【摘要】：現(xiàn)階段我國(guó)農(nóng)村實(shí)行家庭聯(lián)產(chǎn)承包制條件下的千家萬(wàn)戶分散經(jīng)營(yíng)方式,該方式的推行在很大程度上釋放了農(nóng)村的活力,然而由于政策的固有缺陷,產(chǎn)生了很多與現(xiàn)代農(nóng)業(yè)發(fā)展不相匹配的問(wèn)題。家庭聯(lián)產(chǎn)承包制條件下的分散經(jīng)營(yíng)與現(xiàn)代農(nóng)業(yè)專業(yè)化生產(chǎn)、規(guī)模經(jīng)營(yíng)、大市場(chǎng)聯(lián)結(jié)之間存在矛盾,農(nóng)民在這種經(jīng)營(yíng)方式下很難發(fā)家致富,農(nóng)業(yè)在這種模式的制約下也很難取得突破。因此在新時(shí)代背景下農(nóng)民要想增收,必須走現(xiàn)代化農(nóng)業(yè)之道。農(nóng)業(yè)社會(huì)化服務(wù)體系是為滿足農(nóng)業(yè)生產(chǎn)與發(fā)展需要,保障農(nóng)業(yè)生產(chǎn)活動(dòng)的順利開(kāi)展的重要基礎(chǔ),以政府、市場(chǎng)和社會(huì)三方為農(nóng)民從事農(nóng)業(yè)生產(chǎn)與經(jīng)營(yíng)提供各種服務(wù)所構(gòu)成的服務(wù)網(wǎng)絡(luò)與組織系統(tǒng)。從本質(zhì)上來(lái)看,發(fā)展農(nóng)業(yè)社會(huì)化服務(wù)體系就是運(yùn)用組織形式解決生產(chǎn)力發(fā)展的問(wèn)題,是實(shí)現(xiàn)農(nóng)業(yè)現(xiàn)代化的基礎(chǔ)力量。因而農(nóng)業(yè)社會(huì)化服務(wù)體系的構(gòu)建無(wú)疑是推進(jìn)承包責(zé)任制進(jìn)行規(guī)�；�、市場(chǎng)化經(jīng)營(yíng)升級(jí)進(jìn)而完成農(nóng)業(yè)的產(chǎn)業(yè)化變革的關(guān)鍵一環(huán)�，F(xiàn)實(shí)狀況的矛盾和國(guó)家政策的支持,為農(nóng)業(yè)社會(huì)化服務(wù)體系的完善與發(fā)展提供了可能。本文試圖通過(guò)農(nóng)業(yè)社會(huì)化服務(wù)體系問(wèn)題研究的提出來(lái)解決家庭聯(lián)產(chǎn)承包制條件下分散經(jīng)營(yíng)與現(xiàn)代農(nóng)業(yè)專業(yè)化生產(chǎn)、規(guī)模經(jīng)營(yíng)、大市場(chǎng)聯(lián)結(jié)之間存在的矛盾,從而推動(dòng)農(nóng)業(yè)產(chǎn)業(yè)化的發(fā)展,深化認(rèn)識(shí)探索新模式,充分引進(jìn)服務(wù)經(jīng)濟(jì),共享農(nóng)業(yè)信息化服務(wù)帶來(lái)的利益。基于以上研究目的,論文首先對(duì)我國(guó)農(nóng)業(yè)服務(wù)體系建設(shè)背景進(jìn)行梳理,提出本文的研究意義、思路和方法;其次闡述了農(nóng)業(yè)社會(huì)化服務(wù)體系建設(shè)的相關(guān)概念界定和理論依據(jù),并簡(jiǎn)要分析了農(nóng)業(yè)社會(huì)化服務(wù)體系的特征;接著對(duì)我國(guó)現(xiàn)代農(nóng)業(yè)服務(wù)體系現(xiàn)狀進(jìn)行分析,指出了多主體參與的農(nóng)業(yè)社會(huì)化服務(wù)基本體系的內(nèi)容,并對(duì)其服務(wù)范疇、服務(wù)組織、服務(wù)模式的發(fā)展?fàn)顩r進(jìn)行具體說(shuō)明;在此基礎(chǔ)上重點(diǎn)剖析了當(dāng)前我國(guó)農(nóng)業(yè)社會(huì)化服務(wù)體系存在的問(wèn)題,即主要表現(xiàn)為服務(wù)供需矛盾突出、服務(wù)管理體制不順、服務(wù)層次和質(zhì)量不高;然后通過(guò)對(duì)具有代表性的國(guó)外發(fā)達(dá)國(guó)家的農(nóng)業(yè)社會(huì)化服務(wù)體系的研究和對(duì)比,分析其有益的建設(shè)經(jīng)驗(yàn),服務(wù)于我國(guó)的現(xiàn)代農(nóng)業(yè)社會(huì)化服務(wù)體系;最后從整合挖掘農(nóng)村互助資源、完善合作組織的內(nèi)部運(yùn)行機(jī)制、改善合作組織的外部支持環(huán)境以及推動(dòng)合作組織的對(duì)外交流與合作四個(gè)方面對(duì)我國(guó)農(nóng)業(yè)社會(huì)化服務(wù)體系提出了完善我國(guó)農(nóng)業(yè)社會(huì)化服務(wù)體系的建議。
[Abstract]:At the present stage, under the condition of household contract system, the rural areas of our country implement the decentralized mode of household management, the implementation of which releases the rural vitality to a great extent, however, due to the inherent defects of the policy, There are many problems that do not match with the development of modern agriculture. There are contradictions between the decentralized management under the household contract system and the specialized production, scale management and large-scale market connection of modern agriculture. It is very difficult for farmers to get rich under this mode of operation, and it is also very difficult for farmers to make breakthroughs under the constraints of this mode. Therefore, in the new era, if farmers want to increase their income, The