【摘要】：近代社會(huì),伴隨著人口激增、生產(chǎn)的發(fā)展、工業(yè)的不斷集中,自然資源被肆意索取,能源短缺和環(huán)境污染問(wèn)題直接加劇了生態(tài)危機(jī)。人類(lèi)發(fā)展經(jīng)過(guò)農(nóng)業(yè)文明、工業(yè)文明之后,必將走向低污染、低能耗、可持續(xù)的綠色文明。在經(jīng)歷2008年金融危機(jī)的低谷后,綠色發(fā)展成為世界一大發(fā)展趨勢(shì),許多發(fā)達(dá)國(guó)家在應(yīng)對(duì)危機(jī)時(shí)都提出了“綠色新政”,支持新能源、生物醫(yī)藥、信息網(wǎng)絡(luò)等領(lǐng)域創(chuàng)新發(fā)展。天津是一個(gè)老工業(yè)城市,是國(guó)家重要的工業(yè)基地。工業(yè)化是推動(dòng)天津市快速發(fā)展的主要?jiǎng)恿?但傳統(tǒng)的高消耗、高污染、低產(chǎn)出的工業(yè)化發(fā)展與資源節(jié)約型、環(huán)境友好型社會(huì)建設(shè)背道而馳,只有走上資源節(jié)約和環(huán)境保護(hù)的綠色經(jīng)濟(jì)發(fā)展道路,將經(jīng)濟(jì)社會(huì)發(fā)展轉(zhuǎn)入科學(xué)發(fā)展軌道,才能讓天津走的更遠(yuǎn)。 本文首先梳理了綠色發(fā)展和產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的國(guó)內(nèi)外相關(guān)理論,重點(diǎn)闡述了產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的一般判別方法,然后從環(huán)境、社會(huì)等視角重新審視產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化,總結(jié)出綠色發(fā)展與產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化之間的關(guān)系。針對(duì)綠色發(fā)展的新要求,對(duì)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化內(nèi)涵及判別做出了調(diào)整,本文主要在傳統(tǒng)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化判別基礎(chǔ)上,加入了環(huán)境、經(jīng)濟(jì)的因素,結(jié)合天津市20年間的人均GDP和工業(yè)“三廢”這四項(xiàng)指標(biāo)對(duì)天津市經(jīng)濟(jì)現(xiàn)狀做了實(shí)證分析,并從資源利用率、高新技術(shù)產(chǎn)業(yè)占比兩方面進(jìn)行了綠色評(píng)判。通過(guò)對(duì)綠色視角下天津市產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級(jí)的評(píng)判分析,本文提出了天津市產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化實(shí)現(xiàn)綠色優(yōu)化的七點(diǎn)建議。
[Abstract]:In modern society, along with the population increase, the development of production and constant concentration of industry, natural resources have been wantonly taking, energy shortage and environmental pollution problems directly aggravates ecological crisis. Human development after agricultural civilization, industrial civilization, will lead to the low pollution, low energy consumption, sustainable green civilization. In the aftermath of the 2008 financial crisis after the trough, green development has become a trend of the world, many developed countries have put forward the "Green New Deal" in response to the crisis, to support the new energy, biomedicine, information network and other fields of innovation and development. Tianjin is an old industrial city, is an important industrial base in the country. Industrialization is the main motive force to promote the rapid development of the city of Tianjin, but the traditional high consumption, high pollution, low industrialization development and resource-saving, environment friendly society construction only goes to draw further apart, saving resources and ring The green economic development road protected by the border will turn the economic and social development into the scientific development track, which can make Tianjin go further.
This paper sorts out and optimize the industrial structure of domestic and foreign related theory of green development, expounds the general method to optimize the industrial structure, and then from the perspective of social environment, re-examine the optimization of industrial structure, summarize the relationship between green development and optimization of the industrial structure. The new requirements for the development of green, has made the adjustment to the industry the connotation and structure optimization criterion, this paper mainly in the traditional industrial structure optimization based on the discriminant, joined the environment, economic factors, Tianjin city with 20 years per capita GDP and industrial "three wastes" these four indicators of the current economic situation in Tianjin city to do the empirical analysis, and the utilization rate of resources, high-tech industries accounted for green evaluation than two aspects. Through the analysis of the green city of Tianjin from the perspective of industrial structure optimization and upgrading of the evaluation, this paper puts forward the optimization of industrial structure in Tianjin City, the implementation of green. A seven point proposal.
