程與企業(yè)的技術(shù)創(chuàng)新項(xiàng)目效率評(píng)價(jià)的研究顯得尤為重要。本研究分別針對(duì)國家科學(xué)工程與企業(yè)技術(shù)創(chuàng)新項(xiàng)目,基于系統(tǒng)化創(chuàng)新理論TRIZ對(duì)科研院所與科技型企業(yè)的技術(shù)創(chuàng)新管理模式進(jìn)行分析。針對(duì)企業(yè)技術(shù)創(chuàng)新項(xiàng)目,結(jié)合TRIZ理論與DEA,從流程管理的視角綜合系統(tǒng)、子系統(tǒng)以及超系統(tǒng)的要求構(gòu)建評(píng)價(jià)指標(biāo)并給出主觀賦權(quán)與客觀賦權(quán)集成的評(píng)價(jià)方法,從而精簡提煉評(píng)價(jià)信息,建立四象限決策圖,實(shí)現(xiàn)效率評(píng)價(jià)與指標(biāo)權(quán)重的優(yōu)化。針對(duì)國家科學(xué)工程建設(shè)項(xiàng)目,綜合考慮項(xiàng)目進(jìn)度與成本等績效指標(biāo),提出國防建設(shè)項(xiàng)目效率評(píng)價(jià)方法。首先分析項(xiàng)目層與產(chǎn)品層的效能指標(biāo),然后構(gòu)建項(xiàng)目管理績效、科研能力和可靠性等七項(xiàng)指標(biāo)的兩層次系統(tǒng)動(dòng)力學(xué)仿真模型,并基于DEA進(jìn)行項(xiàng)目效率的評(píng)價(jià)。分別科技型、高端裝備制造業(yè)、紡織業(yè)的三家主導(dǎo)型企業(yè)以及大科學(xué)工程建設(shè)項(xiàng)目為例,評(píng)價(jià)項(xiàng)目效率,驗(yàn)證項(xiàng)目效率動(dòng)態(tài)建模思路與方法的正確性,用這兩種方法進(jìn)行評(píng)價(jià)分析和決策,并對(duì)這兩種方法進(jìn)行總結(jié)。本研究提出的項(xiàng)目效率的建模與評(píng)價(jià)方法,包含了多種項(xiàng)目效率的關(guān)鍵影響因素,為所建立的數(shù)據(jù)包絡(luò)分析模型的不可測變量提供仿真值,有效解決項(xiàng)目效率評(píng)價(jià)模型中不可測變量的量化難題。同時(shí),通過對(duì)這兩種項(xiàng)目效率進(jìn)行評(píng)價(jià),對(duì)項(xiàng)目管理能力的提升具有實(shí)際指導(dǎo)意義和借鑒作用。
[Abstract]:The construction of large science engineering is not only the embodiment of our country's comprehensive national strength increasing day by day, but also plays a great role in promoting the progress and development of scientific research and technology in our country. It is very necessary to improve the level of project management for the national scientific engineering, but for the scientific research projects of Chinese enterprises, it is necessary to improve the level of project management. There is still a clear gap between the technological innovation ability of enterprises and developed countries. It is particularly important to study the efficiency evaluation of large science engineering and enterprise technology innovation projects in China. This study is aimed at national science engineering and enterprise technology innovation projects. Based on systematic innovation theory (TRIZ), this paper analyzes the management mode of technological innovation in scientific research institutes and science and technology enterprises, and combines TRIZ theory with DEA for enterprise technology innovation projects. The evaluation index is constructed from the perspective of process management, subsystem and super system, and the evaluation method of integrating subjective and objective weights is given, so that the evaluation information can be refined and the four-quadrant decision diagram can be established. To achieve efficiency evaluation and index weight optimization. For national scientific engineering projects, comprehensive consideration of project progress and cost performance indicators. The efficiency evaluation method of national defense construction project is put forward. Firstly, the efficiency index of project layer and product layer is analyzed, then the two-level system dynamics simulation model of seven indexes, such as project management performance, scientific research ability and reliability, is constructed. And based on DEA to evaluate the project efficiency. Respectively high-tech high-end equipment manufacturing textile industry of the three leading enterprises and large scientific engineering construction projects as an example to evaluate the efficiency of the project. Verify the correctness of project efficiency dynamic modeling ideas and methods, use these two methods to evaluate analysis and decision-making, and summarize the two methods. This study proposed the project efficiency modeling and evaluation method. It contains a variety of key factors of project efficiency, provides the simulation value for the unmeasurable variables of the established data envelopment analysis model, and effectively solves the quantification problem of unmeasurable variables in the evaluation model of project efficiency. At the same time. Through the evaluation of the efficiency of these two projects, it has practical guiding significance and reference function to the improvement of project management ability.