socialized service system of agriculture is an important foundation to meet the needs of agricultural production and development and to ensure the smooth development of agricultural production activities. The service network and organization system formed by the market and society providing various services for farmers to engage in agricultural production and operation. In essence, the development of agricultural socialized service system is the use of organizational form to solve the problem of productivity development. Therefore, the construction of agricultural socialized service system is undoubtedly to promote the scale of contract responsibility system. The key to the industrialization reform of agriculture, the contradiction of reality and the support of the state policy, This paper attempts to solve the problems of decentralized management and modern agricultural specialized production and scale management under the condition of household contract system through the research of agricultural socialized service system, which provides the possibility for the improvement and development of agricultural socialized service system. The contradiction between the big market connection, thus promotes the agricultural industrialization development, deepens the understanding to explore the new pattern, fully introduces the service economy, shares the agricultural information service benefit. The paper firstly combs the background of agricultural service system construction in China, and puts forward the research significance, ideas and methods of this paper. Secondly, it expounds the definition of relevant concepts and theoretical basis of the construction of agricultural socialized service system. It also briefly analyzes the characteristics of agricultural socialized service system, then analyzes the present situation of China's modern agricultural service system, points out the contents of the basic agricultural socialized service system in which multi-subjects participate, and points out its service category and service organization. On the basis of this, the problems in the current agricultural socialized service system of our country are analyzed, that is, the contradiction between supply and demand of service is prominent, the service management system is not good, The service level and quality are not high, and then through the research and comparison of the representative developed countries' agricultural socialization service system, the beneficial construction experience is analyzed to serve the modern agricultural socialization service system of our country. Finally, from the integration of mining rural mutual assistance resources, improve the internal operating mechanism of cooperative organizations, Four aspects of improving the external support environment of cooperative organizations and promoting the external exchanges and cooperation of cooperative organizations put forward suggestions to perfect the agricultural socialization service system of our country.
