【摘要】：中非經(jīng)濟(jì)合作始于農(nóng)業(yè)領(lǐng)域的合作,農(nóng)業(yè)合作是中非經(jīng)濟(jì)合作的重要組成部分。由于雙方農(nóng)業(yè)在資源、市場(chǎng)和技術(shù)上的良好互補(bǔ)以及多年的合作關(guān)系,中非農(nóng)業(yè)合作發(fā)展較快。習(xí)近平主席在中非合作論壇約翰內(nèi)斯堡峰會(huì)上提出的中非“十大合作計(jì)劃”,包括“中非農(nóng)業(yè)現(xiàn)代化合作計(jì)劃”,并且計(jì)劃承諾提供資金總額600億美元來(lái)支持該計(jì)劃的實(shí)施。為了進(jìn)行中非農(nóng)業(yè)現(xiàn)代化合作,中國(guó)將以農(nóng)業(yè)發(fā)展項(xiàng)目、農(nóng)業(yè)發(fā)展能力和農(nóng)業(yè)技術(shù)研究為中心,進(jìn)一步分享其與非洲農(nóng)業(yè)合作的經(jīng)驗(yàn),將易于使用的技術(shù)轉(zhuǎn)讓給非洲,并在傳統(tǒng)農(nóng)業(yè)合作的基礎(chǔ)上,全面建設(shè)中非農(nóng)業(yè)產(chǎn)業(yè)鏈,促進(jìn)非洲現(xiàn)代農(nóng)業(yè)發(fā)展,提高非洲農(nóng)業(yè)效率。對(duì)中非現(xiàn)代化農(nóng)場(chǎng)合作進(jìn)行探討,不僅有利于提高我國(guó)與非洲農(nóng)業(yè)合作的效率,還可以幫助非洲國(guó)家提高糧食自給率、消除貧困,實(shí)現(xiàn)中非的互利共贏。本文以中非現(xiàn)代化農(nóng)場(chǎng)合作為主要研究對(duì)象,簡(jiǎn)述了中非現(xiàn)代化農(nóng)場(chǎng)的發(fā)展現(xiàn)狀,存在的問題及相應(yīng)的對(duì)策建議。本文在對(duì)前人研究成果進(jìn)行分析的基礎(chǔ)上,首先通過文獻(xiàn)分析法對(duì)中非現(xiàn)代化農(nóng)場(chǎng)合作進(jìn)行了相關(guān)介紹,提出了中非現(xiàn)代化農(nóng)場(chǎng)合作的三種主要模式,如現(xiàn)代化農(nóng)業(yè)產(chǎn)業(yè)園區(qū)模式,現(xiàn)代化家庭農(nóng)場(chǎng)模式和現(xiàn)代化農(nóng)業(yè)技術(shù)示范中心模式。其次,分析、論述中非現(xiàn)代化農(nóng)場(chǎng)合作,從合作基礎(chǔ)、合作方式、合作過程、合作特點(diǎn)四個(gè)方面闡述了中國(guó)與非洲現(xiàn)代化農(nóng)場(chǎng)合作的基本情況。再次,在對(duì)現(xiàn)狀進(jìn)行分析的基礎(chǔ)上指出了中非現(xiàn)代化農(nóng)場(chǎng)合作存在的問題:生產(chǎn)機(jī)械化水平低、農(nóng)業(yè)基礎(chǔ)設(shè)施不完善、農(nóng)產(chǎn)品加工程度薄弱、農(nóng)業(yè)生產(chǎn)的本土化程度低等。之后通過定性分析剖析了我國(guó)與非洲現(xiàn)代化農(nóng)場(chǎng)合作的前景,指出中非現(xiàn)代化農(nóng)場(chǎng)的合作前景應(yīng)是出現(xiàn)具備高技術(shù)水平的機(jī)械設(shè)備、具有完整的一體化加工鏈、實(shí)現(xiàn)生態(tài)化循環(huán)發(fā)展的發(fā)展。最后,提出了進(jìn)一步完善中國(guó)與非洲現(xiàn)代化農(nóng)場(chǎng)合作的對(duì)策建議,促使政府和企業(yè)更高效率地參與同非洲國(guó)家的農(nóng)業(yè)現(xiàn)代化合作。
[Abstract]:Economic cooperation between China and Africa begins with cooperation in the field of agriculture, which is an important part of economic cooperation between China and Africa. Agricultural cooperation between China and Africa has developed rapidly. President Xi Jinping proposed at the Johannesburg Summit of the Forum on China-Africa Cooperation "Ten Cooperation plans", including the "Cooperation Plan for Modernization of Agriculture between China and Africa", and the plan promises to provide the total amount of funds. 60 billion dollars to support the implementation of the plan. In order to carry out the China-Africa agricultural modernization cooperation, Focusing on agricultural development projects, agricultural development capabilities and agricultural technology research, China will further share its experience in agricultural cooperation with Africa, transfer easy-to-use technologies to Africa and build on traditional agricultural cooperation. The comprehensive construction of the agricultural industrial chain between China and Africa, the promotion of the development of modern agriculture in Africa and the improvement of agricultural efficiency in Africa. A discussion on the cooperation between China and Africa on modern farms is not only conducive to improving the efficiency of agricultural cooperation between China and Africa, It can also help African countries to improve their food self-sufficiency rate, eliminate poverty, and realize mutual benefit and win-win situation between China and Africa. This paper, taking the cooperation of China-Africa modern farms as the main research object, briefly describes the development status of modern farms in China and Africa. Based on the analysis of the previous research results, this paper first introduces the cooperation of the Central African modern farm through literature analysis. Three main modes of agricultural cooperation between China and Africa are put forward, such as modern agricultural industrial park, modern family farm and demonstration center of modern agricultural technology. The basic situation of cooperation between China and African modern farms is expounded from four aspects: the basis of cooperation, the mode of cooperation, the process of cooperation and the characteristics of cooperation. Again, Based on the analysis of the present situation, the paper points out the problems existing in the cooperation between China and Africa modern farms: low level of production mechanization, imperfect agricultural infrastructure, weak degree of processing of agricultural products, The paper analyzes the prospect of cooperation between China and African modern farms through qualitative analysis, and points out that the prospect of cooperation between China and African modern farms should be the emergence of machinery and equipment with high technology level. It has a complete integrated processing chain to realize the development of ecological cycle development. Finally, the countermeasures and suggestions for further improving the cooperation between China and African modern farms are put forward. To promote more efficient participation of governments and enterprises in agricultural modernization cooperation with African countries.
