【摘要】：農(nóng)村土地的流轉(zhuǎn)和集中使用,是發(fā)展農(nóng)業(yè)規(guī)模經(jīng)營(yíng)和實(shí)現(xiàn)農(nóng)業(yè)現(xiàn)代化的必由之路；農(nóng)村勞動(dòng)力外出務(wù)工的增加,出現(xiàn)了土地撂荒、棄耕的現(xiàn)象,與此同時(shí),由于一些種田能手、農(nóng)民專業(yè)合作經(jīng)濟(jì)組織掌握規(guī)模農(nóng)業(yè)、高效農(nóng)業(yè)的種植及管理技術(shù),有轉(zhuǎn)入土地,實(shí)行規(guī)模經(jīng)營(yíng)、集約經(jīng)營(yíng)的強(qiáng)烈愿望,如何引導(dǎo)和完善農(nóng)村土地科學(xué)合理流轉(zhuǎn)已成為當(dāng)前農(nóng)業(yè)農(nóng)村工作研究的重要課題之一。近幾年來(lái),衡陽(yáng)市按照區(qū)域化布局、規(guī)�；�生產(chǎn)、產(chǎn)業(yè)化經(jīng)營(yíng)、社會(huì)化服務(wù)和做大規(guī)模、做優(yōu)品質(zhì)、做強(qiáng)品牌的現(xiàn)代農(nóng)業(yè)發(fā)展要求,堅(jiān)持把推進(jìn)土地承包經(jīng)營(yíng)權(quán)流轉(zhuǎn),實(shí)現(xiàn)主導(dǎo)產(chǎn)業(yè)規(guī)模經(jīng)營(yíng)作為推進(jìn)“三農(nóng)”工作的有力抓手,創(chuàng)新機(jī)制,規(guī)范管理,嚴(yán)格程序,強(qiáng)化服務(wù),按照“依法、自愿、有償”的原則,采用靈活多樣的形式,積極推進(jìn)農(nóng)村土地承包經(jīng)營(yíng)權(quán)流轉(zhuǎn),取得了明顯成效。隨著農(nóng)村土地的流轉(zhuǎn)數(shù)量的持續(xù)增長(zhǎng)和流轉(zhuǎn)規(guī)模的不斷加大,地方政府定位不當(dāng)、操作程序不規(guī)范、農(nóng)地糾紛現(xiàn)象增多等問(wèn)題不斷顯現(xiàn),嚴(yán)重阻礙了農(nóng)村土地的健康、持續(xù)及高效流轉(zhuǎn),不利于土地流轉(zhuǎn)市場(chǎng)的有序運(yùn)行。論文以衡陽(yáng)市農(nóng)村土地流轉(zhuǎn)現(xiàn)狀為研究對(duì)象,對(duì)衡陽(yáng)市土地流轉(zhuǎn)現(xiàn)狀、存在問(wèn)題及影響因素進(jìn)行分析并提出對(duì)策建議。首先,通過(guò)搜集整理國(guó)內(nèi)外學(xué)者關(guān)于農(nóng)村土地流轉(zhuǎn)的相關(guān)文獻(xiàn),確定了論文的研究目的、方法和主要研究?jī)?nèi)容。其次,認(rèn)真學(xué)習(xí)了農(nóng)村土地流轉(zhuǎn)的農(nóng)村土地、農(nóng)村土地產(chǎn)權(quán)、土地流轉(zhuǎn)、土地流轉(zhuǎn)形式等概念以及地租理論、土地產(chǎn)權(quán)理論制度變遷理論和土地規(guī)模經(jīng)營(yíng)理論。第三,對(duì)衡陽(yáng)市農(nóng)村土地流轉(zhuǎn)的現(xiàn)狀進(jìn)行了分析,著重分析了衡陽(yáng)市農(nóng)村土地流轉(zhuǎn)的現(xiàn)狀、土地流轉(zhuǎn)的模式、土地流轉(zhuǎn)的主要成效和土地流轉(zhuǎn)還存在的問(wèn)題。第四,以土地流轉(zhuǎn)的主體農(nóng)戶為具體的研究對(duì)象進(jìn)行實(shí)證分析,從農(nóng)戶的角度分析影響農(nóng)村土地流轉(zhuǎn)的主要因素。第五,根據(jù)對(duì)衡陽(yáng)市農(nóng)村土地流轉(zhuǎn)存在的問(wèn)題和影響農(nóng)戶進(jìn)行土地流轉(zhuǎn)的因素從積極調(diào)動(dòng)農(nóng)戶參與上地流轉(zhuǎn)的積極性、明確政府在土地流轉(zhuǎn)中的管理職責(zé)、完善農(nóng)村土地流轉(zhuǎn)的相關(guān)法律法規(guī)政策、健全農(nóng)村土地流轉(zhuǎn)市場(chǎng)和完善農(nóng)村土地流轉(zhuǎn)配套設(shè)施建設(shè)五個(gè)方面提出促進(jìn)衡陽(yáng)市農(nóng)村土地健康流轉(zhuǎn)的對(duì)策建議。
[Abstract]:The circulation and centralized use of rural land is the only way to develop agricultural scale management and realize agricultural modernization. The increase of migrant workers in rural areas has led to the phenomenon of abandoned land and abandoned farming. At the same time, because of some skilled cultivators, Farmers' professional cooperative economic organizations have a strong desire to master the planting and management techniques of large-scale agriculture and high-efficiency agriculture, and to transfer to land, to operate on a large scale and to operate intensively. How to guide and perfect the scientific and rational circulation of rural land has become one of the important topics in the study of agricultural and rural work. In recent years, Hengyang City has carried out large-scale production, industrial management, socialized service