長江上游地區(qū)低碳經(jīng)濟發(fā)展水平評價研究

【摘要】:自工業(yè)革命伊始,伴隨著化石能源的開發(fā)使用,大量二氧化碳等溫室氣體被排入大氣,導(dǎo)致全球氣溫升高,冰川大幅度消融以及各種氣候異常事件頻繁發(fā)生,給人類社會的發(fā)展帶來了嚴(yán)重影響。發(fā)展低碳經(jīng)濟已經(jīng)成為世界各國的普遍共識。經(jīng)歷改革開放30年的快速發(fā)展,傳統(tǒng)的粗放式經(jīng)濟難以為繼,轉(zhuǎn)變經(jīng)濟增長方式,促進產(chǎn)業(yè)結(jié)構(gòu)向低碳化方向演進,是我國經(jīng)濟發(fā)展的必由之路。長江上游地區(qū)位于我國西部源頭區(qū)域,生態(tài)環(huán)境相對脆弱。作為我國西部地區(qū)重要的生態(tài)屏障,生態(tài)環(huán)境保護對長江中下游地區(qū)以及我國東中部地區(qū)意義重大。而同時長江上游地區(qū)也正處于工業(yè)化初期階段,同樣面對著生態(tài)環(huán)境保護與經(jīng)濟發(fā)展的矛盾。因而,深入研究區(qū)域低碳經(jīng)濟發(fā)展的內(nèi)在機理,構(gòu)建區(qū)域低碳經(jīng)濟發(fā)展水平評價指標(biāo)體系,評估長江上游地區(qū)低碳經(jīng)濟發(fā)展水平,挖掘長江上游地區(qū)低碳經(jīng)濟發(fā)展?jié)摿?具有現(xiàn)實意義。本文通過對2001-2010年區(qū)域碳排放的測算,橫向比較長江上游地區(qū)與長三角、珠三角、環(huán)渤海地區(qū)的碳排放現(xiàn)狀;并依照區(qū)域低碳經(jīng)濟發(fā)展相關(guān)理論,構(gòu)建碳排放與經(jīng)濟增長的脫鉤模型,縱向分析了長江上游地區(qū)經(jīng)濟增長對環(huán)境造成的壓力。最后,依據(jù)基于低碳經(jīng)濟內(nèi)涵建構(gòu)的“低碳產(chǎn)出”、“低碳能源”、“碳匯”和“低碳科技”等四方面低碳經(jīng)濟發(fā)展水平評價指標(biāo),運用主成分分析法,對長江上游地區(qū)低碳經(jīng)濟發(fā)展水平進行了綜合評價,深入挖掘了長江上游地區(qū)發(fā)展低碳經(jīng)濟的優(yōu)勢與不足。結(jié)果表明長江上游地區(qū)單位GDP碳排放較高,但長期以來在節(jié)能減排方面進步較快,經(jīng)濟增長對環(huán)境造成的壓力總體趨緩。其低碳經(jīng)濟發(fā)展水平較低且區(qū)域內(nèi)低碳經(jīng)濟發(fā)展水平存在差異。影響長江上游地區(qū)低碳經(jīng)濟發(fā)展的主要原因在于經(jīng)濟發(fā)展對能源的依賴較強、科研投入較少以及環(huán)保技術(shù)落后。其發(fā)展低碳經(jīng)濟的優(yōu)勢在于生態(tài)資源豐富,碳匯潛力巨大。據(jù)此本文提出相應(yīng)對策建議。
[Abstract]:Since the beginning of the industrial revolution, with the development and use of fossil energy, a large number of greenhouse gases, such as carbon dioxide, have been emitted into the atmosphere, resulting in a rise in global temperatures, significant melting of glaciers and frequent occurrence of various climate anomalies. The development of low-carbon economy has become a universal consensus in the world. After 30 years of rapid development of reform and opening up, the traditional extensive economy is difficult to sustain, and the mode of economic growth has been changed. To promote the evolution of industrial structure towards low carbonization is the only way for China's economic development. The upper reaches of the Yangtze River are located in the headwaters of western China, and the ecological environment is relatively fragile. As an important ecological barrier in the western region of China, the Yangtze River is located in the upper reaches of the Yangtze River. The protection of ecological environment is of great significance to the middle and lower reaches of the Yangtze River and the eastern and central regions of China. At the same time, the upper reaches of the Yangtze River are also in the initial stage of industrialization, which also faces the contradiction between the protection of the ecological environment and the economic development. This paper deeply studies the internal mechanism of regional low-carbon economy development, constructs the evaluation index system of regional low-carbon economy development level, evaluates the development level of low-carbon economy in the upper reaches of the Yangtze River, and excavates the development potential of low-carbon economy in the upper reaches of the Yangtze River. Based on the measurement of regional carbon emissions in 2001-2010, this paper compares the carbon emission status between the upper Yangtze River region and the Yangtze River Delta, the Pearl River Delta, the Bohai Rim region, and according to the theory of regional low-carbon economic development. A decoupling model of carbon emissions and economic growth is constructed, and the pressure on the environment caused by economic growth in the upper reaches of the Yangtze River is analyzed vertically. According to the evaluation indexes of low carbon output, low carbon energy, carbon sink and low carbon science and technology, which are based on the connotation of low carbon economy, the principal component analysis method is used to evaluate the development level of low carbon economy. The development level of low-carbon economy in the upper reaches of the Yangtze River is comprehensively evaluated, and the advantages and disadvantages of the development of low-carbon economy in the upper reaches of the Yangtze River are deeply excavated. The results show that the carbon emission per unit GDP is high in the upper reaches of the Yangtze River. But it has made rapid progress in energy conservation and emission reduction over a long period of time. The pressure caused by economic growth on the environment has slowed down in general. The low carbon economy development level is low and the regional low carbon economy development level is different. The main reason that affects the low carbon economy development in the upper reaches of the Yangtze River lies in the economic development. More dependent on energy, The advantages of the development of low-carbon economy lie in the abundance of ecological resources and the huge potential of carbon sink. Accordingly, the corresponding countermeasures and suggestions are put forward in this paper.
