【摘要】：近年來(lái),參與低碳交易的主體逐漸深化,低碳交易衍生品也呈現(xiàn)出多樣化的趨勢(shì)。為了能在低碳經(jīng)濟(jì)的浪潮中爭(zhēng)得一席之地,我國(guó)相關(guān)機(jī)構(gòu)一直在大力推進(jìn)清潔發(fā)展機(jī)制(CDM)項(xiàng)目的開發(fā)。目前,我國(guó)在清潔發(fā)展機(jī)制項(xiàng)目上也取得了一定的成就,經(jīng)核證減排量(CERs)的指標(biāo)交易位于全球首位。 重慶作為西部地區(qū)唯一的直轄市,同時(shí)又是我國(guó)六大老工業(yè)基地之一,如今也面臨著環(huán)境惡化、資源耗竭的困境。在這樣的情況下,如何緩解城市發(fā)展對(duì)資源、環(huán)境的破壞,促進(jìn)生態(tài)和諧發(fā)展是重慶政府必須考慮的問題。因而,低碳經(jīng)濟(jì)就成了重慶未來(lái)發(fā)展的必然選擇。重慶還是國(guó)家首批確定為發(fā)展低碳經(jīng)濟(jì)的試點(diǎn)城市,無(wú)論是在資金還是相關(guān)配套政策上,國(guó)家均給予了大力的支持。 本文結(jié)合重慶的實(shí)際發(fā)展現(xiàn)狀,以低碳為契機(jī),提出建立長(zhǎng)江上游碳交易體系的構(gòu)想。在構(gòu)建以排放產(chǎn)權(quán)為主體的碳交易市場(chǎng)中引入一種效率機(jī)制——期貨期權(quán)市場(chǎng),不但能夠?qū)崿F(xiàn)高效率的碳減排,還能夠活躍重慶的金融市場(chǎng)。 本文首先介紹了碳交易市場(chǎng)建立的相關(guān)理論,并闡述了國(guó)內(nèi)外碳交易發(fā)展現(xiàn)狀及成功經(jīng)驗(yàn)；其次,對(duì)重慶構(gòu)建長(zhǎng)江上游碳交易體系的必要性和可行性進(jìn)行分析,再次,對(duì)重慶建立碳交易體系的思路及具體構(gòu)想進(jìn)行闡述,最后,對(duì)重慶碳交易體系構(gòu)建提出相關(guān)建議。 本文主要采取以下幾種研究方法：首先從對(duì)清潔發(fā)展機(jī)制項(xiàng)目的抽象分析到目前的具體實(shí)踐；再結(jié)合相關(guān)理論提出具體設(shè)計(jì)框架；最后為構(gòu)建低碳交易體系提供理論模型,從而促進(jìn)碳交易的進(jìn)行。
[Abstract]:In recent years, the main body involved in low-carbon trading gradually deepened, low-carbon trading derivatives also showed a trend of diversification. In order to win a place in the wave of low-carbon economy, the relevant institutions in China have been vigorously promoting the development of clean development mechanism (CDM) projects. At present, China has also made some achievements in clean development mechanism (CDM) projects, and CERs (CERs) is the first in the world. Chongqing, as the only municipality directly under the Central Government in the western region, is also one of the six old industrial bases in China. Under such circumstances, how to alleviate the damage of urban development to resources and environment and promote the harmonious development of ecology is a problem that must be considered by Chongqing government. Therefore, the low-carbon economy has become the inevitable choice of Chongqing's future development. Chongqing is one of the first pilot cities to develop low-carbon economy. Based on the actual development of Chongqing, this paper puts forward the idea of establishing carbon trading system in the upper reaches of the Yangtze River at the turning point of low carbon. In the construction of carbon trading market with emission property rights as the main body, the introduction of an efficiency mechanism-futures options market, not only can achieve high efficiency of carbon emission reduction, but also can activate the financial market in Chongqing. This paper first introduces the relevant theory of carbon trading market, and describes the current situation and successful experience of carbon trading at home and abroad. Secondly, the necessity and feasibility of constructing carbon trading system in the upper reaches of the Yangtze River in Chongqing are analyzed. This paper expounds the ideas and concrete ideas of establishing the carbon trading system in Chongqing, and finally, puts forward some relevant suggestions for the construction of the carbon trading system in Chongqing. This paper mainly adopts the following research methods: first, from the abstract analysis of CDM projects to the current concrete practice; then combined with relevant theories to put forward a specific design framework; finally, to provide a theoretical model for the construction of low-carbon trading system, In order to facilitate the conduct of carbon trading.
