【摘要】：資源稟賦是區(qū)域內(nèi)的產(chǎn)業(yè)特點(diǎn)與產(chǎn)業(yè)結(jié)構(gòu)的決定因素，是區(qū)域經(jīng)濟(jì)發(fā)展的重要指標(biāo)之一。國內(nèi)外學(xué)者對(duì)于產(chǎn)業(yè)集群的研究已經(jīng)比較系統(tǒng)，但新疆作為自然資源稟賦優(yōu)勢(shì)極為突出的省份，少有學(xué)者對(duì)新疆的產(chǎn)業(yè)集群與外向型產(chǎn)業(yè)集群作出研究，近幾年來，東部發(fā)達(dá)地區(qū)的產(chǎn)業(yè)因?yàn)槭艿劫Y源，，環(huán)境，勞動(dòng)力，土地價(jià)格等因素的多方面影響，逐漸將重點(diǎn)從本地需求向中西部發(fā)展，部分的產(chǎn)業(yè)也開始向中西部實(shí)行梯度轉(zhuǎn)移。新一輪的對(duì)口援疆及西部大開發(fā)戰(zhàn)略、標(biāo)志著國家的戰(zhàn)略重點(diǎn)已經(jīng)逐步向西部轉(zhuǎn)移，為促進(jìn)新疆經(jīng)濟(jì)和社會(huì)發(fā)展提供了重要契機(jī)，新疆作為向西開放的橋頭堡，能否充分承接?xùn)|部轉(zhuǎn)移的產(chǎn)業(yè)，有效的引導(dǎo)對(duì)口援疆政策下各省市外部資金、技術(shù)、人才，實(shí)現(xiàn)集群內(nèi)部發(fā)展與完善，變“輸血”為“造血”，同時(shí)進(jìn)一步打開中亞市場(chǎng)，培育面向中亞的外向型產(chǎn)業(yè)集群，加大向西開放力度，拓寬中亞國家的市場(chǎng)，已經(jīng)成為新疆區(qū)域經(jīng)濟(jì)快速穩(wěn)定發(fā)展的關(guān)鍵。因此利用對(duì)口援疆的契機(jī)，提高新疆產(chǎn)業(yè)的軟硬實(shí)力，有針對(duì)性的培育與優(yōu)化面向中亞的外向型產(chǎn)業(yè)集群，對(duì)新疆發(fā)展有著十分重要的作用，具有一定的理論和現(xiàn)實(shí)意義。 本文主要介紹了新疆產(chǎn)業(yè)集群與外向型經(jīng)濟(jì)發(fā)展特征，評(píng)價(jià)了新疆產(chǎn)業(yè)集群的發(fā)展現(xiàn)狀，同時(shí)從各個(gè)角度對(duì)新疆與中亞五國的合作現(xiàn)狀進(jìn)行了闡述，將新疆產(chǎn)業(yè)集群的發(fā)展模式與外向型經(jīng)濟(jì)相結(jié)合，提出了培育針對(duì)中亞五國市場(chǎng)的外向型產(chǎn)業(yè)集群，對(duì)新疆外向型產(chǎn)業(yè)集群發(fā)展存在問題與障礙提出了分析，設(shè)立面向中亞五國的新疆外向型產(chǎn)業(yè)產(chǎn)業(yè)集群綜合指標(biāo)，找出重點(diǎn)培育產(chǎn)業(yè)集群，進(jìn)行優(yōu)劣勢(shì)分析，并提出了新疆外向型產(chǎn)業(yè)集群發(fā)展相應(yīng)的對(duì)策建議。
[Abstract]:Resource endowment is the decisive factor of the industrial characteristics and industrial structure in the region and one of the important indicators of regional economic development. However, as a province with outstanding natural resource endowment advantages, few scholars have studied Xinjiang's industrial clusters and export-oriented industrial clusters. In recent years, industries in the eastern developed regions have been subjected to resources, environment, and labor. As a result of various factors, such as land prices, the emphasis will be gradually shifted from local demand to the central and western regions, and some industries will also begin to carry out gradient transfers to the central and western regions. A new round of counterpart aid to Xinjiang and the strategy of the large-scale development of the western region will be implemented. The strategic focus of the country has been gradually shifted to the west, which provides an important opportunity for promoting the economic and social development of Xinjiang. As a bridgehead to the west, can Xinjiang fully undertake the industries transferred from the east? To effectively guide the external funds, technologies and talents of provinces and cities under the policy of assisting Xinjiang provinces and cities, to realize the internal development and perfection of the cluster, to transform "blood transfusion" into "hematopoiesis", to further open the market in Central Asia, and to foster an export-oriented industrial cluster facing Central Asia, Greater efforts to open up to the west and broaden the markets of Central Asian countries have become the key to the rapid and stable development of Xinjiang's regional economy. Therefore, by taking advantage of the opportunity to assist Xinjiang with its counterpart, we will enhance the soft and hard power of Xinjiang's industries. The cultivation and optimization of export-oriented industrial clusters facing Central Asia plays a very important role in the development of Xinjiang and has certain theoretical and practical significance. This paper mainly introduces the characteristics of Xinjiang's industrial cluster and export-oriented economy, evaluates the present situation of Xinjiang's industrial cluster, and expounds the present situation of cooperation between Xinjiang and the five Central Asian countries from various angles. Combining the development mode of Xinjiang industrial cluster with export-oriented economy, this paper puts forward the cultivation of export-oriented industrial cluster aiming at the markets of the five Central Asian countries, and analyzes the problems and obstacles in the development of Xinjiang export-oriented industrial cluster. This paper sets up the comprehensive index of export-oriented industrial cluster in Xinjiang for the five countries of Central Asia, finds out the key cultivation of industrial cluster, analyzes the advantages and disadvantages, and puts forward the corresponding countermeasures and suggestions for the development of export-oriented industrial cluster in Xinjiang.
