【摘要】：結(jié)構(gòu)性貧困與貧困轉(zhuǎn)型的出現(xiàn),扶貧瞄準(zhǔn)單元的轉(zhuǎn)換和貧困人口分布的分散化等都是導(dǎo)致精準(zhǔn)扶貧政策出臺(tái)的重要?jiǎng)右�。基于甘肅精準(zhǔn)扶貧方案的分析,我們看到,精準(zhǔn)扶貧的要義乃是要實(shí)現(xiàn)貧困人口精準(zhǔn)識(shí)別與致貧原因定位,扶貧工作精準(zhǔn)統(tǒng)分結(jié)合,扶貧方式與目標(biāo)的精準(zhǔn)確立和扶貧人、事和物的精準(zhǔn)管理。精準(zhǔn)扶貧的制度設(shè)計(jì)具有系統(tǒng)科學(xué)性,但其實(shí)踐仍然面臨多重結(jié)構(gòu)性困境,即扶貧精準(zhǔn)性與貧困分散性、村莊社會(huì)結(jié)構(gòu)與扶貧制度結(jié)構(gòu)、扶貧項(xiàng)目與貧困人口脫貧能力、貧困內(nèi)涵多元化與精準(zhǔn)扶貧的有限內(nèi)涵以及財(cái)政困境與扶貧資金地方配套之間的內(nèi)在矛盾。要取得精準(zhǔn)扶貧的更好成效,就需要將其面臨的結(jié)構(gòu)困境融入精準(zhǔn)扶貧的制度設(shè)計(jì)并在實(shí)踐中不斷優(yōu)化。
[Abstract]:The emergence of structural poverty and the transformation of poverty, the transformation of poverty reduction targeting units and the decentralization of the distribution of the poor population are all important drivers leading to the introduction of precision poverty reduction policies. Based on the analysis of Gansu's precision poverty alleviation program, we can see that. The key to accurate poverty alleviation is to realize the accurate identification of the poor population and the positioning of the causes of poverty, the combination of the precise integration of poverty alleviation work, the accurate establishment of poverty alleviation methods and objectives, and the poverty alleviation people. The system design of accurate poverty alleviation is systematic and scientific, but its practice still faces many structural dilemmas, that is, the precision and dispersion of poverty alleviation, the social structure of villages and the system structure of poverty alleviation. Poverty alleviation projects and the ability of the poor population to extricate themselves from poverty, the limited connotations of diversification of poverty content and precision poverty alleviation, and the inherent contradiction between financial difficulties and local support for poverty alleviation funds. It is necessary to integrate the structural dilemma into the system design of precision poverty alleviation and optimize it in practice.
