【摘要】：農(nóng)業(yè)是國民經(jīng)濟(jì)的基礎(chǔ)。發(fā)展現(xiàn)代農(nóng)業(yè)是新時(shí)期農(nóng)村經(jīng)濟(jì)工作的重點(diǎn),是全面建設(shè)小康社會(huì)的內(nèi)在要求,是改造傳統(tǒng)農(nóng)業(yè)的必由之路。萍鄉(xiāng)是一個(gè)工礦城市,轄三縣二區(qū),全市人口約188萬(2013年),人均耕地面積則僅0.53畝,(全國人均耕地面積1.52畝,江西省人均耕地面積為1.33畝)遠(yuǎn)低于全國、全省的平均水平。改革開放以來,萍鄉(xiāng)的農(nóng)業(yè)發(fā)展取得了一定的成績,也創(chuàng)造了一些好的經(jīng)驗(yàn)和做法,但還存在人多地少;農(nóng)業(yè)基礎(chǔ)設(shè)施薄弱,物質(zhì)裝備水平不高;農(nóng)業(yè)產(chǎn)業(yè)化水平不高,自主創(chuàng)新能力較弱;農(nóng)業(yè)經(jīng)營方式滯后,農(nóng)村勞動(dòng)力素質(zhì)不高等等不利因素,這些方面是阻礙萍鄉(xiāng)市現(xiàn)代農(nóng)業(yè)發(fā)展的重要因素。隨著工業(yè)化、城鎮(zhèn)化的快速推進(jìn),如何促進(jìn)工業(yè)、農(nóng)業(yè)、城鄉(xiāng)的協(xié)調(diào)發(fā)展,農(nóng)業(yè)產(chǎn)業(yè)的轉(zhuǎn)型升級,發(fā)展現(xiàn)代農(nóng)業(yè)尤為重要。本文回顧了國內(nèi)外現(xiàn)代農(nóng)業(yè)的研究動(dòng)態(tài),借鑒可持續(xù)農(nóng)業(yè)理論、農(nóng)業(yè)多功能理論、產(chǎn)業(yè)融合理論等理論概括了現(xiàn)代農(nóng)業(yè)的概念、特征及類型,針對萍鄉(xiāng)市現(xiàn)代農(nóng)業(yè)的發(fā)展?fàn)顩r,詳細(xì)分析了萍鄉(xiāng)現(xiàn)代農(nóng)業(yè)發(fā)展存在的優(yōu)勢、劣勢,面臨的機(jī)遇和挑戰(zhàn),借鑒了國內(nèi)外現(xiàn)代農(nóng)業(yè)發(fā)展模式的成功經(jīng)驗(yàn)對萍鄉(xiāng)的啟示,根據(jù)當(dāng)?shù)貙?shí)際,筆者認(rèn)為集約、生態(tài)、高效的現(xiàn)代農(nóng)業(yè)發(fā)展模式,比較適合萍鄉(xiāng)市現(xiàn)代農(nóng)業(yè)的發(fā)展,最后提出了促進(jìn)萍鄉(xiāng)現(xiàn)代農(nóng)業(yè)發(fā)展的政策建議。
[Abstract]:Agriculture is the foundation of the national economy. The development of modern agriculture is the focus of rural economic work in the new period, the inherent requirement of building a well-off society in an all-round way, and the only way to reform traditional agriculture. Pingxiang is an industrial and mining city, which has three counties and two districts. The population of Pingxiang is about 1.88 million (in 2013), the per capita cultivated land area is only 0.53 mu (1.52 mu per capita in China and 1.33 mu in Jiangxi Province), and the average level of the whole province is much lower than that of the whole country. Since the reform and opening up, Pingxiang's agricultural development has made some achievements and created some good experiences and practices, but there are still many people and less land; the agricultural infrastructure is weak, the level of material equipment is not high; and the level of agricultural industrialization is not high. The ability of independent innovation is weak, the agricultural management mode lags behind, the quality of rural labor force is not high, and so on. These aspects are the important factors that hinder the development of modern agriculture in Pingxiang City. With the rapid development of industrialization and urbanization, how to promote the coordinated development of industry, agriculture, urban and rural areas, the transformation and upgrading of agricultural industry, the development of modern agriculture is particularly important. This paper reviews the research trends of modern agriculture at home and abroad, and summarizes the concept, characteristics and types of modern agriculture based on the theory of sustainable agriculture, the theory of multi-function agriculture and the theory of industrial convergence, aiming at the development of modern agriculture in Pingxiang City. This paper analyzes in detail the advantages, disadvantages, opportunities and challenges of Pingxiang's modern agricultural development, and draws lessons from the successful experience of modern agricultural development model at home and abroad to Pingxiang. According to the local reality, the author thinks that the development of modern agriculture is intensive and ecological. The highly efficient modern agricultural development model is more suitable for the development of modern agriculture in Pingxiang city. Finally, some policy suggestions are put forward to promote the development of modern agriculture in Pingxiang city.
