廣西賀州市賀江水污染突發(fā)事件應(yīng)急管理案例研究

【摘要】:當(dāng)今社會(huì)各類公共突發(fā)事件頻頻發(fā)生,嚴(yán)重影響人們生產(chǎn)生活,甚至威脅到社會(huì)平穩(wěn)安定,給地方政府的應(yīng)急管理工作造成巨大的壓力,加強(qiáng)應(yīng)急管理成為地方政府這一主體須義不容辭擔(dān)當(dāng)?shù)氖姑。賀州市地處我國西部地區(qū),地處粵、桂、湘三省交界處,是后發(fā)展、欠發(fā)達(dá)地區(qū),可視作一綜合實(shí)力落后,但社會(huì)風(fēng)險(xiǎn)突出且潛在影響廣泛的典型城市代表。本文以賀州市2013年賀江水污染突發(fā)事件應(yīng)急管理案例作為研究對象,分析了當(dāng)?shù)厣鐣?huì)轉(zhuǎn)型及風(fēng)險(xiǎn)、當(dāng)?shù)貞?yīng)急管理的舉措及成效等案例發(fā)生的背景,再對賀江水污染突發(fā)事件應(yīng)急管理情況進(jìn)行多方位剖析,總結(jié)其在應(yīng)急管理的體制建設(shè)、機(jī)制建設(shè)、制度建設(shè)、保障體系建設(shè)、宣傳教育等五項(xiàng)重點(diǎn)方面做法的可取之處,并分析出其存在的問題,包括問題官員違法受賄,放松管理,導(dǎo)致體制建設(shè)出現(xiàn)缺口;聯(lián)防聯(lián)控的機(jī)制不暢,行政監(jiān)管部門事故的綜合研判能力不足;制度建設(shè)短效化,整改治標(biāo)不治本;追責(zé)制度落實(shí)從輕,追責(zé)不夠徹底、震懾不足;應(yīng)急科普教育不健全等方面。在分析問題的基礎(chǔ)上,本研究總結(jié)了導(dǎo)致賀州市應(yīng)急管理還有諸多不足的5個(gè)方面的原因:(1)受制于政績考核導(dǎo)向目標(biāo),監(jiān)管工作可能遭遇梗阻,放任風(fēng)險(xiǎn)管理的漏洞存在;(2)政府及其官員具有理性經(jīng)濟(jì)人色彩,行為動(dòng)機(jī)存有偏差,導(dǎo)致管理“縮水”;(3)思想建設(shè)不到位,監(jiān)管體制隊(duì)伍作風(fēng)不正,抗誘惑免疫不足,埋下社會(huì)安全隱患;(4)部門林立、條塊分割、各自為政的“多頭管理”行政管理模式,導(dǎo)致應(yīng)急協(xié)同聯(lián)動(dòng)機(jī)制難落實(shí);(5)缺乏制度建設(shè)的“緊箍咒”,口頭環(huán)保成普遍,科學(xué)發(fā)展觀難落實(shí)。以問題為導(dǎo)向,本論文借鑒紐約、東京等發(fā)展水平較成熟的國外城市的經(jīng)驗(yàn)做法,從中尋找解決問題的啟示。最后,提出了完善賀州市突發(fā)事件應(yīng)急管理的五個(gè)方面的對策建議:一是創(chuàng)新行政體制改革,端正行政責(zé)任者政績觀;二是建立健全應(yīng)急協(xié)同聯(lián)動(dòng)機(jī)制,加強(qiáng)公共危機(jī)預(yù)防成效;三是實(shí)踐探索長效管理機(jī)制,切實(shí)降低風(fēng)險(xiǎn)發(fā)生機(jī)率;四是創(chuàng)新機(jī)制拓寬資金渠道,落實(shí)應(yīng)急管理經(jīng)費(fèi)保障;五是提高公眾的社會(huì)鳳險(xiǎn)意識和處突能力。
[Abstract]:Nowadays, all kinds of public emergencies occur frequently, which seriously affect people's production and life, and even threaten the stability of society, and bring great pressure to the emergency management of local governments. strengthening emergency management has become an unshirkable mission of local government. Hezhou City is located in the western part of China, located at the junction of Guangdong, Guangxi and Hunan provinces. It is a post-development and underdeveloped area, which can be regarded as a typical city representative with backward comprehensive strength, but outstanding social risks and extensive potential impact. Taking the emergency management case of Hejiang water pollution emergency management in Hezhou City in 2013 as the research object, this paper analyzes the background of the local social transformation and risk, the measures and effects of local emergency management, and then analyzes the emergency management of Hejiang water pollution emergency in many ways, and summarizes the system construction, mechanism construction, system construction and guarantee system construction of Hejiang water pollution emergency management. The advantages of five key aspects, such as propaganda and education, are analyzed, including the illegal bribery of officials and the relaxation of management, which leads to a gap in institutional construction. The mechanism of joint prevention and control is not smooth, and the comprehensive research and judgment ability of administrative supervision departments is insufficient; the system construction is short-efficiency, rectification and treatment is not the root cause; the implementation of the accountability system is lighter, the accountability system is not thorough enough, the shock and deterrence is not enough, and the emergency science popularization education is not perfect. On the basis of analyzing the problems, this study summarizes five reasons for the lack of emergency management in Hezhou City: (1) restricted by the goal of performance assessment, supervision may encounter obstruction, and loopholes in risk management exist; (2) the government and its officials have the color of rational economic man and the deviation of behavior motivation, which leads to the "shrinkage" of management. (3) the ideological construction is not in place, the style of supervision system is not correct, the anti-temptation immunity is insufficient, and the hidden danger of social security is buried; (4) the administrative management mode of "multi-head management", which is full of departments, is divided and separate, makes it difficult to implement the mechanism of emergency coordination and linkage; (5) without the "hoop spell" of system construction, oral environmental protection is universal, and the scientific concept of development is difficult to implement. Based on the problem-oriented, this paper draws lessons from the experience of foreign cities with mature development level, such as New York, Tokyo and so on, and finds the enlightenment to solve the problem. Finally, this paper puts forward five countermeasures and suggestions to improve the emergency management of Hezhou City: one is to innovate the reform of administrative system and correct the achievement view of those responsible for administration; the other is to establish and perfect the mechanism of emergency coordination and linkage to strengthen the effectiveness of public crisis prevention; the third is to practice and explore the long-term management mechanism to effectively reduce the probability of risk occurrence; the fourth is to innovate the mechanism to broaden the fund channels and implement the guarantee of emergency management funds. The fifth is to improve the public's awareness and ability to deal with risks in society.
