【摘要】：低碳問題目前已成為世界各國政府和學(xué)者的熱點議題。但從研究成果來看，大多集中于城市化和工業(yè)化方面，低碳農(nóng)業(yè)在理論和實踐的層面都很薄弱。作為農(nóng)業(yè)大國的我們，在發(fā)展現(xiàn)代化農(nóng)業(yè)的進程中，對低碳農(nóng)業(yè)理念的關(guān)注和實踐目前還遠不能適應(yīng)我國經(jīng)濟、社會發(fā)展和科學(xué)發(fā)展的需要，對低碳農(nóng)業(yè)問題做深入的研究和討論，將有助于政府的規(guī)劃和預(yù)測，并為制定相關(guān)政策、法規(guī)和規(guī)劃提供理論指導(dǎo)和實踐支持，因此低碳農(nóng)業(yè)的研究有著重要的理論價值和現(xiàn)實意義。 “低碳”理念的提出適應(yīng)了當(dāng)下生態(tài)保護、減少溫室氣體排放的需要。聯(lián)合國政府間氣候變化專門委員會（IPCC）發(fā)布的第四次全球氣候評估報告認(rèn)為，全球氣候變暖已經(jīng)成為毫無爭議的事實。人類大量排放的溫室氣體（主要為二氧化碳?xì)怏w）加速著求全球的氣候變暖，，這一過程中，粗放式生產(chǎn)方式的傳統(tǒng)農(nóng)業(yè)溫室氣體的排放及對氣候的影響不容忽視，此外，當(dāng)前我國傳統(tǒng)農(nóng)業(yè)的高碳化、高排放、高消耗的發(fā)展方式影響著自然資源可持續(xù)發(fā)展的進程，所以，探討如何普及發(fā)展低碳農(nóng)業(yè)對于以農(nóng)業(yè)為基礎(chǔ)的我國這一農(nóng)業(yè)大國而言，意義重大而深遠，因此本文選取這一問題作為研究視角，客觀地分析了我國低碳農(nóng)業(yè)發(fā)展現(xiàn)狀、存在問題及原因分析以及如何發(fā)展低碳農(nóng)業(yè)的對策思考。 文章分為四部分：第一部分討論了低碳農(nóng)業(yè)研究的意義和本文研究方法的選取。第二部分詳細(xì)討論了我國低碳農(nóng)業(yè)發(fā)展的必要性及理論基礎(chǔ)，注重分析了作為低碳農(nóng)業(yè)的哲學(xué)基礎(chǔ)的馬克思主義的生態(tài)思想及作為低碳農(nóng)業(yè)的指導(dǎo)思想——科學(xué)發(fā)展觀的指導(dǎo)意義；第三部分分析了我國低碳農(nóng)業(yè)在當(dāng)下發(fā)展的現(xiàn)狀及存在的問題，并對存在問題的原因做了深入分析；第四部分從健全機制、轉(zhuǎn)變模式、增強科研、建立規(guī)范碳市場、增強低碳意識等方面深入討論了我國如何制定政策發(fā)展低碳農(nóng)業(yè)。 發(fā)展低碳農(nóng)業(yè)是一項系統(tǒng)工程，需要理論的創(chuàng)新和實踐的強化，需要各部門的協(xié)同努力，筆者愿意在這條道路上繼續(xù)探索追尋，為我國低碳農(nóng)業(yè)的發(fā)展繼續(xù)貢獻力量。
[Abstract]:Low-carbon problem has become a hot topic for governments and scholars all over the world. However, from the point of view of research results, most of them focus on urbanization and industrialization, and low-carbon agriculture is weak in theory and practice. As a large agricultural country, in the process of developing modern agriculture, our concern and practice of low-carbon agriculture concept are far from being able to meet the needs of economic, social and scientific development in our country. The in-depth research and discussion on low-carbon agriculture will help the government to plan and forecast, and provide theoretical guidance and practical support for the formulation of relevant policies, regulations and planning. Therefore, the research of low-carbon agriculture has important theoretical value and practical significance. The concept of low-carbon adapts to the need of ecological protection and reducing greenhouse gas emissions. Global warming has become an undisputed fact, according to the fourth Global Climate Assessment report released by the UN Intergovernmental Panel on Climate change (IPCC). The large amount of greenhouse gases emitted by human beings (mainly carbon dioxide gas) accelerates the global warming. In this process, the traditional agricultural greenhouse gas emissions and their effects on the climate can not be ignored. At present, the development mode of high carbonization, high emission and high consumption of traditional agriculture in China affects the process of sustainable development of natural resources. Therefore, it is discussed how to popularize and develop low-carbon agriculture for our agricultural country, which is based on agriculture. The significance is great and far-reaching, so this paper chooses this question as the research angle, analyzes objectively the present situation, existing problems and reasons of low-carbon agriculture in our country, and how to develop low-carbon agriculture. The paper is divided into four parts: the first part discusses the significance of low-carbon agriculture research and the selection of research methods. The second part discusses the necessity and theoretical basis of the development of low-carbon agriculture in China. The ecological thought of Marxism, which is the philosophical basis of low-carbon agriculture, and the guiding ideology of scientific development view as the guiding ideology of low-carbon agriculture are analyzed. The third part analyzes the current development of low-carbon agriculture in China and the existing problems, and makes a deep analysis of the reasons for the problems; The fourth part discusses how to make policies to develop low-carbon agriculture in China from the aspects of perfecting mechanism, changing mode, strengthening scientific research, establishing standardized carbon market and enhancing low carbon consciousness. The development of low-carbon agriculture is a systematic engineering, which needs the innovation of theory and the strengthening of practice, and the concerted efforts of various departments. The author is willing to continue to explore and pursue on this road, and to continue to contribute to the development of low-carbon agriculture in China.
