【摘要】：河北地處畿輔,中環(huán)京津,東臨渤海,地理位置十分重要,是連接?xùn)|北、華北、華東、中南幾個大區(qū)的交通樞紐,在全國經(jīng)濟東西結(jié)合、南北交流的戰(zhàn)略格局中起著非常重要的作用。隨著河北省建設(shè)沿海強省戰(zhàn)略的進一步實施,河北省的樞紐作用和經(jīng)濟競爭力將得到更大提高,這也將大大刺激對河北省交通運輸?shù)男枨�。目�?河北省的區(qū)域發(fā)展戰(zhàn)略覆蓋到了全省,進入?yún)^(qū)域協(xié)調(diào)共進的新階段,這也將對交通運輸也不斷提出新的發(fā)展要求。 高速公路與社會經(jīng)濟系統(tǒng)的協(xié)調(diào)發(fā)展能為經(jīng)濟社會的穩(wěn)定和可持續(xù)提供良好的支撐條件,促進經(jīng)濟快速、健康發(fā)展,帶來巨大的社會和經(jīng)濟效益。但是實際上,高速公路與社會經(jīng)濟系統(tǒng)在相互作用過程中往往會存在種種不協(xié)調(diào)現(xiàn)象。這些不協(xié)調(diào)現(xiàn)象主要體現(xiàn)在時間上的不相適應(yīng)(包括超前和滯后兩種狀態(tài))和空間上的不平衡(即高速公路的發(fā)展與空間經(jīng)濟結(jié)構(gòu)不匹配)。高速公路與社會經(jīng)濟不協(xié)調(diào)發(fā)展不利于社會經(jīng)濟的發(fā)展,更不利于實現(xiàn)社會經(jīng)濟的可持續(xù)發(fā)展。因此,本文選擇對河北省的高速公路與區(qū)域經(jīng)濟系統(tǒng)的協(xié)調(diào)發(fā)展進行研究具有實際意義。 本文首先從一般理論和方法上對高速公路與社會經(jīng)濟系統(tǒng)的協(xié)調(diào)發(fā)展問題進行了研究,在對高速公路與社會經(jīng)濟系統(tǒng)進行分析界定的基礎(chǔ)上,通過分析兩個系統(tǒng)之間的相互關(guān)系,以系統(tǒng)協(xié)調(diào)發(fā)展的相關(guān)理論為指導(dǎo),對高速公路與社會經(jīng)濟系統(tǒng)的協(xié)調(diào)發(fā)展內(nèi)涵進行分析。然后以河北省的高速公路與社會經(jīng)濟系統(tǒng)為研究對象,從系統(tǒng)的角度對該地區(qū)兩系統(tǒng)的發(fā)展現(xiàn)狀及協(xié)調(diào)狀況進行了分析,并進行了兩系統(tǒng)的協(xié)調(diào)發(fā)展評價。協(xié)調(diào)發(fā)展評價通過建立能夠反映高速公路與社會經(jīng)濟系統(tǒng)綜合發(fā)展水平的評價指標體系,運用灰主成分分析法對兩系統(tǒng)綜合發(fā)展水平進行了總體評價,再以此為基礎(chǔ)根據(jù)建立的協(xié)調(diào)發(fā)展指數(shù)模型進行回歸擬合和相關(guān)計算,得到河北省近十年兩系統(tǒng)的靜態(tài)和動態(tài)協(xié)調(diào)發(fā)展結(jié)果。 從河北省高速公路與社會經(jīng)濟系統(tǒng)協(xié)調(diào)發(fā)展的具體情況來看,目前河北省的經(jīng)濟發(fā)展較快,高速公路的發(fā)展表現(xiàn)為與之不相協(xié)調(diào)的滯后狀態(tài),針對此種情況,本文有針對性地提出了相關(guān)對策和建議,以期為決策者關(guān)于河北省的高速公路建設(shè)與社會經(jīng)濟的協(xié)調(diào)發(fā)展規(guī)劃提供參考,使其達到一個和諧的狀態(tài)。
[Abstract]:Hebei is located in the capital, Beijing Central, east of Bohai, the geographical position is very important, is connected to the northeast, north, East, central and South regions transportation hub, with in the national economy, plays a very important role in the strategic pattern of North South exchanges. With the further implementation of the strategy of the construction of Hebei Province coastal province, Hebei the pivotal role and economic competitiveness will be greatly improved, which will greatly stimulate the transportation demand of Hebei province. At present, the regional development strategy of Hebei province to cover the province, entered a new stage of regional coordinated development, which will also transport also continuously put forward new requirements of the development.
The coordinated development on social and economic system can provide good support conditions for economic and social stability and promote economic sustainable, rapid, healthy development, bring enormous social and economic benefits. But in fact, on social and economic system in the process often exist many inharmonious phenomena in the uncoordinated phenomenon mainly to each other. Reflected in the time does not adapt (including lead and lag two states) and the imbalance on space (i.e. the development of Expressway and spatial economic structure does not match). On social and economic development is not conducive to the development of social economy, more conducive to the realization of sustainable economic and social development. Therefore, this paper choose the coordinated development of Expressway in Hebei province and the regional economic system research has practical significance.
This paper from the general theory and method of expressway social economic system and the coordinated development of the expressway and the social economy system analysis based on the definition, through the analysis of the relationship between the two systems, the theories related to the coordinated development of the system as a guide, the connotation of the coordinated development of social economy and highway the system is analyzed. Then the expressway in Hebei province and the social economic system as the research object, analyzes the development status and the status of the two coordinate system from the perspective of system, and evaluate the coordinated development of the two systems. The coordinated development evaluation through the establishment can reflect on social and economic system's comprehensive development level the evaluation index system, using grey principal components analysis method to carry on the overall evaluation of the comprehensive development level of the two systems, then Based on the established coordinated development index model, the regression fitting and correlation calculation are carried out, and the results of the static and dynamic coordinated development of the two systems in Hebei Province in the last ten years are obtained.
From the specific circumstances of the coordinated development of Hebei Province on social and economic system in Hebei Province, the rapid economic development, development performance for highway is lagging behind the coordination and, in view of this situation, this paper puts forward relevant countermeasures and suggestions, to provide planning and coordination development of highway construction and the social economy on Hebei Province, the reference to the decision makers, to reach a state of harmony.
