【摘要】：傳統(tǒng)經(jīng)濟(jì)發(fā)展帶來的許多社會(huì)、環(huán)境問題，已成為威脅人類生存和發(fā)展的嚴(yán)峻挑戰(zhàn)。怎樣處理經(jīng)濟(jì)發(fā)展與資源、環(huán)境的矛盾，保障經(jīng)濟(jì)社會(huì)的可持續(xù)發(fā)展，，越來越成為人們廣泛關(guān)注的問題。循環(huán)經(jīng)濟(jì)作為一種符合可持續(xù)發(fā)展理念的經(jīng)濟(jì)增長(zhǎng)模式，成為各國解決經(jīng)濟(jì)發(fā)展與資源、環(huán)境沖突的有效途徑。在循環(huán)經(jīng)濟(jì)發(fā)展模式下，產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整與升級(jí)也被賦予了新的內(nèi)涵。 當(dāng)前資源瓶頸和環(huán)境破壞已成為制約浙江省經(jīng)濟(jì)社會(huì)發(fā)展的重要因素。如何進(jìn)行有效的產(chǎn)業(yè)結(jié)構(gòu)調(diào)整，在根本上突破資源瓶頸的束縛，減輕生態(tài)環(huán)境的壓力，已經(jīng)成為擺在我們面前的一個(gè)重要課題。 本文通過對(duì)循環(huán)經(jīng)濟(jì)發(fā)展與產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的相關(guān)性進(jìn)行分析來說明發(fā)展循環(huán)經(jīng)濟(jì)有利于促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化調(diào)整和升級(jí)，并運(yùn)用數(shù)學(xué)工具構(gòu)建了循環(huán)經(jīng)濟(jì)理念下的產(chǎn)業(yè)結(jié)構(gòu)調(diào)整模型。從發(fā)展循環(huán)經(jīng)濟(jì)的角度出發(fā)，針對(duì)浙江省產(chǎn)業(yè)結(jié)構(gòu)現(xiàn)狀進(jìn)行分析，運(yùn)用經(jīng)濟(jì)效益、資源效率和環(huán)境承載力三者的相互關(guān)系的模型對(duì)浙江省產(chǎn)業(yè)現(xiàn)狀進(jìn)行生態(tài)評(píng)價(jià)。根據(jù)浙江省的現(xiàn)狀和經(jīng)濟(jì)發(fā)展存在的問題，提出在浙江省產(chǎn)業(yè)結(jié)構(gòu)調(diào)整中注入循環(huán)經(jīng)濟(jì)理念，促進(jìn)浙江省產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化和升級(jí)，克服浙江省經(jīng)濟(jì)發(fā)展過程中存在的資源瓶頸，緩解環(huán)境壓力，實(shí)現(xiàn)浙江省經(jīng)濟(jì)社會(huì)的可持續(xù)發(fā)展。從循環(huán)經(jīng)濟(jì)模式下產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的目標(biāo)、重點(diǎn)等方面制定了一個(gè)循環(huán)經(jīng)濟(jì)理念下的浙江省產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化體系。 本文研究主要分為以下幾個(gè)部分： 首先是緒論與相關(guān)理論研究，在介紹研究背景與意義以及國內(nèi)外研究現(xiàn)狀的基礎(chǔ)上，分析循環(huán)經(jīng)濟(jì)影響產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的機(jī)理，闡述循環(huán)經(jīng)濟(jì)基本理論，并嘗試構(gòu)建循環(huán)經(jīng)濟(jì)理論下的產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化模型。 其次是對(duì)浙江產(chǎn)業(yè)結(jié)構(gòu)特點(diǎn)進(jìn)行分析，對(duì)資源環(huán)境進(jìn)行評(píng)價(jià)。通過研究浙江產(chǎn)業(yè)結(jié)構(gòu)演進(jìn)軌跡，重點(diǎn)探討浙江產(chǎn)業(yè)結(jié)構(gòu)現(xiàn)狀，分析其存在的問題，并對(duì)浙江省產(chǎn)業(yè)結(jié)構(gòu)的生態(tài)情況進(jìn)行評(píng)價(jià)。 再次是探討在循環(huán)經(jīng)濟(jì)模式下如何實(shí)現(xiàn)浙江產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化。分析以循環(huán)經(jīng)濟(jì)發(fā)展促進(jìn)浙江產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的意義。在產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化目標(biāo)的基礎(chǔ)上，通過實(shí)證分析，探討基于循環(huán)經(jīng)濟(jì)的浙江省產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化重點(diǎn)，提出如何優(yōu)化浙江省產(chǎn)業(yè)結(jié)構(gòu)的對(duì)策和建議。 最后得出本文研究結(jié)論：產(chǎn)業(yè)結(jié)構(gòu)要在循環(huán)經(jīng)濟(jì)“3R”原則的指導(dǎo)下優(yōu)化升級(jí)，實(shí)現(xiàn)經(jīng)濟(jì)的可持續(xù)發(fā)展�；�于循環(huán)經(jīng)濟(jì)的浙江省產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的目標(biāo)是資源節(jié)約、生產(chǎn)清潔、經(jīng)濟(jì)高效和產(chǎn)業(yè)結(jié)構(gòu)的合理化、高度化與生態(tài)化。優(yōu)化重點(diǎn)是改造傳統(tǒng)產(chǎn)業(yè)，大力發(fā)展高新產(chǎn)業(yè)，提升服務(wù)業(yè)比重等。
[Abstract]:Many social and environmental problems brought the traditional economic development, has become a serious challenge to the threat of human survival and development. How to deal with the economic development and resources, environmental contradictions, social economic sustainable development, has increasingly become a widespread concern. Circular economy is a sustainable development model of economic growth. Become the problems of economic development and resources, effective way of environmental conflict. In the development of circular economy mode, the adjustment and upgrading of industrial structure has also been given a new connotation.
