【摘要】：隨著經濟的發(fā)展,人民生活水平的不斷提高,人口數(shù)量的增多,城鎮(zhèn)化的趨勢是必然的。同時,由于我國土地資源緊缺,人口眾多,自然災害不斷,近20年來我國耕地的數(shù)量在以年均20多萬公頃的速度減少,水土流失、荒漠化、鹽堿化水旱災害日趨加重,耕地質量不斷下降,大規(guī)模的盲目“造城運動”致使城鎮(zhèn)周邊的耕地逐步被占用的趨勢難以逆轉,這對中國糧食生產和糧食安全產生最直接、最現(xiàn)實的影響。同時,農村耕地質量下降、廢棄土地復墾率低、空心村的出現(xiàn)、道路錯亂環(huán)境差等農村現(xiàn)狀問題,為了提高農村土地利用率,加強對農村土地整治的力度是必要的。然而在整治過程中,卻發(fā)現(xiàn)整治過程中,農民對整治項目漠不關心、整治進程慢效果不理想、土地權屬無法準確界定以及土地流轉中出現(xiàn)土地腐敗問題等,究其原因都是由于政府在整治過程中,政府管理機制的不完善問題造成的。為此本文采用文獻分析法,實證分析法,歸納演繹法,跨學科研究法等相結合對政府對農村土地整治的困境和原因進行分析,進一步對造成困境的原因即政府管理機制的不完善進行了相關的分析和研究,進一步提出解決現(xiàn)狀問題的對策。本文首先對政府對農村土地整治的管理機制研究中的背景進行了闡述,然后就我國土地整治及整治過程中需要用到的相關理論,以及在整治過程中政府管理機制理論及構成要素進行了分析,并在此基礎上對我國農村土地整治的現(xiàn)狀困境進行了分析,并深入探討土地整治不理想的原因,就是掌握主動權的政府在整治過程中管理機制的不完善,從而引人深思,該如何解決;然后以我國安徽省合肥市以及國外日本土地整治成功為例,得出政府管理經驗,對適合我國土地整治的政府管理機制問題的解決對策來作為參考和借鑒,最后結合之前的案例經驗基礎上,創(chuàng)造性的提出在城鎮(zhèn)化過程中應對政府管理機制不完善的相關對策建議,得出適合我國土地整治的政府管理機制,改善土地整治難點,提高政府辦事效率,獲得民眾支持,最終實現(xiàn)城鄉(xiāng)和諧有序健康發(fā)展的最終目標。
[Abstract]:With the development of economy, the improvement of people's living standard, the increase of population, the trend of urbanization is inevitable. At the same time, because of the shortage of land resources, the large population and natural disasters, In the past 20 years, the amount of cultivated land in China has been decreasing at an average annual rate of more than 200,000 hectares, soil erosion, desertification, salinization and drought disasters are becoming more and more serious, and the quality of cultivated land continues to decline. The large-scale blind "city-building movement" has made it difficult to reverse the trend of the gradual occupation of cultivated land around cities and towns, which has the most direct and realistic impact on China's grain production and food security. At the same time, the quality of cultivated land in rural areas has declined. In order to improve the utilization rate of rural land, it is necessary to strengthen the intensity of rural land reclamation, such as the low reclamation rate of abandoned land, the emergence of hollow villages, and the poor road disorder environment. However, in the process of remediation, it is necessary to strengthen the regulation of rural land. However, it was found that in the process of renovation, the peasants were indifferent to the renovation projects, the slow effect of the renovation process was not ideal, the ownership of land could not be accurately defined and the problem of land corruption occurred in the land circulation. The reason was that the government was in the process of renovating. For this reason, this paper uses the literature analysis method, the empirical analysis method, the inductive deduction method, the interdisciplinary research method and so on to analyze the predicament and the reason of the government to the rural land treatment. Further analysis and research on the causes of the plight, that is, the imperfection of the government management mechanism, have been carried out. In this paper, the background of the government's research on the management mechanism of rural land regulation is first expounded, and then the relevant theories used in the process of land regulation and regulation in China are discussed. On the basis of the analysis of the theory and elements of government management mechanism in the process of regulation, this paper analyzes the current situation and predicament of rural land regulation in China, and probes into the reasons for the unsatisfactory land regulation. That is, the management mechanism of the government with the initiative is not perfect in the process of rectification, which is thought-provoking and how to solve it. Then, taking Hefei City, Anhui Province in China and Japan as an example, the experience of government management has been drawn. To solve the problems of government management mechanism suitable for land regulation in our country as a reference and reference. Finally, based on the previous case experience, Creatively put forward in the process of urbanization to deal with the government management mechanism is not perfect, get the government management mechanism suitable for our land regulation, improve the difficulties of land regulation, improve the efficiency of the government, get public support, Finally, the ultimate goal of harmonious and orderly development of urban and rural areas is achieved.
