【摘要】：作為盤活存量土地,強化集約用地,實現(xiàn)土地規(guī)模經(jīng)營、改善農(nóng)村生產(chǎn)生活條件和生態(tài)環(huán)境的重要技術(shù)和土地制度改革措施,土地整治得到了世界各國的廣泛關(guān)注。土地整治能有效增加耕地面積、提高耕地質(zhì)量,對于緩解人地矛盾、協(xié)調(diào)人地關(guān)系、完善農(nóng)業(yè)基礎(chǔ)設(shè)施、有效解除國家糧食安全警報、促進經(jīng)濟建設(shè)持續(xù)發(fā)展起著重要作用,是建設(shè)高效、現(xiàn)代農(nóng)業(yè)的重要手段,能為解決“三農(nóng)”問題提供長效機制。當(dāng)前我國農(nóng)業(yè)發(fā)展已經(jīng)邁入傳統(tǒng)農(nóng)業(yè)向現(xiàn)代農(nóng)業(yè)快速轉(zhuǎn)變的階段,在此過程中,傳統(tǒng)分散式的小農(nóng)經(jīng)濟因其較低的生產(chǎn)效率必將被機械化、規(guī)�；�、產(chǎn)業(yè)化的現(xiàn)代農(nóng)業(yè)經(jīng)營模式所取代�，F(xiàn)代農(nóng)業(yè)要求“高產(chǎn)、優(yōu)質(zhì)、高效、生態(tài)、安全”,土地整治通過土地平整、地塊歸并、權(quán)屬調(diào)整、促進土地流轉(zhuǎn)、拓寬農(nóng)機道路、完善排灌設(shè)施,搭建防護林等措施,助推農(nóng)業(yè)現(xiàn)代化。本文立足于前人研究成果,在相關(guān)理論支撐下,以漢中市勉縣為研究區(qū)域,在摸清縣域自然社會經(jīng)濟情況的基礎(chǔ)上,分析農(nóng)業(yè)發(fā)展現(xiàn)狀、趨勢及農(nóng)業(yè)現(xiàn)代化發(fā)展制約因素,分析土地整治現(xiàn)狀,根據(jù)土地整治項目實施評估成果,總結(jié)分析土地整治實施在促進農(nóng)業(yè)現(xiàn)代化發(fā)展方面的成效。并以此為鋪墊,從糧食安全角度出發(fā),基于耕地數(shù)量增加和質(zhì)量提高分析土地整治保障糧食安全進而夯實農(nóng)業(yè)現(xiàn)代化發(fā)展基礎(chǔ)的能力;構(gòu)建科學(xué)合理的農(nóng)業(yè)現(xiàn)代化水平評價指標(biāo)體系,測度2006-2015年農(nóng)業(yè)現(xiàn)代化水平,分析其與期間土地整治新增耕地面積的相關(guān)性,并采用通徑分析法,進一步分析土地整治面積、新增耕地面積、土地整治投資額度、投資強度在農(nóng)業(yè)現(xiàn)代化水平提高方面的促進作用,最后基于土地整治各因素對農(nóng)業(yè)現(xiàn)代化水平的作用程度,從農(nóng)業(yè)現(xiàn)代化發(fā)展制約因素出發(fā),提出土地整治促進農(nóng)業(yè)可持續(xù)發(fā)展的政策建議。
[Abstract]:As an important technology and land system reform measure to activate the stock land, strengthen the intensive land use, realize the land scale management, improve the rural production and living conditions and the ecological environment, the land renovation has been paid more and more attention by the countries all over the world. Land regulation can effectively increase the area of cultivated land and improve the quality of cultivated land. It plays an important role in alleviating the contradiction between people and land, coordinating the relationship between land and people, perfecting agricultural infrastructure, effectively lifting the national food security alarm, and promoting the sustainable development of economic construction. It is an important means to construct efficient and modern agriculture, and can provide a long-term mechanism for solving the problem of agriculture, countryside and farmers. At present, China's agricultural development has entered the stage of rapid transformation from traditional agriculture to modern agriculture. In this process, the traditional decentralized small-scale peasant economy will be mechanized and large-scale because of its low production efficiency. The modern agricultural management mode of industrialization is replaced. Modern agriculture requires "high yield, high quality, high efficiency, ecology and safety." Land improvement measures such as land leveling, land consolidation, ownership adjustment, promotion of land circulation, widening of agricultural machinery roads, improvement of irrigation and drainage facilities, and establishment of shelterbelts, etc. Promote the modernization of agriculture. Based on the previous research results, under the support of relevant theories, taking Mian County of Hanzhong City as the research area, and on the basis of finding out the natural social and economic situation in the county area, this paper analyzes the current situation of agricultural development, the trend and the restricting factors of agricultural modernization development. This paper analyzes the present situation of land regulation, summarizes and analyzes the effectiveness of land regulation implementation in promoting the development of agricultural modernization according to the evaluation results of land regulation project implementation. From the perspective of food security, and based on the increase in the quantity and quality of cultivated land, this paper analyzes the ability of land regulation to ensure food security and consolidate the foundation of agricultural modernization. To construct a scientific and reasonable evaluation index system of agricultural modernization level, to measure the agricultural modernization level from 2006 to 2015, to analyze the correlation between it and the new cultivated land area of land regulation during the period, and to further analyze the land improvement area by path analysis. The promotion effect of new cultivated land area, land regulation investment quota and investment intensity on the improvement of agricultural modernization level. Finally, based on the effect degree of various factors of land regulation on agricultural modernization level, Based on the restricting factors of agricultural modernization, the paper puts forward some policy suggestions on land renovation to promote the sustainable development of agriculture.
