【摘要】：根據(jù)世界旅游協(xié)會的預測：從2010年到2020年，國際旅游業(yè)人數(shù)和國際旅游業(yè)收入分別以年均4.3%、6.7%的增速增長，到2020年，旅游產(chǎn)業(yè)收入將增至16萬億美元，相當于全球GDP的10%。旅游業(yè)的地位在世界經(jīng)濟中逐年上升，世界旅游組織統(tǒng)計資料顯示目前旅游業(yè)已為世界第一產(chǎn)業(yè)。 隨著全國經(jīng)濟的持續(xù)發(fā)展，居民收入的增加，居民旅游的愿望會更加迫切。據(jù)調查，到2020年中國將成為世界最大的旅游目的地國家，2010年到2020年這十年將成為中國旅游業(yè)發(fā)展的“黃金十年”。在國際、國內形勢大好的有利背景下，新疆旅游業(yè)也將得到更快的發(fā)展。主要是因為：一是中央新疆工作座談會后，社會福利保障改善明顯，民生有了很大起色。二是在后金融危機時代，新疆經(jīng)濟依然保持了GDP以兩位數(shù)的增長速度。新疆居民收入有所增加，CPI增幅穩(wěn)定，居民可支配收入增加，新疆居民的出行愿望被極大的調動起來，旅游市場將呈現(xiàn)十分活躍的狀態(tài)。 旅游業(yè)可以消除貧困、實現(xiàn)可持續(xù)發(fā)展以及帶動一產(chǎn)、二產(chǎn)的共同發(fā)展。中國作為一個農(nóng)業(yè)大國，“三農(nóng)”問題十分突出，它也是中國社會經(jīng)濟發(fā)展的重中之重。妥善解決“三農(nóng)”問題的途徑之一就是鄉(xiāng)村生態(tài)旅游這種新興的旅游形式。鄉(xiāng)村生態(tài)旅游是這樣一種旅游，，首先它是發(fā)生的區(qū)域是農(nóng)村；其次優(yōu)美的田園風光、生態(tài)旅游資源和農(nóng)業(yè)產(chǎn)業(yè)的支撐構成了它吸引人們旅游的重要因素；最后，最重要一點它的理念是生態(tài)的、可持續(xù)的旅游活動。因此，鄉(xiāng)村生態(tài)旅游既可充分的將鄉(xiāng)村資源整合，升級優(yōu)化鄉(xiāng)村產(chǎn)業(yè)結構，還可協(xié)調鄉(xiāng)村經(jīng)濟和可持續(xù)發(fā)展。 新疆鄉(xiāng)村生態(tài)旅游的發(fā)展由于經(jīng)濟基礎薄弱、社會不穩(wěn)定及交通不便等多種因素的限制，還處于剛起步階段。本文從分析鄉(xiāng)村生態(tài)旅游的選題背景和意義出發(fā)，主要探討新疆鄉(xiāng)村生態(tài)旅游發(fā)展中相關問題，并提出了新疆鄉(xiāng)村生態(tài)旅游發(fā)展中的建議。本文分為七章，第一章首先對鄉(xiāng)村生態(tài)旅游的背景、意義、國內外研究現(xiàn)狀和本文的研究思路、方法進行了介紹。第二章通過概念比對和相關基礎理論的分析，筆者認為鄉(xiāng)村生態(tài)旅游可以這樣定義：旅游背景為鄉(xiāng)村，汲取了生態(tài)旅游的精華，是鄉(xiāng)村旅游和生態(tài)旅游結合后產(chǎn)生的一種新形式，是一種綜合性旅游。它的內涵在于不僅能進行旅游觀光、享受休閑娛樂和學習鄉(xiāng)村文化，還能體會生態(tài)環(huán)境的重要性，注重保護自然生態(tài)資源的同時也保持了鄉(xiāng)村社會經(jīng)濟和自然環(huán)境的協(xié)調發(fā)展。第三章通過介紹國外美國、西班牙和國內云南、貴州省的鄉(xiāng)村生態(tài)旅游發(fā)展經(jīng)驗，總結了鄉(xiāng)村生態(tài)旅游發(fā)展的啟示：一是良好的鄉(xiāng)村生態(tài)環(huán)境是鄉(xiāng)村生態(tài)旅游順利開展的基礎；二是鄉(xiāng)村生態(tài)旅游需要以宏觀的經(jīng)濟背景為平臺；三是推進區(qū)域合作，豐富文化產(chǎn)品。第四章分析了新疆鄉(xiāng)村生態(tài)旅游發(fā)展現(xiàn)狀和優(yōu)勢，新疆鄉(xiāng)村生態(tài)旅游具有政府支持力度加強、自身資源和產(chǎn)品項目優(yōu)勢等。第五章通過前面的分析，找出了新疆鄉(xiāng)村生態(tài)旅游發(fā)展中的問題：缺乏整體規(guī)劃，短期利益傾向嚴重；城市工業(yè)布局不合理造成環(huán)境污染；產(chǎn)品形式單一，缺乏對景區(qū)的有效管理；主要的制約因素：社會的不穩(wěn)定；經(jīng)濟基礎薄弱和交通不便。第六章提出了相關的對策建議：強化科學規(guī)劃、提高旅游品質、堅持“農(nóng)”本色、加大投資力度、加強旅游主題概念等，希望對新疆鄉(xiāng)村生態(tài)旅游發(fā)展具有一定的參考價值。第七章對全文做出了總結。
[Abstract]:According to the forecast of the World Tourism Association: from 2010 to 2020, the number of international tourism industry and the income of international tourism industry are growing at an annual average of 4.3%, 6.7%, respectively. With the continuous development of the national economy and the increase of residents' income, the desire of residents to travel will be more urgent. According to the survey, China will become the largest tourist destination country in the world by 2020, and the ten years from 2010 to 2020 will become "golden ten years" for the development of China's tourism industry. In the favorable background of international and domestic situation, Xinjiang Brigade Tourism will also get faster development, mainly because: first, after the central Xinjiang work symposium, the social welfare security improved obviously, the livelihood of the people had a great improvement. Two in the post financial crisis, the Xinjiang economy remained the two digit growth rate of GDP. The income of Xinjiang residents increased, the growth of the CPI was stable, and the residents could control the income. Xinjiang residents' desire to travel has been greatly mobilized, and the tourism market will be very active.
