【摘要】:按照我國城鎮(zhèn)化的發(fā)展目標(biāo),大規(guī);A(chǔ)建設(shè)投資必不可少。地方融資平臺(tái)成為地區(qū)基礎(chǔ)設(shè)施投資建設(shè)的重要主體;A(chǔ)設(shè)施建設(shè)作為一項(xiàng)政府民生工程,具有投資規(guī)模巨大、成本回收時(shí)間長的特點(diǎn),在地方融資平臺(tái)的銀行信貸受到國家調(diào)控限制、土地出讓價(jià)格受政策影響的背景下,融資租賃作為一種現(xiàn)代投融資方式,為地方融資平臺(tái)的基礎(chǔ)設(shè)施建設(shè)提供了期限長、成本低的資金來源。我國的融資租賃行業(yè)因此迎來了前所未有的發(fā)展機(jī)遇。但是與此同時(shí),地方融資平臺(tái)負(fù)債高企、競爭白熱化、融資租賃專業(yè)人才不足,風(fēng)險(xiǎn)控制系統(tǒng)不完善等一系列問題也給融資租賃業(yè)務(wù)發(fā)展帶來了極大的挑戰(zhàn)。融資租賃公司如何能夠做好地方融資平臺(tái)類業(yè)務(wù),如何能夠更加有效防范和控制地方融資平臺(tái)類項(xiàng)目的各種風(fēng)險(xiǎn),上述問題的研究對(duì)保障融資租賃公司獲得收益的同時(shí)健康穩(wěn)定的發(fā)展,進(jìn)一步加快基礎(chǔ)設(shè)施建設(shè),棚戶區(qū)改造工程,加快城鎮(zhèn)化建設(shè)等都具有重要的現(xiàn)實(shí)意義。因此,本文從融資租賃公司一位業(yè)務(wù)人員的角度出發(fā),應(yīng)用風(fēng)險(xiǎn)管理的理論和方法,通過對(duì)融資租賃以及地方融資平臺(tái)概念的闡述,全面的展現(xiàn)出融資租賃公司操作地方融資平臺(tái)類項(xiàng)目的全部流程。對(duì)比融資租賃業(yè)務(wù)操作的普遍風(fēng)險(xiǎn)特征總結(jié)出地方融資平臺(tái)類項(xiàng)目所具有的特殊風(fēng)險(xiǎn)特征;站在融資租賃公司的角度,通過對(duì)南京市浦口區(qū)經(jīng)濟(jì)開發(fā)總公司的實(shí)際案例分析提出具體的風(fēng)險(xiǎn)管理實(shí)施措施;最后站在相關(guān)監(jiān)管部門以及地方政府的角度提出風(fēng)險(xiǎn)管理的建議。
[Abstract]:According to the development goal of our country urbanization, large-scale infrastructure investment is indispensable. Local financing platform has become an important part of regional infrastructure investment. Infrastructure construction, as a government project of people's livelihood, has the characteristics of huge scale of investment and long time of cost recovery. Under the background that the bank credit of local financing platform is restricted by the state regulation and control, the price of land transfer is affected by the policy. As a modern mode of investment and financing, financial leasing provides a long term and low cost source for the infrastructure construction of local financing platform. China's financial leasing industry has thus ushered in unprecedented opportunities for development. But at the same time, a series of problems, such as high debt of local financing platform, fierce competition, shortage of professional personnel and imperfect risk control system, have also brought great challenges to the development of financial leasing business. How can financial leasing companies do a good job of local financing platform business, and how to prevent and control all kinds of risks of local financing platform projects more effectively? The research of the above problems has important practical significance to ensure the financial leasing company to obtain the income at the same time healthy and stable development, to further accelerate the infrastructure construction, the shantytown reconstruction project, speeds up the urbanization construction and so on. Therefore, from the point of view of a business person in a financial leasing company, this paper applies the theory and method of risk management to explain the concept of financial lease and local financing platform. A comprehensive show of the financial leasing company operating local financing platform projects of the full process. Comparing with the general risk characteristics of financial leasing business operation, the paper summarizes the special risk characteristics of local financing platform projects; from the perspective of financial leasing companies, it summarizes the special risk characteristics of local financing platform projects. Through the actual case analysis of Pukou District Economic Development Corporation of Nanjing City, this paper puts forward the concrete risk management implementation measures, and finally puts forward the suggestion of risk management from the angle of the relevant supervision department and the local government.
