【摘要】：隨著中國經(jīng)濟不斷發(fā)展,與全球貿(mào)易合作廣度和深度不斷加強,人民幣匯率一直處于穩(wěn)中有升的狀態(tài),在亞洲甚至全世界的影響明顯增強,人民幣國際地位大大提高。所以,人民幣國際化的發(fā)展趨勢是必然的,而跨境人民幣結算又是實現(xiàn)人民幣國際化的主要途徑和必要條件。在人民幣升值壓力下,通過跨境人民幣結算試點的方法還可以為國家穩(wěn)定匯率、減輕升值壓力、平衡國際收支等。所以對跨境人民幣結算的研究是具有重要意義的。本文將從中國和東盟自由貿(mào)易區(qū)角度研究如何通過人民幣跨境結算促進人民幣國際化進程發(fā)展,主要討論人民幣在中國-東盟自由貿(mào)易區(qū)所具備的優(yōu)勢,以及如何利用優(yōu)勢來推進在自由貿(mào)易區(qū)內人民幣跨境結算的發(fā)展,強化貿(mào)易結算功能。其中會涉及到諸多方面,比如人民幣自由兌換、外匯管理、貨幣政策調控和自由貿(mào)易區(qū)內的經(jīng)濟往來等等。在總結國內外學者對人民幣跨境結算、區(qū)域化、國際化方面的研究成果基礎上,結合人民幣跨境結算相關理論,對跨境人民幣國際結算在中國-東盟自由貿(mào)易區(qū)的發(fā)展歷程、現(xiàn)狀特點和存在問題以及提供建議方面加以闡述和討論。本文的主要觀點：一、跨境人民幣結算是實現(xiàn)人民幣國際化的主要途徑和必要條件,要強化人民幣的結算功能,為實現(xiàn)人民幣國際化打下堅實的基礎。二、中國-東盟自由貿(mào)易區(qū)為人民幣跨境貿(mào)易結算提供了機遇和平臺,同時人民幣結算也為自由貿(mào)易區(qū)進一步建設提供了資金支持、保障和金融服務。三、雖然在推行中國-東盟自由貿(mào)易區(qū)內人民幣跨境結算必然會存在一定的障礙和困難甚至部分負面影響,但從整體和長遠角度分析還是利大于弊的。所以我們在推進人民幣跨境結算和人民幣國際化進程時,要充分發(fā)揮對自由貿(mào)易區(qū)的積極作用。
[Abstract]:As China's economy continues to develop and the scope and depth of trade cooperation with the world continue to strengthen, the RMB exchange rate has been steadily rising, its influence in Asia and even around the world has increased significantly, and the international status of the renminbi has been greatly enhanced. Therefore, the development trend of RMB internationalization is inevitable, and cross-border RMB settlement is the main way and necessary condition to realize RMB internationalization. Under the pressure of RMB appreciation, the pilot method of cross-border RMB settlement can also stabilize the exchange rate for the country, reduce the pressure of appreciation, and balance the balance of payments and so on. Therefore, the study of cross-border RMB settlement is of great significance. From the perspective of China and ASEAN Free Trade area, this paper will study how to promote the development of RMB internationalization through cross-border settlement of RMB, and mainly discuss the advantages of RMB in China-ASEAN Free Trade area. And how to make use of the advantages to promote the development of RMB cross-border settlement in the Free Trade area and strengthen the trade settlement function. There will be many aspects involved, such as RMB convertibility, foreign exchange management, monetary policy regulation and economic exchanges in free trade zones and so on. On the basis of summarizing the domestic and foreign scholars' research results on RMB cross-border settlement, regionalization and internationalization, and combining with the relevant theories of RMB cross-border settlement, the development course of cross-border RMB international settlement in China-ASEAN Free Trade area is discussed. Present situation characteristic and existing problem as well as provide advice aspect to be elaborated and discussed. The main viewpoints of this paper are as follows: first, cross-border RMB settlement is the main way and necessary condition to realize RMB internationalization, and the settlement function of RMB should be strengthened so as to lay a solid foundation for realizing RMB internationalization. Second, the China-ASEAN Free Trade area provides an opportunity and platform for the settlement of RMB cross-border trade, and RMB settlement also provides financial support, security and financial services for the further construction of the Free Trade area. Thirdly, although the cross-border settlement of RMB in the China-ASEAN Free Trade area is bound to have some obstacles and difficulties or even some negative effects, the advantages outweigh the disadvantages from the overall and long-term perspective. Therefore, we should give full play to the positive role of free trade area in promoting RMB cross-border settlement and RMB internationalization.