The bottleneck of resources and environmental damage has become an important factor restricting economic and social development of Zhejiang province. How to adjust the industrial structure effectively, fundamentally break the shackles of the bottleneck of resources, alleviate the pressure of the environment, has become an important topic in front of us.
Based on the development of circular economy and the relationship between the industrial structure optimization is analyzed to illustrate the development of circular economy is conducive to promote the optimization of industrial structure adjustment and upgrading, and use mathematical tools to build up the industrial structure adjustment model under the concept of circular economy development. Starting from the perspective of circular economy, analyzing the current situation of Zhejiang province industry structure, the use of economic benefits, the relationship between three resources efficiency and environmental load model for the ecological evaluation of the current situation of Zhejiang province industry. According to the present situation and problems of the economic development of Zhejiang Province, put forward the concept of circular economy in Zhejiang Province, with the adjustment of industrial structure, promote the optimization and upgrading of the industrial structure of Zhejiang Province, to overcome the bottleneck of resources Zhejiang Province in the process of economic development, ease the pressure on the environment, realize the sustainable development of economy and society in Zhejiang province. From the circular economy mode The aim of the adjustment of the industrial structure is to make an optimization system of industrial structure in Zhejiang Province under the concept of circular economy.
This paper is divided into the following parts:
The first is the introduction and Research on related theories, based on introducing the background and significance of the research status at home and abroad on the study of circular economy analysis of influence mechanism of industrial structure optimization, discusses the basic theory of circular economy, and try to build a model of industrial structure optimization based on circular economy theory.
Secondly, we will analyze the characteristics of Zhejiang's industrial structure and evaluate the resources and environment. By studying the evolution track of Zhejiang's industrial structure, we will focus on the status quo of Zhejiang's industrial structure, analyze its existing problems, and evaluate the ecological situation of Zhejiang's industrial structure.
Once again, we discuss how to realize the optimization of the industrial structure in Zhejiang under the mode of circular economy to promote the optimization of industrial structure in Zhejiang. Analysis of the significance to the development of circular economy. Based on the goal of the optimization of the industrial structure, through empirical analysis, the study of the recycling economy in Zhejiang Province Based on the industrial structure optimization, puts forward how to optimize the industrial structure of Zhejiang province and the countermeasures and suggestions.
Finally, the article draws a conclusion: to upgrade in the "3R" principle of circular economy under the guidance of the industrial structure, to realize the sustainable development of economy. The circular economy and optimize the industrial structure of Zhejiang Province Based on resource conservation, cleaner production, economic efficiency and rationalization of industrial structure, height and ecological optimization is focused on. The transformation of traditional industries, develop high-tech industries, increase the proportion of the service industry.
