【摘要】：提高農(nóng)民的收入水平,改善農(nóng)民的生活質量,是國家歷年來不斷強調(diào)的農(nóng)業(yè)發(fā)展目標,尋找能夠提高農(nóng)民收入的途徑尤為重要。農(nóng)業(yè)高度機械化、組織化發(fā)展的黑龍江省,農(nóng)村地區(qū)存在著富余勞動力和富余勞動時間的兩個“富余問題”,而黑龍江省政府也相繼出臺了政策鼓勵農(nóng)村富余勞動力轉移,以提高農(nóng)民的非農(nóng)收入,進而在整體上提高農(nóng)民的收入水平。本文從人力資本投資的角度,深入分析農(nóng)民人力資本投資對非農(nóng)收入的影響,探究人力資本投資對農(nóng)民非農(nóng)收入的作用機制。發(fā)現(xiàn)農(nóng)民人力資本投資主要提高了農(nóng)民的信息獲取配置能力、勞動決策能力、勞動技能、勞動力流動能力,而這些能力的提高則大大提高了農(nóng)民的非農(nóng)就業(yè)能力與機會,從而提高農(nóng)民的非農(nóng)收入,同時農(nóng)民的非農(nóng)收入水平提高也會隨之加強對人力資本的投資水平。在通過實地訪談和問卷調(diào)查獲取一手數(shù)據(jù)的基礎上,結合省際數(shù)據(jù),對黑龍江省農(nóng)民的人力資本投資和非農(nóng)收入現(xiàn)狀進行深度剖析。發(fā)現(xiàn)黑龍江省農(nóng)民在整體上表現(xiàn)出人力資本投資不足,具體表現(xiàn)為：平均受教育水平低、參加培訓率低、勞動力遷徙水平不高。從人力資本投資的不同途徑出發(fā),對調(diào)查數(shù)據(jù)進行了主成分提取分析,并在提取主成分的基礎上,運用多元Logistic回歸模型量化分析了農(nóng)民人力資本投資對非農(nóng)收入的影響。在理論分析與實證分析相結合的基礎上,從人力資本投資的不同途徑,提出了加大農(nóng)民人力資本投資力度,以提高農(nóng)民非農(nóng)收入水平,從而提升農(nóng)民整體收入水平的對策建議。
[Abstract]:Raising peasants' income level and improving their quality of life are the agricultural development goals that the country has emphasized over the years. It is particularly important to find ways to increase farmers' income. In Heilongjiang Province, where agriculture is highly mechanized and developed in a systematic manner, There are two "surplus problems" of surplus labor force and surplus labor time in rural areas, and the Heilongjiang Provincial Government has issued policies one after another to encourage the transfer of rural surplus labor in order to increase the non-agricultural income of farmers. From the perspective of human capital investment, this paper analyzes the impact of farmers' human capital investment on non-agricultural income. This paper explores the mechanism of human capital investment on farmers' non-agricultural income. It is found that human capital investment mainly improves farmers' ability to obtain and allocate information, to make decisions about labor, to work skills and to flow labor force. The improvement of these abilities has greatly improved the non-agricultural employment ability and opportunities of farmers, thus increasing the non-agricultural income of farmers. At the same time, the increase of farmers' non-agricultural income level will also strengthen the level of investment in human capital. On the basis of obtaining primary data through field interviews and questionnaires, combined with inter-provincial data, This paper makes a deep analysis of the present situation of human capital investment and non-agricultural income of farmers in Heilongjiang Province. It is found that the farmers in Heilongjiang Province have insufficient investment in human capital on the whole, which are manifested in the following aspects: low average education level and low participation rate. The labor migration level is not high. Based on the different ways of human capital investment, the principal component extraction analysis of the survey data is carried out, and on the basis of extracting the principal component, This paper uses multiple Logistic regression model to quantitatively analyze the impact of human capital investment on non-agricultural income. Based on the combination of theoretical analysis and empirical analysis, the paper analyzes the different ways of human capital investment. The countermeasures and suggestions are put forward to increase the investment of farmers' human capital in order to raise the level of farmers' non-agricultural income and thus to improve the farmers' overall income level.
