【摘要】：從世界發(fā)達(dá)國家工業(yè)化經(jīng)驗(yàn)來看,工業(yè)化中后期屬于重化工業(yè)階段,進(jìn)入了資源消耗最多,經(jīng)濟(jì)結(jié)構(gòu)面臨重大的戰(zhàn)略調(diào)整,城鎮(zhèn)化速度加快的關(guān)鍵時(shí)期�？h域經(jīng)濟(jì)是國民經(jīng)濟(jì)的重要組成部分,是連接農(nóng)村經(jīng)濟(jì)和城市經(jīng)濟(jì)的過度地帶,是“新型城鎮(zhèn)化”和“新型工業(yè)化”過程中的重要一環(huán)�？h域的優(yōu)勢(shì)產(chǎn)業(yè)集群是在縣域空間上集聚形成的優(yōu)勢(shì)產(chǎn)業(yè)之間相互促進(jìn),共同利用公共資源節(jié)約成本的現(xiàn)象,對(duì)該區(qū)域經(jīng)濟(jì)發(fā)展有引導(dǎo)和支撐作用,并且隨著科技發(fā)展而改變。 四川是我國西部最大的經(jīng)濟(jì)體,也是我國最主要的經(jīng)濟(jì)體之一,經(jīng)濟(jì)發(fā)展一直處在較為發(fā)達(dá)的水平,但是四川的經(jīng)濟(jì)發(fā)展尤其是縣域經(jīng)濟(jì)的面臨著一些問題。四川縣域優(yōu)勢(shì)產(chǎn)業(yè)發(fā)展現(xiàn)狀為：縣域經(jīng)濟(jì)有一定發(fā)展,但整體上處于較低的發(fā)展水平,特別是和東部產(chǎn)業(yè)發(fā)展成熟的發(fā)達(dá)縣域相比；民營經(jīng)濟(jì)得到較快的發(fā)展,但是仍然沒有在縣域優(yōu)勢(shì)產(chǎn)業(yè)集群發(fā)展過程擔(dān)任主導(dǎo)角色,東部發(fā)達(dá)縣域形成的成熟優(yōu)勢(shì)產(chǎn)業(yè)很大程度上取決于民營經(jīng)濟(jì)的參與程度,本文將縣域經(jīng)濟(jì)定義為以民營經(jīng)濟(jì)為主要推動(dòng)力量的經(jīng)濟(jì)體；三大產(chǎn)業(yè)朝著“三二一”的方向發(fā)展,但是除少數(shù)縣市外,大多數(shù)縣域優(yōu)勢(shì)特色產(chǎn)業(yè)并不突出,三大產(chǎn)業(yè)相互促進(jìn)的格局并沒有完全形成；城鎮(zhèn)化水平不高和政府規(guī)劃不足或規(guī)劃錯(cuò)誤,造成四川縣域優(yōu)勢(shì)產(chǎn)業(yè)發(fā)展水平后勁不足,城鎮(zhèn)化是未來縣域經(jīng)濟(jì)發(fā)展的主題,也是促進(jìn)縣域經(jīng)濟(jì)發(fā)展的最大的因素,政府的支持可以保護(hù)正處于成長階段的優(yōu)勢(shì)產(chǎn)業(yè),促進(jìn)優(yōu)勢(shì)產(chǎn)業(yè)的發(fā)展和壯大。 本文共分為六章。第一章主要介紹了本文的研究意義、國內(nèi)外研究現(xiàn)狀、本文所要解決的問題以及本文所使用的研究思路和研究方法。第二章主要闡述了縣域優(yōu)勢(shì)產(chǎn)業(yè)的基本概念、本文研究所依賴的基本區(qū)域經(jīng)濟(jì)理論以及區(qū)域經(jīng)濟(jì)理論與區(qū)域優(yōu)勢(shì)產(chǎn)業(yè)發(fā)展的之間的相互關(guān)系。第三章主要闡述了縣域優(yōu)勢(shì)產(chǎn)業(yè)發(fā)展的主要路徑,提出了優(yōu)勢(shì)產(chǎn)業(yè)選擇的原則和方法,并分析了縣域優(yōu)勢(shì)產(chǎn)業(yè)發(fā)展的比較成功的案例。第四章主要分析了四川縣域經(jīng)濟(jì)的發(fā)展現(xiàn)狀,分層抽取樣本,對(duì)樣本縣域進(jìn)行分析,進(jìn)而得出四川縣域的整體發(fā)展現(xiàn)狀。第五章采用實(shí)證分析系統(tǒng)地了解了四川縣域的基本情況,利用“五力模型”和區(qū)位商評(píng)價(jià)四川樣本縣域的優(yōu)勢(shì)產(chǎn)業(yè)狀況。第六章結(jié)合區(qū)域經(jīng)濟(jì)學(xué)理論和產(chǎn)業(yè)經(jīng)濟(jì)學(xué)理論,針對(duì)我國和四川的縣域經(jīng)濟(jì)發(fā)展現(xiàn)狀,提出了在政府層面、企業(yè)層面和社會(huì)層面的縣域優(yōu)勢(shì)產(chǎn)業(yè)發(fā)展的對(duì)策。 本文堅(jiān)持理論結(jié)合實(shí)際,利用大量的數(shù)據(jù)分析具體案例,利用DEA數(shù)據(jù)包絡(luò)系統(tǒng)、“五力模型”分析、SWOT分析等分析工具進(jìn)行實(shí)證分析,堅(jiān)持定性與定量結(jié)合的方法。最后提出四川縣域優(yōu)勢(shì)產(chǎn)業(yè)發(fā)展的對(duì)策。
[Abstract]:Judging from the industrialization experience of developed countries in the world, the middle and late stage of industrialization belongs to the stage of heavy chemical industry, and it has entered into the largest consumption of resources, and the economic structure is facing a major strategic adjustment. The county economy is an important part of the national economy and a transitional zone connecting the rural economy with the urban economy. It is an important link in the process of "new urbanization" and "new industrialization". It can guide and support the economic development of the region, and change with the development of science and technology. Sichuan is the largest economy in the western part of China, and it is also one of the most important economies in China. Its economic development has always been at a relatively developed level. However, Sichuan's economic development, especially its county-level economy, is facing some problems. The present situation of Sichuan's predominance