【摘要】：當(dāng)前多哈回合發(fā)展進(jìn)程緩慢,全球經(jīng)濟(jì)治理體系呈現(xiàn)扁平化趨勢(shì),各經(jīng)濟(jì)體轉(zhuǎn)而尋求建立雙邊或諸邊自由貿(mào)易協(xié)定,全球雙邊／區(qū)域貿(mào)易投資自由化進(jìn)入高潮,同時(shí),在日益開(kāi)放的全球化時(shí)代,各經(jīng)濟(jì)體通過(guò)參與跨境生產(chǎn)分工,進(jìn)入?yún)^(qū)域生產(chǎn)網(wǎng)絡(luò),基于全球價(jià)值鏈的勞動(dòng)分工成為主流,全球形成了不同的跨境生產(chǎn)網(wǎng)絡(luò),而反觀亞太地區(qū),整個(gè)區(qū)域的經(jīng)濟(jì)一體化機(jī)制差強(qiáng)人意、存在著很大的不足,嚴(yán)重影響了區(qū)域內(nèi)的經(jīng)濟(jì)合作與發(fā)展。各經(jīng)濟(jì)體根據(jù)自身需要建立起來(lái)的數(shù)量龐大的區(qū)域自貿(mào)協(xié)定反而造成了亞太地區(qū)的“意大利面碗效應(yīng)”,越來(lái)越多的專家學(xué)者、政府機(jī)構(gòu)、國(guó)際組織都呼吁在亞太地區(qū)建立一個(gè)覆蓋廣泛的自由貿(mào)易區(qū)——亞太自由貿(mào)易區(qū)(Free Trade Area of the Asia-Pacific, FTAAP),以進(jìn)一步推動(dòng)亞太地區(qū)貿(mào)易投資自由化。關(guān)于建立FTAAP的問(wèn)題,最初源于1994年APEC會(huì)議上通過(guò)的《茂物宣言》中提出的“茂物目標(biāo)”——“確立了APEC在亞太地區(qū)實(shí)現(xiàn)貿(mào)易與投資自由化的目標(biāo),提出發(fā)達(dá)成員到2010年、發(fā)展中成員到2020年實(shí)現(xiàn)這一目標(biāo)的時(shí)間表”。接著在1999年的奧克蘭會(huì)議上,APEC的個(gè)別成員提出建立FTAAP的建議,雖得到了美國(guó)的支持,但因未得到大多數(shù)成員的響應(yīng)而擱置。其后雖經(jīng)過(guò)大量專家學(xué)者和國(guó)際組織的積極努力,也沒(méi)有取得實(shí)質(zhì)性進(jìn)展。直到2006年,在APEC《河內(nèi)宣言》中正式將FTAAP作為一個(gè)地區(qū)經(jīng)濟(jì)整合的長(zhǎng)期發(fā)展目標(biāo),并啟動(dòng)了將FTAAP作為遠(yuǎn)景的可行性研究。2010年APEC《橫濱遠(yuǎn)景》宣稱將以實(shí)際行動(dòng)來(lái)推動(dòng)FTAAP的實(shí)現(xiàn),認(rèn)為應(yīng)該將FTAAP定位為一個(gè)全面的自由貿(mào)易協(xié)定,同時(shí)提出了FTAAP的兩種可能實(shí)現(xiàn)途徑：TPP路徑和RCEP路徑。2014年APEC會(huì)議正式通過(guò)了((APEC推動(dòng)實(shí)現(xiàn)亞太自貿(mào)區(qū)北京路線圖》,啟動(dòng)了實(shí)現(xiàn)FTAAP相關(guān)問(wèn)題的聯(lián)合戰(zhàn)略研究,開(kāi)始了對(duì)FTAAP進(jìn)程的全面系統(tǒng)推進(jìn)。2015年APEC貿(mào)易部長(zhǎng)會(huì)議批準(zhǔn)了《實(shí)現(xiàn)FTAAP相關(guān)問(wèn)題聯(lián)合戰(zhàn)略研究工作大綱》,決定由中美雙方牽頭,制定推進(jìn)聯(lián)合戰(zhàn)略研究的框架。其中的一個(gè)重要問(wèn)題就是FTAAP路徑選擇問(wèn)題,盡管2010年／APEC《橫濱遠(yuǎn)景》明確提出了將TPP路徑和RCEP路徑作為兩種可能路徑,但最終選擇何種路徑,選取何種合作模式,將會(huì)給包括中國(guó)在內(nèi)的亞太地區(qū)各經(jīng)濟(jì)體甚至全球經(jīng)濟(jì)帶來(lái)重大影響,值得進(jìn)一步深入研究。本文是在全球價(jià)值鏈分工背景下,根據(jù)當(dāng)前亞太地區(qū)區(qū)域經(jīng)濟(jì)合作的狀況,研究FTAAP的實(shí)現(xiàn)路徑及帶來(lái)的影響。本文著重解決六個(gè)方面的問(wèn)題：(一)建立FTAAP的基礎(chǔ)有哪些?即分析建立FTAAP的理論基礎(chǔ)和經(jīng)濟(jì)基礎(chǔ)。全球價(jià)值鏈所形成的催化作用對(duì)跨境貿(mào)易和投資產(chǎn)生了重大而深遠(yuǎn)的影響。經(jīng)濟(jì)全球化已在全球價(jià)值鏈基礎(chǔ)上迅速擴(kuò)展,亞太地區(qū)各經(jīng)濟(jì)體相互間的貿(mào)易和投資以及亞太區(qū)域生產(chǎn)網(wǎng)絡(luò)已經(jīng)成為全球價(jià)值鏈的重要組成部分。