【摘要】:改革開放以來,中國借力于海洋文明的高效和便利,采取了非均衡區(qū)域發(fā)展戰(zhàn)略及相應(yīng)的區(qū)域傾斜政策,迅速形成沿海、中部和內(nèi)陸三級(jí)“梯度發(fā)展”態(tài)勢。但是由于國家區(qū)域政策的重心是經(jīng)濟(jì)增長,國家投資和其他一些政策向東部傾斜,各種生產(chǎn)要素向東部聚集,使得東部與中西部地區(qū)的差距越來越大。非均衡的發(fā)展戰(zhàn)略未能解決我國區(qū)域經(jīng)濟(jì)差異擴(kuò)大的問題,此后,我國區(qū)域經(jīng)濟(jì)發(fā)展戰(zhàn)略由向東部傾斜的非均衡發(fā)展轉(zhuǎn)變?yōu)闁|、中及西部地區(qū)協(xié)調(diào)發(fā)展。甘肅省地處內(nèi)陸,經(jīng)濟(jì)落后,總體經(jīng)濟(jì)實(shí)力弱于東部地區(qū),再加上自然條件差、開發(fā)成本高、比較效益低,其資源優(yōu)勢很難轉(zhuǎn)化為市場優(yōu)勢、產(chǎn)業(yè)優(yōu)勢和經(jīng)濟(jì)優(yōu)勢。又由于遠(yuǎn)離全國經(jīng)濟(jì)中心、消費(fèi)中心和出海港口,沿海發(fā)達(dá)地區(qū)對其輻射帶動(dòng)作用也較弱。加入WTO后,中國整體進(jìn)入持續(xù)高速發(fā)展階段,甘肅在全國的戰(zhàn)略地位迅速下滑。在此背景下,研究提升甘肅省在全國戰(zhàn)略地位的可行路徑,為制定面向可持續(xù)發(fā)展的戰(zhàn)略地位提升決策提供理論和方法依據(jù),具有現(xiàn)實(shí)意義。 本選題是甘肅省社科規(guī)劃重大項(xiàng)目課題《甘肅在全國提升戰(zhàn)略地位的路徑選擇》的一部份;趯υ擁(xiàng)目的研究,筆者首先運(yùn)用數(shù)學(xué)方法對區(qū)域區(qū)位塌陷進(jìn)行了定義,然后對甘肅省區(qū)域區(qū)位塌陷狀況進(jìn)行了基本的判斷。結(jié)果發(fā)現(xiàn)甘肅省存在著區(qū)域區(qū)位的“絕對塌陷”和“相對塌陷”的現(xiàn)狀。其次,筆者從交通區(qū)位、人才區(qū)位、產(chǎn)業(yè)區(qū)位等幾個(gè)方面,利用指標(biāo)數(shù)據(jù)與全國平均水平及廣東、江蘇、河南幾個(gè)省份進(jìn)行對比分析,得出甘肅省區(qū)位塌陷的主要影響因素;隨后選取若干指標(biāo),利用1990-2010年的數(shù)據(jù),運(yùn)用計(jì)量經(jīng)濟(jì)學(xué)中的協(xié)整分析,對甘肅省區(qū)域區(qū)位塌陷的主要影響因素進(jìn)行了實(shí)證研究。主要研究結(jié)論如下:首先,交通、人才、產(chǎn)業(yè)均為GDP的格蘭杰原因,這說明,交通、產(chǎn)業(yè)、人才均為甘肅省區(qū)域區(qū)位塌陷現(xiàn)狀的重要影響因素。其次,交通對塌陷狀況影響最大,這說明,交通對改善甘肅省區(qū)域區(qū)位塌陷狀況起著最為關(guān)鍵的作用;第三,影響系數(shù)較大的是產(chǎn)業(yè)因素,而系數(shù)相對較小的是人才因素。最后,筆者通過分析得出啟示:發(fā)展“通道經(jīng)濟(jì)”,實(shí)施反邊緣化發(fā)展;推進(jìn)產(chǎn)業(yè)結(jié)構(gòu)的演進(jìn)和經(jīng)濟(jì)增長方式的轉(zhuǎn)變;培育和強(qiáng)化區(qū)域人才隊(duì)伍建設(shè);建立有利于城市化發(fā)展的產(chǎn)業(yè)集群和政策環(huán)境;加大投入,,確保生態(tài)環(huán)境的穩(wěn)定和改善。
[Abstract]:Since the reform and opening up, China has taken advantage of the high efficiency and convenience of the marine civilization and adopted the unbalanced regional development strategy and the corresponding regional tilt policy, which has rapidly formed the coastal area. However, as the focus of national regional policy is economic growth, state investment and other policies tend to the east, and various factors of production converge to the east. The gap between the east and the central and western regions is getting bigger and bigger. The unbalanced development strategy can not solve the problem of widening the regional economic difference in our country. China's regional economic development strategy has changed from the unbalanced development to the east, and the coordinated development of the central and western regions. Gansu Province is located in the interior, economic backwardness, the overall economic strength is weaker than the eastern region. In addition, the natural conditions are poor, the development cost is high, the comparative benefit is low, its resource advantage is very difficult to transform into the market advantage, the industry superiority and the economic advantage, and because of being far from the national economic center, the consumption center and the port of sea. After China's entry into WTO, China as a whole has entered the stage of sustained and high-speed development, and Gansu's strategic position in the whole country has declined rapidly. It is of practical significance to study the feasible way to promote the strategic position of Gansu Province in the whole country and to provide the theoretical and methodological basis for making the strategic position promotion decision oriented to sustainable development. This topic is a part of Gansu Province Social Science Planning Project "Gansu in the national strategic position of the path choice". Based on this project research. Firstly, the author uses mathematical method to define regional location collapse. The results show that there are "absolute collapse" and "relative collapse" of the regional location in Gansu Province. Secondly, the author from the traffic location. Talent location, industrial location and other aspects, using the index data and the national average level and Guangdong, Jiangsu, Henan provinces for comparison and analysis, the main factors affecting the location collapse in Gansu Province; Then selected a number of indicators, using the data from 1990 to 2010, the use of econometric cointegration analysis. The main research conclusions are as follows: firstly, traffic, talent and industry are all Granger reasons of GDP, which shows that traffic, industry. Talents are the important influencing factors of the regional regional collapse in Gansu Province. Secondly, traffic has the greatest influence on the collapsing situation, which shows that traffic plays the most important role in improving the regional regional collapse in Gansu Province. Thirdly, the industrial factor is the most influential factor, while the talent factor is relatively small. Finally, the author draws the enlightenment through the analysis: developing "channel economy" and implementing anti-marginalizing development; To promote the evolution of industrial structure and the transformation of economic growth mode; Cultivating and strengthening the construction of regional talent team; Establishing an industrial cluster and policy environment conducive to the development of urbanization; Increase investment to ensure the stability and improvement of the ecological environment.