industries is as follows: the county economy has developed to a certain extent, but on the whole it is at a relatively low level of development. In particular, compared with the developed counties with mature industrial development in the east, the private economy has developed rapidly, but it still does not play a leading role in the development process of the predominance industrial cluster in the county area. The mature advantage industries formed in the developed counties in the east depend on the participation of the private economy to a great extent. This paper defines the county economy as the economy with the private economy as the main driving force, and the three major industries develop in the direction of "321". But with the exception of a few counties and cities, the dominant and characteristic industries in most counties are not prominent, and the pattern of the three major industries promoting each other has not been completely formed; the level of urbanization is not high and the government plans are inadequate or wrong. Urbanization is the theme of future county economic development, and it is also the biggest factor to promote county economic development. The support of the government can protect the advantage industries that are in the growing stage. To promote the development and expansion of superior industries. This paper is divided into six chapters. The first chapter mainly introduces the significance of this paper, domestic and foreign research status, The problems to be solved in this paper, as well as the research ideas and methods used in this paper. The second chapter mainly expounds the basic concept of predominance industry in county area. This paper studies the basic regional economic theory and the relationship between the regional economic theory and the development of regional advantage industry. This paper puts forward the principles and methods of the choice of superior industries, and analyzes the successful cases of the development of predominance industries in the county area. Chapter 4th mainly analyzes the present situation of the development of the county economy in Sichuan Province, taking samples from layers, and analyzing the sample counties. Chapter 5th systematically understands the basic situation of Sichuan county by empirical analysis. Using the "five forces model" and the location quotient to evaluate the predominance industry situation of the sample counties in Sichuan. Chapter 6th combines the regional economics theory and the industrial economics theory, aiming at the present situation of the county economy development in our country and Sichuan, puts forward in the government level. The countermeasures for the development of the prefectural advantage industry at the enterprise level and the social level. This paper insists on combining theory with practice, using a large number of data to analyze specific cases, using DEA data envelopment system, "five forces model" analysis, SWOT analysis and other analysis tools to carry out empirical analysis. Adhere to the combination of qualitative and quantitative methods. Finally, put forward the countermeasures for the development of predominance industry in Sichuan county.