and large-scale production in accordance with the regional layout. To improve the quality, strengthen the modern agricultural development requirements of the brand, persist in promoting the transfer of land contractual management rights, realize the scale management of leading industries as a powerful means to promote the work of "agriculture, rural areas and farmers", innovate the mechanism, standardize the management, and strictly enforce the procedures, To strengthen services, in accordance with the principle of "according to law, voluntarily, and with compensation," and to actively promote the circulation of the right to contract and manage rural land by adopting flexible and diverse forms, With the continuous increase of the amount of rural land circulation and the continuous increase of the scale of the circulation, the problems of improper positioning of the local government, non-standard operation procedures, increasing phenomenon of farmland disputes and so on have been emerging. It seriously hinders the healthy, sustainable and efficient circulation of rural land, which is not conducive to the orderly operation of the land circulation market. The existing problems and influencing factors are analyzed and countermeasures and suggestions are put forward. Firstly, by collecting and sorting out the relevant literature of scholars at home and abroad on rural land circulation, the purpose, methods and main research contents of the paper are determined. Has studied the rural land, the rural land property right, the land circulation, the land circulation form and so on, as well as the land rent theory, the land property right theory system vicissitude theory and the land scale management theory. This paper analyzes the present situation of rural land circulation in Hengyang city, and emphatically analyzes the present situation of rural land circulation in Hengyang city, the mode of land circulation, the main effect of land circulation and the problems existing in land circulation. 4th, Taking the main farmers of land circulation as the specific research object, the paper analyzes the main factors that affect the rural land circulation from the perspective of farmers. 5th, According to the problems existing in the rural land circulation in Hengyang City and the factors affecting the land circulation of rural households, it is necessary to actively mobilize the enthusiasm of the farmers to participate in the land circulation, and to clarify the management responsibilities of the government in the land circulation. This paper puts forward the countermeasures and suggestions to promote the healthy circulation of rural land in Hengyang City from five aspects: perfecting the relevant laws and regulations of rural land circulation, perfecting the market of rural land circulation and the construction of supporting facilities for rural land circulation.