Tourism can eliminate poverty, realize sustainable development and promote the common development of a production and second production. As a big agricultural country, the problem of "three rural" is very prominent. It is also the most important part of China's social and economic development. One of the ways to properly solve the "three rural" problem is the new form of tourism in rural ecotourism. Rural ecotourism is such a kind of tourism, first of all, it is a rural area; secondly, the beautiful pastoral scenery, ecotourism resources and the support of the agricultural industry constitute its important factors to attract people's tourism; finally, the most important idea is ecological, sustainable tourism. Therefore, rural ecotourism is not only It can fully integrate rural resources, upgrade and optimize the rural industrial structure, and coordinate the rural economy and sustainable development.
The development of Rural Ecotourism in Xinjiang is still in the initial stage due to the limitations of many factors such as weak economic foundation, social instability and inconvenient traffic. This paper, starting from the background and significance of the selection of rural ecotourism, mainly discusses the related problems in the development of Rural Ecotourism in Xinjiang, and puts forward the rural eco tourism in Xinjiang. The first chapter is divided into seven chapters. The first chapter first introduces the background and significance of rural ecotourism, the present situation at home and abroad and the research ideas and methods of this article. The second chapter, through the analysis of the concept comparison and the related basic theory, the author thinks that the rural ecotourism can be defined in this way: the tourism background is the country and draws a living. The essence of state tourism is a new form produced by the combination of rural tourism and ecotourism. It is a comprehensive tourism. Its connotation is not only to carry out tourism, enjoy leisure and entertainment and study rural culture, but also to realize the importance of the ecological environment, to protect the natural ecological resources and to maintain the rural social classics. The third chapter introduces the development experience of Rural Ecotourism in the United States, Spain, Yunnan and Guizhou Province, and summarizes the Enlightenment of Rural Ecotourism Development: first, a good rural ecological environment is the basis for the smooth development of rural ecotourism, and two is the need for Rural Ecotourism to be macroscopic. The economic background is the platform; three is to promote regional cooperation and enrich cultural products. The fourth chapter analyses the status and advantages of Xinjiang rural ecotourism, and the rural ecotourism in Xinjiang has the strengthening of government support and the advantages of its own resources and product projects. The fifth chapter finds out the development of Rural Ecotourism in Xinjiang through the previous analysis. Problems: lack of overall planning, short term interest tendency, unreasonable urban industrial layout causing environmental pollution; single product form, lack of effective management of scenic spots; the main restricting factors: social instability, weak economic foundation and inconvenient traffic. Sixth chapters put forward relevant countermeasures and suggestions: strengthen scientific rules and regulations. In order to improve the quality of tourism, adhere to the nature of "agriculture", increase investment and strengthen the concept of tourism theme, we hope to have a certain reference value to the development of Rural Ecotourism in Xinjiang.
