【摘要】：臺(tái)資企業(yè)是湖南經(jīng)濟(jì)建設(shè)的一支重要生力軍，在促進(jìn)經(jīng)濟(jì)增長、增加財(cái)政稅收、擴(kuò)大出口創(chuàng)匯、創(chuàng)造就業(yè)崗位、優(yōu)化當(dāng)?shù)禺a(chǎn)業(yè)結(jié)構(gòu)等方面發(fā)揮了極為重要的積極作用。近年來，中西部地區(qū)各級政府都在加快調(diào)整臺(tái)資政策步伐，以應(yīng)對復(fù)雜的競爭局面，擴(kuò)大對臺(tái)資的吸引與利用。湖南省利用臺(tái)資政策雖然初步形成體系，但是仍存在著政策手段單一、政策供給不足、政策針對性及操作性不強(qiáng)等問題。因此，系統(tǒng)深入地研究分析湖南省利用臺(tái)資政策并進(jìn)行完善和改進(jìn)很有必要，這對做好臺(tái)灣人民工作、服務(wù)地方經(jīng)濟(jì)發(fā)展、提升區(qū)域招商引資競爭力也有著重要意義。 本文首先對國內(nèi)外關(guān)于利用臺(tái)資、外資研究狀況進(jìn)行了綜述，并簡要介紹了利用外資理論的研究狀況，認(rèn)為現(xiàn)階段湖南省仍應(yīng)對臺(tái)資采取以鼓勵(lì)和保護(hù)為主的激勵(lì)政策，，以加大引進(jìn)臺(tái)資規(guī)模，加快經(jīng)濟(jì)發(fā)展步伐。其次，深入剖析了中央政府和湖南省利用臺(tái)資政策構(gòu)成，并對湖南省利用臺(tái)資政策產(chǎn)生的積極效應(yīng)和存在的問題進(jìn)行了分析，為政策調(diào)整提供依據(jù)和參考。最后，在政策分析和效應(yīng)分析的基礎(chǔ)上，提出了湖南省利用臺(tái)資政策調(diào)整的必要性以及原則、目標(biāo)，并重點(diǎn)從完善鼓勵(lì)支持政策、完善湘臺(tái)產(chǎn)業(yè)合作政策、完善臺(tái)商權(quán)益保護(hù)政策三個(gè)方面給出了構(gòu)建和完善湖南省利用臺(tái)政策體系的具體對策建議。全文旨在通過定量分析和定性分析相結(jié)合的方法，系統(tǒng)梳理湖南省利用臺(tái)資政策，深入分析政策產(chǎn)生的積極效果和存在的問題，最后有針對性地通過政策調(diào)整進(jìn)一步克服政策缺陷障礙，完善政策體系建設(shè)。
[Abstract]:Taiwan-funded enterprises are an important new force in Hunan's economic construction. They have played an extremely important and active role in promoting economic growth, increasing fiscal and tax revenues, expanding export earnings, creating jobs, optimizing the local industrial structure, and so on. Governments at all levels in the central and western regions are speeding up the pace of adjustment of Taiwan investment policies in order to cope with the complex competitive situation and to expand the attraction and utilization of Taiwan capital. Although the policy on the use of Taiwan capital in Hunan Province has initially formed a system, there is still a single policy means. Policy supply is insufficient, policy pertinence and operability are not strong. Therefore, it is necessary to systematically and deeply study and analyze the policy of using Taiwan capital in Hunan Province and to improve and improve it, which is necessary to do a good job for the people of Taiwan and serve the development of local economy. It is also of great significance to enhance the competitiveness of regional investment promotion. This paper firstly summarizes the research situation of using Taiwan capital and foreign capital at home and abroad, and briefly introduces the research situation of the theory of utilizing foreign capital, and thinks that at present Hunan Province should still adopt the incentive policy to encourage and protect the Taiwan capital. In order to increase the scale of introducing Taiwanese capital and speed up the pace of economic development. Secondly, the composition of the policies of the central government and Hunan Province on the use of Taiwan-funded capital is deeply analyzed, and the positive effects and existing problems of the policy on the utilization of Taiwan-funded assets in Hunan Province are also analyzed. Finally, on the basis of policy analysis and effect analysis, this paper puts forward the necessity, principles and objectives of the policy adjustment of Hunan Province using Taiwan-funded capital, and focuses on improving the policy of encouraging and supporting the policy. Three aspects: perfecting Hunan and Taiwan industrial cooperation policy and perfecting the policy of protecting the rights and interests of Taiwan businessmen are put forward in three aspects: the concrete countermeasures and suggestions for constructing and perfecting the policy system of Hunan Province's utilization of Taiwan. The purpose of this paper is to combine quantitative analysis and qualitative analysis. This paper systematically combs the positive effect and existing problems of the policy by using the Taiwan investment policy in Hunan province, and finally, through the policy adjustment, further overcomes the policy defect obstacle, consummates the policy system construction.