本文在對(duì)亞太區(qū)域經(jīng)濟(jì)合作進(jìn)行研究綜述以及回顧傳統(tǒng)區(qū)域經(jīng)濟(jì)合作理論的基礎(chǔ)上,系統(tǒng)分析全球價(jià)值鏈與全球生產(chǎn)網(wǎng)絡(luò)理論并提出本文的理論分析框架。然后從五個(gè)角度分析亞太自由貿(mào)易區(qū)建立的經(jīng)濟(jì)基礎(chǔ)：1.亞太地區(qū)各經(jīng)濟(jì)體宏觀經(jīng)濟(jì)狀況；2.亞太地區(qū)經(jīng)濟(jì)合作現(xiàn)狀；3.亞太地區(qū)各經(jīng)濟(jì)體貿(mào)易的比較優(yōu)勢(shì)：4.亞太地區(qū)各經(jīng)濟(jì)體的貿(mào)易互補(bǔ)性與競(jìng)爭(zhēng)性；5.亞太區(qū)域內(nèi)生產(chǎn)網(wǎng)絡(luò)的形成過(guò)程及成因。從理論和經(jīng)濟(jì)基礎(chǔ)兩個(gè)角度綜合分析建立FTAAP的可行性,為進(jìn)一步分析如何建設(shè)FTAAP以及FTAAP的建立帶來(lái)的影響奠定了基礎(chǔ)。(二)亞太地區(qū)的自由貿(mào)易協(xié)定發(fā)展?fàn)顩r如何?即亞太地區(qū)的自由貿(mào)易協(xié)定的特征,對(duì)當(dāng)前已實(shí)施的自由貿(mào)易協(xié)定以及已完成談判待實(shí)施的或正處于談判中的協(xié)定有哪些,發(fā)展?fàn)顩r如何,各區(qū)域組織區(qū)域內(nèi)的經(jīng)濟(jì)合作狀況,自由化狀況等問(wèn)題進(jìn)行分析。然后,總結(jié)亞太地區(qū)各類自由貿(mào)易協(xié)定的共性和差異。(三)如何選擇建立FTAAP的路徑?本文將詳細(xì)分析亞太自由貿(mào)易區(qū)的各種實(shí)現(xiàn)路徑,主要有亞太機(jī)制說(shuō)、東亞機(jī)制說(shuō)、融合說(shuō)、內(nèi)部整合說(shuō)以及分階段實(shí)現(xiàn)說(shuō)；同時(shí)提出本文所要討論的亞太自由貿(mào)易區(qū)可能實(shí)現(xiàn)路徑：TPP路徑和RCEP路徑；然后利用本文所要使用的確立亞太自由貿(mào)易區(qū)實(shí)現(xiàn)路徑的分析方法,包括生產(chǎn)網(wǎng)絡(luò)對(duì)亞太自由貿(mào)易區(qū)實(shí)現(xiàn)路徑的影響分析,基于全球價(jià)值鏈的亞太自由貿(mào)易區(qū)實(shí)現(xiàn)路徑分析,以及亞太自由貿(mào)易區(qū)的經(jīng)濟(jì)效應(yīng)分析,以期展示兩條不同路徑下建立的FTAAP的不同表現(xiàn)和影響。(四)亞太地區(qū)生產(chǎn)網(wǎng)絡(luò)的發(fā)展與FTAAP建設(shè)之間的關(guān)聯(lián)性如何?相關(guān)研究認(rèn)為,區(qū)域經(jīng)濟(jì)合作深度一體化協(xié)定的擴(kuò)散與生產(chǎn)網(wǎng)絡(luò)的擴(kuò)張密切相關(guān)。本文試圖發(fā)現(xiàn)亞太生產(chǎn)網(wǎng)絡(luò)的發(fā)展是否會(huì)對(duì)亞太地區(qū)的深度一體化造成影響,借助于生產(chǎn)網(wǎng)絡(luò)對(duì)亞太自由貿(mào)易區(qū)實(shí)現(xiàn)路徑影響的實(shí)證分析,通過(guò)計(jì)量回歸分析,研究這一影響是否顯著。得出結(jié)論后,再基于全球價(jià)值鏈背景分析亞太自由貿(mào)易區(qū)實(shí)現(xiàn)路徑,即通過(guò)分析亞太地區(qū)各經(jīng)濟(jì)體對(duì)于兩種路徑現(xiàn)存的生產(chǎn)網(wǎng)絡(luò)的價(jià)值鏈參與度和價(jià)值鏈影響力,以期得出各經(jīng)濟(jì)體與不同路徑所形成生產(chǎn)網(wǎng)絡(luò)的相互關(guān)系。(五)分別在TPP路徑和RCEP路徑下建立的FTAAP的經(jīng)濟(jì)效應(yīng)情況有何區(qū)別?分不同路徑設(shè)定不同的自由化程度場(chǎng)景,用GTAP模型來(lái)模擬建立亞太自由貿(mào)易區(qū)產(chǎn)生的影響,得出各經(jīng)濟(jì)體在不同路徑下建立FTAAP受到的福利影響,從而給未來(lái)路徑的選擇提供參考。(六)中國(guó)在FTAAP的建設(shè)過(guò)程中應(yīng)發(fā)揮什么樣的作用?首先要明確亞太自由貿(mào)易區(qū)建設(shè)的努力方向,然后在對(duì)全文結(jié)論進(jìn)行總結(jié)的基礎(chǔ)上,提出中國(guó)參與亞太自由貿(mào)易區(qū)建設(shè)的策略。在對(duì)亞太自由貿(mào)易區(qū)研究的理論框架和現(xiàn)狀進(jìn)行分析的基礎(chǔ)上,本文對(duì)亞太自貿(mào)區(qū)的實(shí)現(xiàn)路徑及其經(jīng)濟(jì)效應(yīng)進(jìn)行了實(shí)證研究。