【摘要】：在我國農(nóng)村,隨著農(nóng)村經(jīng)濟(jì)的發(fā)展和人口日益增長,農(nóng)村大量耕地日趨減少,許多農(nóng)村土地和宅基地日益閑置,農(nóng)村土地閑置是一個不容忽視、亟待解決的問題。我國土地資源稀缺,尤其是耕地資源浪費(fèi)嚴(yán)重,農(nóng)村土地大量閑置,影響土地資源的節(jié)約發(fā)展和集約利用。與此同時與國家發(fā)布的土地供給側(cè)改革目標(biāo)相違背,一是影響村莊發(fā)展,影響村容村貌;二是造成耕地質(zhì)量和數(shù)量下降;三是阻礙土地資源利用規(guī)劃和發(fā)展,影響農(nóng)村的經(jīng)濟(jì)建設(shè),給農(nóng)村生活發(fā)展水平帶來不良的影響。農(nóng)村土地資源大量浪費(fèi)閑置,宅基地閑置,以及土地低效利用等現(xiàn)象嚴(yán)重。因此,在土地供給側(cè)背景下加快農(nóng)村土地市場結(jié)構(gòu)性改革,提升土地質(zhì)量和數(shù)量,引進(jìn)土地資本技術(shù)的創(chuàng)新,解決農(nóng)村土地用地供需矛盾,加快農(nóng)村土地流轉(zhuǎn)效益,提高農(nóng)村閑置土地利用率,促進(jìn)農(nóng)村生產(chǎn)生活方式轉(zhuǎn)變和經(jīng)濟(jì)結(jié)構(gòu)的發(fā)展具有重要意義,也是實現(xiàn)土地資源可持續(xù)發(fā)展的重要方面。與此同時,把農(nóng)村閑置土地降到最低水平,集約節(jié)約利用土地,對供給側(cè)背景下土地制度改革發(fā)展都有重要作用。
[Abstract]:In our country, with the development of rural economy and the increasing population, a large amount of cultivated land in rural areas is decreasing day by day, and many rural land and homestead are idle day by day. Land resources are scarce in our country, especially the waste of cultivated land resources is serious, rural land is largely idle, At the same time, it is contrary to the land supply-side reform goal issued by the state, which affects the development of the village and the appearance of the village, and causes the decrease of the quality and quantity of the cultivated land. Third, hindering the planning and development of land resources utilization, affecting the economic construction of rural areas, and bringing adverse effects to the level of rural life development. Therefore, under the background of land supply side, accelerate the structural reform of rural land market, improve the quality and quantity of land, introduce the innovation of land capital technology, and solve the contradiction between supply and demand of rural land. It is of great significance to accelerate the efficiency of rural land circulation, to improve the utilization rate of rural idle land, to promote the transformation of rural production and life style and the development of economic structure. At the same time, it is also an important aspect to realize the sustainable development of land resources. It is very important to reduce the idle land in rural areas to the lowest level and to economize and utilize the land intensively, which plays an important role in the reform and development of land system under the background of supply side.
