【摘要】：農(nóng)村外出勞動(dòng)力回流現(xiàn)象是繼“民工潮”與“民工荒”之后又一個(gè)引發(fā)全社會(huì)關(guān)注的勞動(dòng)力流動(dòng)現(xiàn)象。隨著政府對(duì)“三農(nóng)”問題解決力度的增大,以及十一屆三中全會(huì)對(duì)新農(nóng)村建設(shè)的提出和實(shí)行推進(jìn),使得農(nóng)村外出勞動(dòng)力回流的現(xiàn)象更加明顯。農(nóng)村外出勞動(dòng)力回流對(duì)促進(jìn)農(nóng)村經(jīng)濟(jì)增長(zhǎng)和推進(jìn)新農(nóng)村建設(shè)具有十分重要意義。四川省作為勞務(wù)輸出大省,隨著西部大開發(fā)戰(zhàn)略、新農(nóng)村建設(shè)、城鄉(xiāng)統(tǒng)籌等戰(zhàn)略的提出和實(shí)施推進(jìn),以及四川省委提出的“提升首位城市、著力次級(jí)突破、夯實(shí)底部基礎(chǔ)”的戰(zhàn)略構(gòu)想,四川省農(nóng)村外出勞動(dòng)力的回流對(duì)四川省的城市和農(nóng)村經(jīng)濟(jì)的發(fā)展有著重要的作用。本文主要對(duì)四川省農(nóng)村外出勞動(dòng)力的動(dòng)因進(jìn)行研究分析,深入了解四川農(nóng)村勞動(dòng)力回流的原因,并提出相應(yīng)的政策建議。本文首先對(duì)研究四川省農(nóng)村勞動(dòng)力回流的研究意義做出說明并對(duì)勞動(dòng)力轉(zhuǎn)移相關(guān)的理論模型和研究成果有相應(yīng)的了解�；仡櫫宿r(nóng)村勞動(dòng)力的轉(zhuǎn)移歷史以及農(nóng)村外出勞動(dòng)力回流的歷史,并對(duì)四川省農(nóng)村勞動(dòng)力的現(xiàn)狀進(jìn)行了分析說明。然后根據(jù)調(diào)研數(shù)據(jù)對(duì)農(nóng)村勞動(dòng)力回流的原因影響因素進(jìn)行了全面分析,然后根據(jù)研究所表示的影響勞動(dòng)力回流的因素,提出應(yīng)對(duì)勞動(dòng)力回流的具體政策建議。
[Abstract]:The phenomenon of labor reflux in rural areas is a phenomenon of labor migration after the "peasant labor tide" and "peasant labor shortage", which has aroused the attention of the whole society. With the increase of the government's efforts to solve the problem of "agriculture, rural areas and farmers", As well as the proposal and implementation of the third Plenary session of the Eleventh Central Committee for the construction of new rural areas, It is very important to promote rural economic growth and promote the construction of new rural areas. As a large labor export province, Sichuan Province, with the strategy of the western development, The development and implementation of the new rural construction, urban and rural planning strategies, and the strategic concept of "upgrading the first city, focusing on secondary breakthroughs, and ramming the foundation of the base" proposed by the Sichuan Provincial Party Committee, The return of rural migrant labor in Sichuan Province plays an important role in the development of urban and rural economy in Sichuan Province. Deeply understand the reasons for the return of rural labor in Sichuan, At first, this paper explains the significance of the study on rural labor force return in Sichuan province, and has a corresponding understanding of the relevant theoretical model and research results of labor force transfer. The history of the transfer of power and the return of rural migrant workers, Then, according to the survey data, the factors influencing the rural labor force return are comprehensively analyzed, and then according to the factors that the research indicates, the factors affecting the labor force return are analyzed. To put forward specific policy recommendations to deal with labor reflux.