全文共分為七章：第一章緒論,包括四節(jié)：第一節(jié)介紹本文的研究背景；第二節(jié)提出研究的問(wèn)題,分析本文的研究目的和意義；第三節(jié)介紹研究思路和研究方法；第四節(jié)是對(duì)本文的研究?jī)?nèi)容和框架進(jìn)行說(shuō)明,并指出了全文的創(chuàng)新點(diǎn)與存在的不足。第二章分析建立亞太自貿(mào)區(qū)的理論基礎(chǔ),分為五節(jié),第一節(jié)是對(duì)亞太區(qū)域經(jīng)濟(jì)合作的相關(guān)研究進(jìn)行綜述,包括三個(gè)方面的內(nèi)容：一體化形式視角、發(fā)展趨勢(shì)視角以及建立亞太自由貿(mào)易區(qū)的相關(guān)研究文獻(xiàn)綜述；第二節(jié)從區(qū)域經(jīng)濟(jì)合作的理論基礎(chǔ)、動(dòng)因、影響因素和效應(yīng)等幾個(gè)方面分析傳統(tǒng)區(qū)域經(jīng)濟(jì)合作理論；第三節(jié)是從全球價(jià)值鏈的定義、相關(guān)研究和理論框架的形成與發(fā)展三個(gè)視角分析全球價(jià)值鏈的相關(guān)理論；第四節(jié)分析全球生產(chǎn)網(wǎng)絡(luò)的相關(guān)研究及區(qū)域生產(chǎn)網(wǎng)絡(luò)；第五節(jié)提出本文分析建立亞太自由貿(mào)易區(qū)的理論框架。第三章分析亞太自由貿(mào)易區(qū)建立的經(jīng)濟(jì)基礎(chǔ),分為五節(jié)來(lái)研究。第一節(jié)說(shuō)明亞太地區(qū)各經(jīng)濟(jì)體宏觀經(jīng)濟(jì)狀況,即分析亞太地區(qū)在全球經(jīng)濟(jì)中的地位和影響；第二節(jié)從相互貿(mào)易和投資方面分析亞太地區(qū)經(jīng)濟(jì)合作的狀況；第三節(jié)分析亞太地區(qū)各經(jīng)濟(jì)體的比較優(yōu)勢(shì)；第四節(jié)分析亞太地區(qū)各經(jīng)濟(jì)體的貿(mào)易互補(bǔ)性與競(jìng)爭(zhēng)性；第五節(jié)研究亞太區(qū)域內(nèi)生產(chǎn)網(wǎng)絡(luò)的形成過(guò)程及成因。第四章分析亞太地區(qū)的自由貿(mào)易協(xié)定發(fā)展?fàn)顩r,包括四節(jié)：第一節(jié)分析亞太區(qū)域經(jīng)濟(jì)合作的格局；第二節(jié)介紹亞太地區(qū)已達(dá)成的自由貿(mào)易協(xié)定,包括北美自由貿(mào)易協(xié)定、東盟自由貿(mào)易區(qū)、圍繞東盟的五個(gè)”10+1”FTA/EPA以及跨太平洋戰(zhàn)略經(jīng)濟(jì)伙伴關(guān)系協(xié)定；第三節(jié)分析亞太地區(qū)已完成談判待實(shí)施或正處于談判中的自由貿(mào)易協(xié)定,包括跨太平洋伙伴關(guān)系協(xié)定、區(qū)域全面經(jīng)濟(jì)伙伴關(guān)系協(xié)定、中日韓自由貿(mào)易協(xié)定；第四節(jié)研究亞太地區(qū)各類自由貿(mào)易協(xié)定的共性和差異。第五章是基于全球價(jià)值鏈的亞太自由貿(mào)易區(qū)實(shí)現(xiàn)路徑分析,分成兩節(jié)。第一節(jié)是生產(chǎn)網(wǎng)絡(luò)對(duì)亞太自由貿(mào)易區(qū)實(shí)現(xiàn)路徑影響的實(shí)證分析；第二節(jié)是價(jià)值鏈參與度和影響力視角下的FTAAP實(shí)現(xiàn)路徑分析。第六章對(duì)亞太自由貿(mào)易區(qū)的經(jīng)濟(jì)效應(yīng)進(jìn)行模擬,分為三節(jié)。第一節(jié)是介紹本文所要使用的GTAP模型；第二節(jié)是亞太自由貿(mào)易區(qū)實(shí)現(xiàn)路徑的場(chǎng)景設(shè)計(jì)；第三節(jié)具體模擬亞太自由貿(mào)易區(qū)的經(jīng)濟(jì)效應(yīng)。第七章探討中國(guó)參與亞太自由貿(mào)易區(qū)建設(shè)的意義和對(duì)策,分為兩節(jié)。第一節(jié)討論亞太自由貿(mào)易區(qū)建設(shè)的努力方向。第二節(jié)總結(jié)全文的結(jié)論,然后提出中國(guó)參與亞太自貿(mào)區(qū)建設(shè)的策略。

