【摘要】：改革開放三十年以來,我國經(jīng)濟(jì)取得了長足的發(fā)展與進(jìn)步,居民生活水平得到了顯著的提高。但是,在當(dāng)前的社會(huì)經(jīng)濟(jì)生活中也存在著若干不容忽視的深層次問題和矛盾,其中較為嚴(yán)重的就是收入分配領(lǐng)域。我國實(shí)現(xiàn)社會(huì)公平正義的最大障礙主要表現(xiàn)在,收入差距擴(kuò)大、收入分配不公,由此引起社會(huì)利益格局出現(xiàn)了急劇分化,社會(huì)矛盾不斷加大。 政治經(jīng)濟(jì)學(xué)中較為重要的一個(gè)問題就是收入分配。當(dāng)前世界各國的經(jīng)濟(jì)都在不斷發(fā)展,因此針對(duì)收入分配的理論也在不斷的擴(kuò)充。其中我國許多學(xué)者從不同角度,不同的層面針對(duì)改革開放以來我國的收入分配距問題狀況進(jìn)行了深入具體的研究,對(duì)于我國的收入分配領(lǐng)域所存在的問題的研究做出了巨大貢獻(xiàn)。但是不管是從理論角度出發(fā),還是從實(shí)踐角度出發(fā),都不能否認(rèn)當(dāng)前我國的收入分配問題仍然是一個(gè)全新的研究課題,值得我們?nèi)ド钊胩剿餮芯俊?當(dāng)前,就對(duì)收入差距不斷被拉大這一現(xiàn)象給予充分的重視。產(chǎn)生社會(huì)矛盾的一個(gè)重要誘因就是收入分配問題,如果目前的收入分配差距問題得不到高度重視,后果將不堪設(shè)想。對(duì)國家民族的生存、發(fā)展和社會(huì)的長治久安都將產(chǎn)生負(fù)面作用。居民收入分配差距的不斷擴(kuò)大將會(huì)對(duì)我國經(jīng)濟(jì)轉(zhuǎn)型及社會(huì)轉(zhuǎn)型產(chǎn)生嚴(yán)重的影響。因此,對(duì)于我國收入分配問題進(jìn)行研究不僅具有重要的理論意義,而且與具有重要的實(shí)踐指導(dǎo)意義。 本文主要嘗試從政府調(diào)控責(zé)任角度出發(fā),來對(duì)我國當(dāng)前在收入分配領(lǐng)域所存在的不公平的問題進(jìn)行研究。目的是通過研究社會(huì)主義市場經(jīng)濟(jì)條件下我國的收入分配產(chǎn)生的原因、現(xiàn)狀、問題及對(duì)策進(jìn)行研究探討,對(duì)我國政府以收入分配中所起作用進(jìn)行重定位。從理論角度出發(fā),對(duì)政府在居民收入分配調(diào)控中的責(zé)任進(jìn)行系統(tǒng)的總結(jié),為政府對(duì)居民收入分配中所出現(xiàn)的問題提供理論指導(dǎo)。同時(shí),為我國如何在改革發(fā)展過程中縮小目前存在的收入差距,防止克服收入分配領(lǐng)域中的不良現(xiàn)象提供建議。收入分配問題的解決對(duì)我國社會(huì)、經(jīng)濟(jì)、政治、文化等健康發(fā)展,對(duì)維護(hù)社會(huì)的公平正義,對(duì)建設(shè)小康社會(huì)、和諧社會(huì)等都具有十分重要的意義。
[Abstract]:Since the reform and opening up 30 years ago, the economy of our country has made great progress, and the living standard of the residents has been improved significantly. In the current social and economic life there are also a number of deep-seated problems and contradictions that can not be ignored among which the more serious one is the field of income distribution. The biggest obstacle to the realization of social equity and justice in China is mainly manifested in. The income gap expands, the income distribution is unfair, thus causes the social benefit pattern to appear the sharp differentiation, the social contradiction unceasingly enlarges. One of the most important problems in political economy is income distribution. Therefore, the theory of income distribution is also expanding. Many scholars in China have carried out in-depth and specific research on the problem of income distribution distance from different angles and different levels since the reform and opening up. Great contribution has been made to the study of the problems existing in the field of income distribution in China, but both from the theoretical point of view and from the point of view of practice. It can not be denied that the current income distribution problem in China is still a new research topic. At present, the problem of income distribution is one of the important inducements of social contradictions, if the current income distribution gap is not highly valued. The consequences will be unthinkable. For the survival of the nation. Development and long-term social stability will have a negative effect. The widening gap of income distribution will have a serious impact on the economic and social transformation of our country. The study of income distribution in China is not only of great theoretical significance, but also of practical significance. This paper mainly tries to set out from the angle of government regulation and control responsibility. The purpose of this study is to study the causes and status quo of income distribution in China under the condition of socialist market economy. The problems and countermeasures are studied and discussed, and the role of our government in income distribution is reoriented. From a theoretical point of view, the responsibility of the government in the regulation of income distribution of residents is systematically summarized. At the same time, it provides theoretical guidance for the government to solve the problems in the distribution of residents' income. At the same time, it also provides theoretical guidance on how to narrow the existing income gap in the process of reform and development in China. How to solve the problem of income distribution is beneficial to the social, economic, political and cultural development of our country, to the maintenance of social fairness and justice, to the construction of a well-off society. Harmonious society and so on all have the very important significance.
