【摘要】：資源型城市作為我國重要的經(jīng)濟(jì)發(fā)展戰(zhàn)略基地,有效的促進(jìn)了我國國民經(jīng)濟(jì)的快速穩(wěn)健發(fā)展,但經(jīng)過近半個世紀(jì)高強(qiáng)度、低效率的礦產(chǎn)資源開發(fā),我國資源型城市已不能承受住這種粗放的發(fā)展模式,存在產(chǎn)業(yè)結(jié)構(gòu)落后,經(jīng)濟(jì)發(fā)展后勁不足,社會矛盾突出等問題。針對這些難題政府印發(fā)了《全國資源型城市可持續(xù)發(fā)展規(guī)劃(2013-2020年)》(國發(fā)[2013]45號),將我國資源型城市分為成長型、成熟性、衰退市、再生型四大類,通過對資源型城市進(jìn)行歸類的方法來提出針對性的發(fā)展戰(zhàn)略1。金融體系能夠促進(jìn)資本在產(chǎn)業(yè)間合理流動,自發(fā)淘汰落后夕陽產(chǎn)業(yè),發(fā)展新興行業(yè),是促使產(chǎn)業(yè)結(jié)構(gòu)升級的重要力量。安徽省資源型城市在推動產(chǎn)業(yè)結(jié)構(gòu)升級的過程中,廣泛高效的金融運(yùn)行和充足的信用政策支持是確保金融資金的持續(xù)增加和金融資源合理配置的先行條件,因此,金融發(fā)展水平對于產(chǎn)業(yè)結(jié)構(gòu)升級的影響就顯得尤為重要。本文就以安徽省的成熟型資源城市淮南,衰退型資源城市淮北、銅陵,再生型資源城市馬鞍山為例,首先對他們的金融發(fā)展和產(chǎn)業(yè)結(jié)構(gòu)現(xiàn)狀作出分析;然后運(yùn)用固定效應(yīng)模型,采用2003-2015年的相關(guān)數(shù)據(jù)來分析金融發(fā)展對安徽省資源型城市產(chǎn)業(yè)結(jié)構(gòu)升級的效應(yīng);最后根據(jù)研究結(jié)果提出實(shí)現(xiàn)安徽省資源型城市經(jīng)濟(jì)社會持續(xù)健康發(fā)展的相關(guān)政策建議。本文的主體內(nèi)容主要分為四個部分。第一部分主要對論文的背景和意義、國內(nèi)外學(xué)者的有關(guān)研究和理論進(jìn)行綜合概括,發(fā)現(xiàn)金融發(fā)展對于資源型城市有提高資金利用率,完善資源配置的關(guān)鍵作用。第二部分是對安徽省資源型城市的金融發(fā)展產(chǎn)業(yè)結(jié)構(gòu)現(xiàn)狀進(jìn)行綜合分析,總結(jié)如下:金融發(fā)展現(xiàn)狀方面安徽省資源型城市的金融發(fā)展水平近年來略顯差強(qiáng)人意,存、貸款增長率逐年放緩,資金利用率下降,銀行盈利能力有待提高,居民儲蓄意愿的下降;產(chǎn)業(yè)結(jié)構(gòu)現(xiàn)狀方面,安徽省資源型城市的整體水平也不高,第三產(chǎn)業(yè)產(chǎn)值和第三產(chǎn)業(yè)從業(yè)占比均要低于全國乃至安徽省平均水平。第三部分是金融發(fā)展對安徽省資源型城市產(chǎn)業(yè)結(jié)構(gòu)升級的實(shí)證模型分析,結(jié)果發(fā)現(xiàn)金融相關(guān)率FIR和金融儲蓄結(jié)構(gòu)FSS總能夠促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)升級,而金融發(fā)展效率FDE則會在一定程度上產(chǎn)生金融抑制現(xiàn)象。第四部分在對現(xiàn)實(shí)情況的對比分析以及實(shí)證結(jié)果研究基礎(chǔ)上提出了針對安徽省資源型城市金融發(fā)展和產(chǎn)業(yè)結(jié)構(gòu)升級的相關(guān)政策建議。
[Abstract]:As an important strategic base of economic development in China, resource-based cities have effectively promoted the rapid and steady development of our national economy, but after nearly half a century of high-intensity and low-efficiency mineral resources development, China's resource-based cities can no longer afford this extensive development model. There are backward industrial structures and insufficient economic development stamina. In view of these problems, the government issued the National Sustainable Development Plan for Resource-based cities 2013-2020. (Guofa [2013] 45, China's resource-based cities are divided into four categories: growth, maturity, recession and regeneration. Financial system can promote the rational flow of capital among industries, spontaneously eliminate the backward sunset industries, and develop new industries. It is an important force to promote the upgrading of industrial structure. In the process of promoting the upgrading of industrial structure, the resource-based cities in Anhui Province, Extensive and efficient financial operation and adequate credit policy support are the leading conditions to ensure the sustained increase of financial funds and the rational allocation of financial resources. The impact of financial development on the upgrading of industrial structure is particularly important. This paper takes Huainan, Huainan, Huaibei, Tongling and Ma'anshan, as examples, as the mature resource cities of Anhui Province, Huai Bei, Tongling and Ma'anshan as the regenerative resources cities. Firstly, it analyzes their financial development and industrial structure, and then analyzes the effects of financial development on the upgrading of industrial structure of resource-based cities in Anhui Province by using fixed effect model and relevant data from 2003 to 2015. Finally, according to the research results, the paper puts forward the relevant policy recommendations to realize the sustainable and healthy economic and social development of resource-based cities in Anhui Province. The main content of this paper is divided into four parts. The first part is mainly about the background and significance of the paper. The relevant research and theories of domestic and foreign scholars are summarized synthetically, and it is found that financial development can improve the utilization rate of funds for resource-based cities. The second part is a comprehensive analysis of the current situation of the financial development industrial structure of resource-based cities in Anhui Province. The conclusion is as follows: the financial development level of resource-based cities in Anhui Province in recent years is slightly unsatisfactory, the growth rate of loans has slowed down year by year, the utilization rate of funds has decreased, and the profitability of banks needs to be improved. In terms of the present situation of industrial structure, the overall level of resource-based cities in Anhui Province is not high. The third part is the empirical model analysis of the upgrading of industrial structure of resource-based cities in Anhui Province by financial development. The results show that the financial correlation rate (FIR) and the financial savings structure (FSS) can always promote the upgrading of industrial structure. On the other hand, the financial development efficiency FDE will produce the phenomenon of financial suppression to some extent. The fourth part, on the basis of the comparative analysis of the actual situation and the empirical results, puts forward to the financial development and production of resource-based cities in Anhui Province.
