【摘要】：促進(jìn)對(duì)外貿(mào)易發(fā)展是國(guó)家設(shè)立海關(guān)特殊監(jiān)管區(qū)的主要初衷,國(guó)內(nèi)東部發(fā)達(dá)省市在這方面也有成功經(jīng)驗(yàn)。因此,利用廣西海關(guān)特殊監(jiān)管區(qū)的帶動(dòng)示范效應(yīng)促進(jìn)對(duì)外貿(mào)易的發(fā)展,可以從產(chǎn)業(yè)聚集理論、戰(zhàn)略性貿(mào)易政策理論和增長(zhǎng)極理論等得到理論支撐,也可以從中國(guó)-東盟自由貿(mào)易區(qū)的建立和發(fā)展、廣西北部灣經(jīng)濟(jì)區(qū)的建立和發(fā)展、廣西參與大湄公河次區(qū)域經(jīng)濟(jì)合作等找到現(xiàn)實(shí)基礎(chǔ)。廣西海關(guān)特殊監(jiān)管區(qū)和廣西對(duì)外貿(mào)易的發(fā)展近幾年取得了較快的發(fā)展速度,園區(qū)基礎(chǔ)設(shè)施和招商引資等均取得一定成績(jī),對(duì)外貿(mào)易規(guī)模和結(jié)構(gòu)也在不斷改善,但面臨著產(chǎn)業(yè)和對(duì)外貿(mào)易增長(zhǎng)乏力和轉(zhuǎn)型升級(jí)的雙重壓力,廣西海關(guān)特殊監(jiān)管區(qū)對(duì)廣西對(duì)外貿(mào)易發(fā)展仍然存在著疊加優(yōu)惠政策未能充分發(fā)揮其作用、產(chǎn)業(yè)聚集效應(yīng)成效一般、便捷物流效應(yīng)仍然有待提升等諸多問(wèn)題。借鑒廣東、上海、香港、新加坡、德國(guó)漢堡等國(guó)內(nèi)外典型成功經(jīng)驗(yàn),結(jié)合廣西區(qū)域特殊情況,我們可以采取加大疊加優(yōu)惠政策的宣傳力度、提高園區(qū)招商引資的針對(duì)性、抓住機(jī)遇大力發(fā)展加工貿(mào)易、繼續(xù)完善立體化的物流基礎(chǔ)設(shè)施、爭(zhēng)取實(shí)現(xiàn)廣西海關(guān)特殊監(jiān)管區(qū)的整合與升級(jí)、不斷拓展和創(chuàng)新廣西海關(guān)特殊監(jiān)管區(qū)的業(yè)務(wù)模式等具體措施,促進(jìn)廣西對(duì)外貿(mào)易的發(fā)展。
[Abstract]:Promoting the development of foreign trade is the main intention of the state to set up the special customs supervision area, and the developed provinces and cities in the eastern part of the country also have successful experience in this field. Therefore, the demonstration effect of the special customs supervision area in Guangxi is used to promote the development of foreign trade. We can get theoretical support from industrial agglomeration theory, strategic trade policy theory and growth pole theory, or from the establishment and development of China-ASEAN Free Trade area, and from the establishment and development of Guangxi Beibu Gulf Economic Zone. Guangxi's participation in the Greater Mekong Subregion Economic Cooperation has found a realistic foundation. Guangxi Customs Special Supervision area and Guangxi Foreign Trade have achieved relatively rapid development in recent years, and the park infrastructure and investment attraction have made certain achievements. The scale and structure of foreign trade are constantly improving, but they face the double pressure of weak growth in industry and foreign trade and transformation and upgrading. The special supervision area of Guangxi Customs still has some problems in the development of Guangxi's foreign trade, such as overlaying preferential policies, not giving full play to the effect of industrial agglomeration, improving the effect of convenient logistics, and so on. Hong Kong, Singapore, Hamburg, Germany, and other typical successful experiences at home and abroad, combined with the special situation of Guangxi region, we can adopt the propaganda of superimposed preferential policies to improve the pertinence of investment attraction in the park. Seize the opportunity to vigorously develop processing trade, continue to improve the three-dimensional logistics infrastructure, strive to realize the integration and upgrading of the special customs supervision area in Guangxi, and continuously expand and innovate the business model of the special customs supervision area in Guangxi, etc. Promote the development of Guangxi's foreign trade.
