【摘要】：西部大開發(fā)啟動(dòng)以來，中央就始終堅(jiān)持把西部地區(qū)自力更生、艱苦奮斗和國家政策支持結(jié)合起來，希望能夠增強(qiáng)西部地區(qū)自我發(fā)展能力，推動(dòng)西部地區(qū)經(jīng)濟(jì)社會(huì)持續(xù)全面發(fā)展。以增強(qiáng)自我發(fā)展能力為主線則是西部大開發(fā)下階段的一個(gè)顯著的特點(diǎn)。本文圍繞貴州自我發(fā)展能力這一主題，，經(jīng)過總結(jié)分析初步形成自我發(fā)展能力研究的理論框架，在此基礎(chǔ)上針對(duì)貴州各地進(jìn)行定量評(píng)價(jià)，為貴州各地自我發(fā)展能力認(rèn)識(shí)、評(píng)價(jià)和研究提供了一種嘗試。 首先，本文系統(tǒng)梳理了經(jīng)濟(jì)和區(qū)域發(fā)展相關(guān)理論，在借鑒已有的研究成果的基礎(chǔ)上，闡述了自我發(fā)展能力的內(nèi)涵和體現(xiàn)，認(rèn)為區(qū)域自我發(fā)展能力是涵蓋地區(qū)經(jīng)濟(jì)、社會(huì)和生態(tài)環(huán)境等方方面面的一個(gè)綜合性概念，是指在外部力量扶持逐漸淡化減弱的情況下，依靠自身基礎(chǔ)、優(yōu)勢(shì)和潛能，利用“內(nèi)生動(dòng)力”，促使地區(qū)長效、協(xié)調(diào)、全面、可持續(xù)的科學(xué)發(fā)展的能力，強(qiáng)調(diào)的是自身“造血”功能，體現(xiàn)出自力更生的精神，但并不忽視、排斥外部力量對(duì)本地區(qū)發(fā)展所起的推動(dòng)促進(jìn)作用。區(qū)域自我發(fā)展能力主要體現(xiàn)在六個(gè)方面：可持續(xù)發(fā)展能力、制度保障能力、發(fā)展支撐能力、已有的發(fā)展成就、發(fā)展?jié)摿�、特色�?yōu)勢(shì)產(chǎn)業(yè)發(fā)展水平。 其次，根據(jù)前面所闡述的涵義和體現(xiàn)，構(gòu)建了貴州各地自我發(fā)展能力的評(píng)價(jià)體系，包括評(píng)價(jià)指標(biāo)體系和方法。在全面論述貴州以及各地經(jīng)濟(jì)社會(huì)發(fā)展現(xiàn)狀并橫向?qū)Ρ鹊贸龈鞯刈晕野l(fā)展能力不強(qiáng)結(jié)論的基礎(chǔ)上，應(yīng)用該體系對(duì)貴州各地近年來自我發(fā)展能力進(jìn)行定量評(píng)價(jià)，對(duì)各地自我發(fā)展能力總水平進(jìn)行排序，簡略分析了各地發(fā)展的優(yōu)勢(shì)和存在的不足，并比較分析了各市州近年來自我發(fā)展能力的變化情況。結(jié)果表明：2010年貴陽、遵義、六盤水三市總指數(shù)得分較高，分別排在前三位，其余六個(gè)市州總指數(shù)得分較低，形成了自我發(fā)展能力水平的兩個(gè)梯隊(duì)；2006年以來，各地自我發(fā)展能力都得到顯著的增強(qiáng)，但其排名和提升速度存在差異，遵義、銅仁、畢節(jié)和黔南州發(fā)展能力提升較快，排名上升，貴陽和黔東南州排名仍然相同，其余三個(gè)則排名下降，自我發(fā)展能力提升速度相對(duì)慢。 最后，本文總結(jié)出了五點(diǎn)關(guān)于自我發(fā)展能力的涵義和表現(xiàn)、縱向?qū)Ρ荣F州各地自我發(fā)展能力、2010年各地自我發(fā)展能力水平以及近年來其變化情況的研究結(jié)論，并從全文研究的整體視角提出了培育和提升貴州自我發(fā)展能力、加強(qiáng)發(fā)展能力建設(shè)的啟示和建議。
[Abstract]:Since the launch of the large-scale development of the western region, the Central Committee has always adhered to the combination of self-reliance, hard work and state policy support in the western region, hoping to enhance the ability of self-development of the western region and promote the sustained and all-round economic and social development of the western region. To strengthen self-development ability is a remarkable feature in the next stage of western development. This paper focuses on the theme of Guizhou's self-development ability, through summing up and analyzing the theoretical framework of the preliminary self-development ability research, on the basis of which the quantitative evaluation is carried out in various parts of Guizhou, in order to understand the self-development ability of various parts of Guizhou. Evaluation and research provide an attempt. First of all, this paper systematically combs the relevant theories of economy and regional development, on the basis of the existing research results, expounds the connotation and embodiment of the self-development ability, and thinks that the regional self-development ability covers the regional economy. A comprehensive concept in all aspects of society and ecological environment refers to the use of "endogenous power" on the basis of its own foundation, advantages and potentials, and the gradual weakening of external support, to promote regional long-term effectiveness, coordination, and comprehensive. The ability of sustainable scientific development emphasizes its own function of "hematopoiesis" and embodies the spirit of self-reliance, but it does not ignore the role of promoting the development of the region by excluding the external forces. The ability of regional self-development is mainly reflected in six aspects: the ability of sustainable development, the ability of institutional support, the ability of development support, the existing development achievements, the potential of development, and the level of development of characteristic advantage industries. Secondly, according to the meaning and embodiment described above, the evaluation system of self-development ability in Guizhou is constructed, including the evaluation index system and method. On the basis of comprehensively discussing the present situation of economic and social development in Guizhou and other regions and drawing the conclusion that the self-development ability is not strong in various places, this paper applies the system to quantitatively evaluate the self-development ability of Guizhou in recent years. In this paper, the overall level of self-development ability is ranked, and the advantages and disadvantages of development are analyzed briefly, and the changes of self-development ability in cities and states in recent years are compared and analyzed. The results showed that in 2010, the total index scores of Guiyang, Zunyi and Liupanshui were higher, ranked first three respectively, and the other six cities had lower total index scores, forming two echelons of self-development ability level. Since 2006, local self-development capabilities have been significantly enhanced, but there are differences in their ranking and promotion speed. Zunyi, Tongren, Bijie and Qiannan prefectures have improved their development ability and their ranking has risen rapidly, while Guiyang and Qiandongnan are still ranked the same. The other three rank down, and the speed of self-development is relatively slow. Finally, this paper summarizes the five points about the meaning and performance of self-development ability, the longitudinal comparison of the self-development ability in Guizhou, the level of self-development ability in 2010 and the changes of self-development ability in recent years. From the whole angle of view of the full text research, this paper puts forward the enlightenment and suggestion of cultivating and improving Guizhou's self-development ability and strengthening the development capacity construction.
