【摘要】：黑龍江省作為國家重要的工業(yè)基地,曾為我國社會(huì)主義建設(shè)做出過重要貢獻(xiàn)。然而,自改革開放以來,由于體制僵化,工業(yè)投資總量相對(duì)不足等原因,黑龍江省工業(yè)增長速度與東部經(jīng)濟(jì)發(fā)達(dá)地區(qū)差距逐漸拉大。根據(jù)《東北振興十二五規(guī)劃》和《黑龍江省十二五規(guī)劃綱要》,黑龍江省委省政府在黨的十八屆三中全會(huì)精神指導(dǎo)下對(duì)黑龍江省情做了科學(xué)分析,在未來相當(dāng)長的一段時(shí)間內(nèi),振興黑龍江省老工業(yè)基地將繼續(xù)成為黑龍江省經(jīng)濟(jì)發(fā)展的主旋律。本文從公共政策視角,在對(duì)黑龍江省老工業(yè)基地現(xiàn)行政策進(jìn)行實(shí)證分析的基礎(chǔ)上,提出適合振興黑龍江省老工業(yè)基地的政策措施,為政府決策提供理論參考。研究如何充分發(fā)揮公共政策在政府宏觀調(diào)控中的杠桿作用,振興黑龍江省老工業(yè)基地,實(shí)現(xiàn)區(qū)域經(jīng)濟(jì)均衡發(fā)展,具有十分重要的理論意義和現(xiàn)實(shí)意義。 公共政策對(duì)促進(jìn)區(qū)域經(jīng)濟(jì)發(fā)展起著巨大的推動(dòng)作用,因此,根據(jù)黑龍江省老工業(yè)基地的實(shí)際發(fā)展情況,國家應(yīng)該在金融政策、財(cái)稅政策和社會(huì)保障政策等方面對(duì)黑龍江省給予適當(dāng)傾斜,促進(jìn)黑龍江省老工業(yè)基地經(jīng)濟(jì)振興。通過調(diào)查分析法、文獻(xiàn)研究法、比較分析法和要素分析法等研究方法,針對(duì)黑龍江省老工業(yè)基地經(jīng)濟(jì)發(fā)展缺乏活力、民營企業(yè)不發(fā)達(dá)的現(xiàn)狀,從黑龍江省的資源現(xiàn)狀、經(jīng)濟(jì)水平、企業(yè)狀況和產(chǎn)業(yè)結(jié)構(gòu)入手,通過對(duì)制約黑龍江省經(jīng)濟(jì)發(fā)展的政策因素進(jìn)行分析,揭示了公共政策對(duì)促進(jìn)黑龍江省經(jīng)濟(jì)發(fā)展的作用,創(chuàng)造性地提出了振興黑龍江省老工業(yè)基地的金融政策、財(cái)稅政策和社會(huì)保障政策,通過這些政策的實(shí)施,可以解決黑龍江省老工業(yè)基地經(jīng)濟(jì)發(fā)展缺乏活力、民營企業(yè)不發(fā)達(dá)的問題。在借鑒國內(nèi)外老工業(yè)基地振興政策經(jīng)驗(yàn)的基礎(chǔ)上,特別是與黑龍江省情況類似的德國魯爾區(qū)強(qiáng)化財(cái)政補(bǔ)貼與鼓勵(lì)研發(fā)開拓市場(chǎng)政策、遼寧省促進(jìn)資源型城市轉(zhuǎn)型與再就業(yè)政策等,提出了改革資源稅費(fèi)制度、實(shí)施財(cái)政援助長效機(jī)制、加強(qiáng)金融生態(tài)環(huán)境建設(shè)、建立有效的社會(huì)保障監(jiān)督機(jī)制等符合黑龍江省老工業(yè)基地實(shí)際的公共政策,對(duì)加快黑龍江省老工業(yè)基地調(diào)整與改造的步伐,促進(jìn)國民經(jīng)濟(jì)全面、協(xié)調(diào)、可持續(xù)發(fā)展,實(shí)現(xiàn)中華民族偉大復(fù)興、早口實(shí)現(xiàn)中國夢(mèng)具有十分重要的意義。
[Abstract]:Heilongjiang Province, as an important industrial base of the country, has made important contributions to the socialist construction of our country. However, since the reform and opening up, due to the rigid system and relatively insufficient total industrial investment, The gap between the industrial growth rate of Heilongjiang Province and the economically developed areas in the east is gradually widening. According to the 12th Five-Year Plan for the Revitalization of Northeast China and the outline of the 12th Five-Year Plan of Heilongjiang Province, the Heilongjiang Provincial Committee and the Provincial Government have made a great contribution to the third Middle School of the 18 CPC Central Committee. Under the guidance of the spirit of the meeting, he made a scientific analysis of the situation in Heilongjiang Province. The revitalization of Heilongjiang Province's old industrial base will continue to be the main theme of Heilongjiang's economic development in a very long period of time in the future. Based on the empirical analysis of the current policy of Heilongjiang Province's old industrial base, this paper puts forward some policy measures suitable for revitalizing Heilongjiang's old industrial base. To provide the theoretical reference for the government decision-making, to study how to give full play to the leverage role of public policy in the government macro-control, to revitalize the old industrial base of Heilongjiang Province, and to realize the balanced development of regional economy. It has very important theoretical and practical significance. Public policy plays a huge role in promoting regional economic development. Therefore, according to the actual development of Heilongjiang Province's old industrial base, the state should adopt a financial policy. The fiscal and taxation policies and social security policies have given a proper tilt to Heilongjiang Province to promote the economic revitalization of the old industrial base in Heilongjiang Province. Through investigation and analysis, literature research, comparative analysis and factor analysis, and other research methods, In view of the lack of vitality in the economic development of the old industrial base in Heilongjiang Province and the underdevelopment of private enterprises, starting with the present situation of resources, economic level, enterprise status and industrial structure of Heilongjiang Province, Through the analysis of the policy factors restricting the economic development of Heilongjiang Province, this paper reveals the role of public policy in promoting the economic development of Heilongjiang Province, and creatively puts forward the financial policy of revitalizing the old industrial base of Heilongjiang Province. Fiscal and taxation policies and social security policies, through the implementation of these policies, can solve the problems of the lack of vitality in the economic development of the old industrial bases in Heilongjiang Province and the underdevelopment of private enterprises. In particular, the Ruhr District of Germany, which is similar to the situation in Heilongjiang Province, has strengthened its financial subsidies and encouraged R & D to open up markets, and Liaoning Province has promoted the transformation and re-employment policies of resource-based cities, and put forward the reform of the system of resource taxes and fees. The implementation of the long-term mechanism of financial assistance, the strengthening of the construction of the financial ecological environment, the establishment of an effective social security supervision mechanism and other public policies in line with the actual situation of the old industrial base in Heilongjiang Province will speed up the pace of adjustment and transformation of the old industrial base in Heilongjiang Province. It is of great significance to promote the comprehensive, coordinated and sustainable development of the national economy, to realize the great rejuvenation of the Chinese nation and to realize Chinese Dream early.