This paper focuses on six aspects: (a) what are the basis for the establishment of FTAAP? FTAAP analysis to establish the theoretical basis and economic basis. This paper summarizes the research on regional economic cooperation in the Asia Pacific and the basis of the review of the traditional regional economic cooperation theory, system analysis of global value chain and global production network theory and puts forward the theoretical analysis frame. The fourth chapter analyzes the development of free trade agreements in Asia Pacific region, including four sections: the first section analyzes the Asia Pacific regional economic cooperation pattern; the second section introduces the Asia Pacific region has reached freedom trade agreements, including the North American Free Trade Agreement, the ASEAN Free Trade Area, around five "10+1" ASEAN FTA/EPA and trans Pacific Strategic Economic Partnership Agreement; the third part is the analysis of the Asia Pacific region has completed negotiations to be implemented or are in negotiations on the free trade agreement, including the trans Pacific Partnership Agreement, the regional comprehensive economic partnership the agreement, Japan and South Korea Free Trade Agreement; the similarities and differences of the fourth section on various Asia Pacific Free Trade Agreement. The fifth chapter is based on the ball The value chain of the Asia Pacific Free Trade Zone to achieve the path analysis, divided into two sections. The first section is the empirical analysis of the production network path to realize the effect on the free trade area of the Asia Pacific; the second section is the value chain participation and influence from the perspective of FTAAP path analysis. The sixth chapter simulate the economic effects of the free trade area of the Asia Pacific, divided into three section. The first section is the introduction of this GTAP model to be used; the second section is the implementation of scene design path of the free trade area of the Asia Pacific; section third specific simulation economies of the Asia Pacific Free Trade Zone. The seventh chapter discusses the significance and Countermeasures of Chinese in Asia Pacific Free Trade Area construction, is divided into two sections. The first section discusses the direction the construction of the free trade area of the Asia Pacific. The second section sums up the conclusion of the paper, then put forward the China participation in the Asia Pacific Free Trade Area construction strategy.
