【摘要】：一直以來(lái)由于關(guān)系著國(guó)計(jì)民生，中國(guó)的醫(yī)療保障制度都是社會(huì)保障體系中不可或缺的一部分，并始終為社會(huì)經(jīng)濟(jì)發(fā)展服務(wù)。新型農(nóng)村合作醫(yī)療制度作為關(guān)系著九億農(nóng)民的醫(yī)療問題的保障制度，其可持續(xù)發(fā)展的研究對(duì)于落實(shí)科學(xué)發(fā)展觀，統(tǒng)籌城鄉(xiāng)協(xié)調(diào)發(fā)展以及社會(huì)的安定和農(nóng)民的安居樂業(yè)都具有十分重要的意義。 本文圍繞新型農(nóng)村合作醫(yī)療制度聯(lián)系相關(guān)理論，運(yùn)用定量分析和定性分析的研究方法，對(duì)臨汾市新型農(nóng)村合作醫(yī)療制度的可持續(xù)發(fā)展展開論述。本文首先闡述了選題的背景和意義，在梳理總結(jié)相關(guān)理論的基礎(chǔ)上，對(duì)我國(guó)農(nóng)村合作醫(yī)療制度發(fā)展歷程進(jìn)行了回顧。其次，通過(guò)對(duì)臨汾市新型農(nóng)村合作醫(yī)療制度的現(xiàn)狀分析，包括對(duì)參合情況、補(bǔ)償情況的分析得出臨汾新型農(nóng)村合作醫(yī)療制度的保障體系以及其各項(xiàng)機(jī)制已經(jīng)初步建立，參合率也明顯提高。通過(guò)運(yùn)用定量分析和定性分析的方法探究出制約臨汾市新型農(nóng)村合作醫(yī)療制度可持續(xù)發(fā)展因素主要包括制度因素、主體因素和環(huán)境因素三個(gè)方面。最后，，在聯(lián)系當(dāng)?shù)貙?shí)際情況的基礎(chǔ)上針對(duì)存在的制約因素提出了完善新型農(nóng)村合作醫(yī)療制度設(shè)計(jì)、充分發(fā)揮新型農(nóng)村合作醫(yī)療制度的三方作用和優(yōu)化外部環(huán)境等對(duì)策建議，以期對(duì)臨汾市新型農(nóng)村合作醫(yī)療制度的可持續(xù)發(fā)展有所幫助。
[Abstract]:China's medical security system is an indispensable part of the social security system and has always served for the social and economic development because of its relationship with the national economy and the people's livelihood. The new rural cooperative medical system is a guarantee system related to the medical problems of 900 million farmers. The study of its sustainable development is of great importance to the implementation of the scientific concept of development. It is of great significance to coordinate the development of urban and rural areas as well as social stability and farmers' living and working in peace and contentment. This paper discusses the sustainable development of the new rural cooperative medical system in Linfen City by using the quantitative and qualitative analysis methods around the related theories of the new rural cooperative medical system. This paper first expounds the background and significance of the topic, and reviews the development process of rural cooperative medical system on the basis of combing and summarizing relevant theories. Secondly, through the analysis of the current situation of the new rural cooperative medical system in Linfen, including the situation of participation and compensation, it is concluded that the security system of the new rural cooperative medical system of Linfen and its various mechanisms have been preliminarily established. The participation rate also increased significantly. By using the methods of quantitative analysis and qualitative analysis, it is found that the factors restricting the sustainable development of Linfen's new rural cooperative medical system mainly include institutional factors, main factors and environmental factors. Finally, on the basis of considering the local actual situation, this paper puts forward some countermeasures and suggestions, such as perfecting the design of the new rural cooperative medical system, giving full play to the tripartite role of the new rural cooperative medical system and optimizing the external environment. With a view to Linfen new rural cooperative medical system of sustainable development.
