【摘要】：休閑農(nóng)業(yè)在周寧同全國(guó)各地一樣屬于新興的產(chǎn)業(yè),如何加快該新興產(chǎn)業(yè)的發(fā)展,使之成為周寧農(nóng)業(yè)經(jīng)濟(jì)的新的增長(zhǎng)點(diǎn),政府在培育這個(gè)新的經(jīng)濟(jì)增長(zhǎng)點(diǎn)中,發(fā)揮著至關(guān)重要的作用。如何發(fā)揮資源優(yōu)勢(shì),挖掘地方特色,通過(guò)政府的規(guī)劃先導(dǎo)、政策扶持、資金幫助、示范引導(dǎo)等有效作為,進(jìn)一步整合資源,在較短的時(shí)間里培育發(fā)展并扶持壯大周寧休閑農(nóng)業(yè)這個(gè)新興產(chǎn)業(yè)是本文著重研究的課題。 本文在現(xiàn)有休閑農(nóng)業(yè)有關(guān)理論和研究成果的基礎(chǔ)上,通過(guò)實(shí)地調(diào)查法研究介紹了周寧縣休閑農(nóng)業(yè)發(fā)展概況,并指出發(fā)展中存在的問(wèn)題。運(yùn)用SWOT分析法對(duì)周寧縣休閑農(nóng)業(yè)所處的內(nèi)外部條件進(jìn)行了較為全面的分析。結(jié)果表明：周寧縣休閑農(nóng)業(yè)發(fā)展的優(yōu)勢(shì)大于劣勢(shì),符合周寧縣提出的“濱海高山生態(tài)旅游縣”發(fā)展戰(zhàn)略定位,再加上外部又有眾多機(jī)會(huì),宜采用發(fā)展型戰(zhàn)略,把握時(shí)機(jī),發(fā)揮優(yōu)勢(shì)發(fā)展休閑農(nóng)業(yè)。通過(guò)實(shí)地調(diào)查、走訪蕉城區(qū)上金貝畬寨生態(tài)休閑農(nóng)業(yè)園,作為案例分析,從中得到一些啟示和實(shí)踐經(jīng)驗(yàn)。最后在借鑒國(guó)內(nèi)外成功經(jīng)驗(yàn)和實(shí)例的基礎(chǔ)上,著重從明確發(fā)展定位、實(shí)施產(chǎn)業(yè)規(guī)劃、優(yōu)化投資環(huán)境、創(chuàng)新經(jīng)營(yíng)理念、調(diào)整產(chǎn)業(yè)結(jié)構(gòu)、加強(qiáng)行業(yè)管理、打造產(chǎn)業(yè)品牌、培養(yǎng)產(chǎn)業(yè)人才等八個(gè)方面,提出了周寧縣發(fā)展休閑農(nóng)業(yè)的對(duì)策建議。
[Abstract]:Leisure agriculture belongs to a new industry in Zhouning, like all parts of the country. How to speed up the development of this new industry and make it a new growth point of Zhouning's agricultural economy, the government is cultivating this new economic growth point. Play a vital role. How to give full play to the advantages of resources, tap local characteristics, and further integrate resources through effective government planning, policy support, financial assistance, demonstration and guidance, etc. In a short period of time, cultivating and developing the new industry of Zhou Ning leisure agriculture is an important research topic in this paper. Based on the existing theories and research results of leisure agriculture, this paper introduces the development of leisure agriculture in Zhouning County by field investigation, and points out the problems existing in the development. The internal and external conditions of leisure agriculture in Zhouning County were analyzed comprehensively by using SWOT analysis method. The results show that the advantages and disadvantages of the development of leisure agriculture in Zhouning County are in line with the strategic orientation of "Coastal Alpine Eco-tourism County" put forward by Zhouning County. In addition, there are many opportunities outside, so it is appropriate to adopt the developmental strategy and seize the opportunity. Give play to the advantages of the development of leisure agriculture. Through field investigation, the ecological leisure agriculture garden of Shangjingbei she Zhai in Jiaocheng District was visited, and as a case study, some enlightenment and practical experience were obtained. Finally, on the basis of the successful experiences and examples at home and abroad, the paper emphasizes on defining the development orientation, implementing industrial planning, optimizing the investment environment, innovating the management idea, adjusting the industrial structure, strengthening the industry management, and creating the industrial brand. This paper puts forward the countermeasures and suggestions of developing leisure agriculture in Zhouning County in eight aspects, such as cultivating industrial talents.
