【摘要】：產(chǎn)業(yè)轉(zhuǎn)移是當(dāng)今世界經(jīng)濟(jì)發(fā)展的大趨勢(shì)。隨著市場(chǎng)飽和和勞動(dòng)力或土地成本提高等問(wèn)題的出現(xiàn),長(zhǎng)三角地區(qū)一些產(chǎn)業(yè)為了提高資源優(yōu)化配置,順應(yīng)產(chǎn)業(yè)轉(zhuǎn)移的發(fā)展趨勢(shì)積極向中西部地區(qū)轉(zhuǎn)移。安徽具有豐富的自然資源和人力資源優(yōu)勢(shì),又面臨著國(guó)家促進(jìn)中部崛起。因此,安徽應(yīng)該積極主動(dòng)承接產(chǎn)業(yè)轉(zhuǎn)移,首先,長(zhǎng)三角應(yīng)該順應(yīng)企業(yè)發(fā)展要求為移出地的產(chǎn)業(yè)升級(jí)和優(yōu)化做好前提準(zhǔn)備；其次,安徽應(yīng)該合理承接長(zhǎng)三角產(chǎn)業(yè)發(fā)展提供技術(shù)、資金等方面的直接或間接支持。這樣有利于促進(jìn)產(chǎn)業(yè)聚集,提升經(jīng)濟(jì)發(fā)展空間,推進(jìn)安徽新型工業(yè)化進(jìn)程。在這種背景下,對(duì)處于我國(guó)中部的安徽承接長(zhǎng)三角產(chǎn)業(yè)轉(zhuǎn)移進(jìn)行研究,對(duì)規(guī)劃和指導(dǎo)安徽即將可能出現(xiàn)的大規(guī)模產(chǎn)業(yè)轉(zhuǎn)移實(shí)踐,具有重要的理論和現(xiàn)實(shí)意義。 本文圍繞安徽承接產(chǎn)業(yè)轉(zhuǎn)移一系列問(wèn)題研究,促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整和區(qū)域經(jīng)濟(jì)協(xié)調(diào)發(fā)展,以國(guó)內(nèi)外產(chǎn)業(yè)轉(zhuǎn)移的理論和實(shí)踐研究為基礎(chǔ),系統(tǒng)地分析了安徽承接長(zhǎng)三角產(chǎn)業(yè)轉(zhuǎn)移的宏觀背景和微觀實(shí)現(xiàn)過(guò)程,從現(xiàn)實(shí)和理論兩方面分析了安徽承接珠三角產(chǎn)業(yè)轉(zhuǎn)移的必要性,提出了建立市場(chǎng)主導(dǎo)、政府調(diào)控型的產(chǎn)業(yè)轉(zhuǎn)移政策實(shí)現(xiàn)安徽承接長(zhǎng)三角產(chǎn)業(yè)轉(zhuǎn)移的進(jìn)程。
[Abstract]:Industrial transfer is the major trend of economic development in the world today. With the emergence of market saturation and the increase of labor or land cost, some industries in the Yangtze River Delta region have actively transferred to the central and western regions in order to improve the optimal allocation of resources and conform to the development trend of industrial transfer. Anhui has rich natural resources and human resources advantages, but also faces the country to promote the rise of central China. Therefore, Anhui should take the initiative to undertake the industrial transfer. Firstly, the Yangtze River Delta should comply with the requirements of the enterprise development and prepare for the industrial upgrading and optimization. Second, Anhui should undertake the development of Yangtze River Delta industry to provide direct or indirect support, such as technology, capital and so on. This helps to promote industrial agglomeration, enhance the space for economic development, and promote the new industrialization process in Anhui. Under this background, it is of great theoretical and practical significance to study Anhui's undertaking industrial transfer in Yangtze River Delta in the middle of China, and to plan and guide the practice of large-scale industrial transfer in Anhui. This paper focuses on a series of problems of undertaking industrial transfer in Anhui Province, promotes the adjustment of industrial structure and the coordinated development of regional economy, and bases on the theoretical and practical research of industrial transfer at home and abroad. This paper systematically analyzes the macro background and micro realization process of Anhui undertaking the industrial transfer of the Yangtze River Delta, analyzes the necessity of Anhui undertaking the industrial transfer of the Pearl River Delta from the practical and theoretical aspects, and puts forward the establishment of market leading. Government-controlled industrial transfer policy to achieve Anhui to undertake the process of industrial transfer in the Yangtze River Delta.
