【摘要】：在國(guó)民經(jīng)濟(jì)中，縣一級(jí)經(jīng)濟(jì)具有重要的特殊地位。從中央到地方，從城市到農(nóng)村，縣是宏觀與微觀的結(jié)合部，是把中央和省、市的方針政策運(yùn)用到基層實(shí)踐的關(guān)鍵環(huán)節(jié)。對(duì)保定市而言，加快縣域經(jīng)濟(jì)發(fā)展，培植壯大縣域經(jīng)濟(jì)綜合經(jīng)濟(jì)實(shí)力，是當(dāng)前和今后一個(gè)時(shí)期一項(xiàng)重要而緊迫的戰(zhàn)略任務(wù)。 改革開放以來，保定市縣域經(jīng)濟(jì)取得了長(zhǎng)足的發(fā)展。通過多年努力，縣域基礎(chǔ)設(shè)施建設(shè)不斷得到加強(qiáng)，縣級(jí)財(cái)政收入和農(nóng)民人均收入水平也在逐年提高，農(nóng)村面貌正在發(fā)生深刻的變化，保定市縣域經(jīng)濟(jì)已進(jìn)入重要發(fā)展階段。但同發(fā)達(dá)地區(qū)縣域經(jīng)濟(jì)相比，保定縣域經(jīng)濟(jì)還有較大的差距。主要表現(xiàn)在縣域經(jīng)濟(jì)規(guī)模不大，實(shí)力不強(qiáng)，競(jìng)爭(zhēng)力較弱等。 本論文首先介紹了研究背景和意義，借鑒國(guó)內(nèi)縣域經(jīng)濟(jì)發(fā)展理論的研究成果，對(duì)縣域經(jīng)濟(jì)的國(guó)內(nèi)外研究現(xiàn)狀進(jìn)行了論述。作者通過對(duì)保定市所轄22縣(市)的研究和數(shù)據(jù)分析，并結(jié)合保定市縣域經(jīng)濟(jì)發(fā)展現(xiàn)狀，保定市縣域經(jīng)濟(jì)發(fā)展的優(yōu)勢(shì)和劣勢(shì)，分析保定市縣域經(jīng)濟(jì)發(fā)展的制約因素，并且借鑒國(guó)內(nèi)發(fā)達(dá)省份縣域經(jīng)濟(jì)發(fā)展的成功經(jīng)驗(yàn)，據(jù)此提出保定市縣域經(jīng)濟(jì)發(fā)展的一系列對(duì)策和建議，研究結(jié)果對(duì)保定市經(jīng)濟(jì)發(fā)展策略選擇以及政府政策制定有參考價(jià)值。
[Abstract]:In the national economy, county level economy has important and special position. From central to local, from the city to the countryside, the county is the combination of macro and micro, the central and provincial, city policy applied to the key links of grassroots practice. For Baoding City, accelerate the development of county economy, cultivate strengthen the comprehensive economic strength of the county economy, is the current and future periods is an important and urgent strategic task.
Since the reform and opening up, Baoding City, the county economy has achieved great development. Through years of efforts, the county infrastructure construction has been strengthened, the level of financial income and the per capita income of farmers has increased year by year, the rural landscape is undergoing profound changes, Baoding county economy has entered an important stage of development. But compared with the developed areas of the county economy in Baoding, there is a large gap in the county economy. Mainly in the small scale economy, the strength is not strong, weak competitiveness.
This paper first introduces the research background and significance, the research results from domestic county economic development theory and research status at home and abroad are discussed on the county economy. The author through the 22 counties in Baoding city (city) research and data analysis, combined with the Baoding city county economic development situation, the county economy in Baoding city the advantages and disadvantages of the development, analysis of the factors that restrict the development of county economy of Baoding, and learn from the successful experience of the development of county economy in developed provinces of China, put forward a series of countermeasures and suggestions of county economic development in Baoding, therefore, the research results have reference value to formulate the development strategy choice of Baoding city economy and government policy.
