【摘要】：隨著社會的不斷發(fā)展,飲食安全、健康,生態(tài)環(huán)境良好可持續(xù)被越來越被人所關(guān)注和重視。發(fā)展綠色農(nóng)業(yè)是更好地呵護(hù)生態(tài)環(huán)境,調(diào)優(yōu)農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu),實現(xiàn)農(nóng)業(yè)高質(zhì)量、低污染發(fā)展,提高人們生活水平與質(zhì)量的基礎(chǔ)保障。第九師發(fā)展綠色農(nóng)業(yè)有其獨特的自然環(huán)境和地理優(yōu)勢,生態(tài)環(huán)境良好,山清水秀、藍(lán)天白云,緊依巴克圖口岸,利于出口,發(fā)展外向型經(jīng)濟(jì),具備客觀條件。作為發(fā)展綠色農(nóng)業(yè)剛剛起步的第九師,如何充分發(fā)揮九師得獨厚的資源優(yōu)勢、區(qū)位優(yōu)勢、政策優(yōu)勢,發(fā)展具有兵團(tuán)第九師特色的綠色農(nóng)業(yè)生產(chǎn)是目前第九師綠色農(nóng)業(yè)發(fā)展中需要研究和解決課題。本文以綠色農(nóng)業(yè)相關(guān)理論和概念為指導(dǎo),采用實證分析和SWTO分析法,對九師綠色農(nóng)業(yè)發(fā)展的戰(zhàn)略進(jìn)行粗略的研究。通過九師綠色農(nóng)業(yè)的發(fā)展現(xiàn)狀與美國、日本、德國綠色農(nóng)業(yè)發(fā)達(dá)國家及國內(nèi)一些綠色農(nóng)業(yè)發(fā)展先進(jìn)地區(qū)進(jìn)行比較分析,總結(jié)了九師發(fā)展綠色農(nóng)業(yè)方面存在的主要問題:缺乏綠色農(nóng)業(yè)生產(chǎn)技術(shù)投入;綠色農(nóng)業(yè)生產(chǎn)標(biāo)準(zhǔn)化程度不高;綠色農(nóng)產(chǎn)品生產(chǎn)的產(chǎn)業(yè)化水平低;缺少龍頭企業(yè)帶動,綠色農(nóng)產(chǎn)品銷售道不完善;基礎(chǔ)脆弱,“綠色意識”淡薄;對區(qū)域優(yōu)勢的發(fā)展不到位;對綠色農(nóng)產(chǎn)品生產(chǎn)的扶持力度不夠。針對這些問題,運用SWTO分析法,對今后九師發(fā)展綠色農(nóng)業(yè)的利弊優(yōu)劣進(jìn)行對比,對九師綠色農(nóng)業(yè)的發(fā)展進(jìn)行了粗略的規(guī)劃,提出了以綠色農(nóng)業(yè)、綠色畜牧業(yè)發(fā)展基地建設(shè)為基礎(chǔ),大力發(fā)展綠色農(nóng)業(yè)和農(nóng)產(chǎn)品加工業(yè),實施標(biāo)準(zhǔn)化生產(chǎn),完善利益連接機(jī)制,建設(shè)現(xiàn)代綠色農(nóng)業(yè)生產(chǎn)基地。并針對目前九師發(fā)展綠色農(nóng)業(yè)中存在的問題,以及今后更好地實現(xiàn)戰(zhàn)略規(guī)劃提出了發(fā)展九師綠色農(nóng)業(yè)的對策措施:師黨委應(yīng)加大對綠色農(nóng)業(yè)的投入和扶持力度;提升果蔬種植水平和農(nóng)產(chǎn)品科技含量;加強(qiáng)龍頭企業(yè)培養(yǎng),建設(shè)綠色農(nóng)產(chǎn)品生產(chǎn)基地,形成產(chǎn)業(yè)化經(jīng)營,實行標(biāo)準(zhǔn)化生產(chǎn);綠色產(chǎn)品與一般農(nóng)產(chǎn)品不同,應(yīng)當(dāng)建立起自己的專業(yè)綠色農(nóng)產(chǎn)品銷售體系和銷售渠道;發(fā)揮區(qū)域優(yōu)勢,大力發(fā)展外向型綠色農(nóng)產(chǎn)品生產(chǎn)與銷售。
[Abstract]:With the development of society, people pay more and more attention to food safety, healthy diet and sustainable ecological environment. To develop green agriculture is to better protect the ecological environment, adjust the structure of agricultural industry, and realize the high quality of agriculture. The development of green agriculture in the Ninth Division has its unique natural environment and geographical advantages, good ecological environment, beautiful mountains and clear waters, blue sky and white clouds, close to the Barktu port, conducive to export. The development of export-oriented economy has objective conditions. As the ninth division that has just started to develop green agriculture, how to give full play to its unique resource advantage, location advantage, and policy advantage, The development of green agricultural production with the characteristics of the 9th Division of the Corps is a subject that needs to be studied and solved in the development of green agriculture in the Ninth Division at present. Under the guidance of related theories and concepts of green agriculture, this paper adopts empirical analysis and SWTO analysis. This paper makes a rough study on the development strategy of green agriculture in Nine divisions. Through the comparative analysis of the present development situation of green agriculture in Nine divisions with the developed countries of the United States, Japan and Germany and some advanced areas of green agriculture development in China, The main problems in the development of green agriculture in Nine divisions are summarized: lack of technical input for green agricultural production, low standardization of green agricultural production, low industrialization level of green agricultural production, lack of leading enterprises, The marketing channel of green agricultural products is not perfect; the foundation is weak, the "green consciousness" is weak; the development of regional advantage is not in place; the support for green agricultural product production is not enough. In view of these problems, the SWTO analysis method is used. The advantages and disadvantages of the development of green agriculture in the Ninth Division in the future are compared, the development of green agriculture in the Ninth Division is roughly planned, and based on the construction of green agriculture and green animal husbandry development base, Vigorously develop green agriculture and agricultural products processing industry, implement standardized production, perfect the mechanism of linking interests, build modern green agricultural production bases, and aim at the problems existing in the development of green agriculture in the Ninth Division, And in the future, better implementation of the strategic plan has put forward countermeasures for the development of green agriculture in the Ninth Division: the division party committee should increase its input and support for green agriculture, enhance the level of fruit and vegetable cultivation and the scientific and technological content of agricultural products, and strengthen the cultivation of leading enterprises. Building production bases for green agricultural products, forming industrialized operations, and implementing standardized production; green products, unlike general agricultural products, should establish their own professional green agricultural products sales system and marketing channels, and give full play to regional advantages, Vigorously develop export-oriented green agricultural products production and marketing.
