【摘要】："絲路"建設(shè)是一項(xiàng)長(zhǎng)期、復(fù)雜、艱巨的戰(zhàn)略任務(wù)。這一戰(zhàn)略構(gòu)想的實(shí)現(xiàn)亟需科技創(chuàng)新的支撐。文章從科技創(chuàng)新在"絲路"建設(shè)中的重要性、中科院的定位和優(yōu)勢(shì)出發(fā),提出科技是"絲路"建設(shè)的重要?jiǎng)恿?中科院具有科技支撐"絲路"建設(shè)的強(qiáng)大科技實(shí)力和綜合優(yōu)勢(shì)。文章重點(diǎn)提出了加快制定并實(shí)施"絲路"科技基礎(chǔ)性工作、高新技術(shù)產(chǎn)業(yè)、重大工程建設(shè)與安全、國(guó)際智庫(kù)網(wǎng)絡(luò)與協(xié)同創(chuàng)新平臺(tái)和人文交流、數(shù)字"絲路"與信息化5項(xiàng)"絲路"科技支撐行動(dòng)計(jì)劃,并提出5個(gè)方面的具體實(shí)施建議,即組織實(shí)施"絲路"戰(zhàn)略先導(dǎo)科技專項(xiàng)、加快推進(jìn)"率先行動(dòng)"計(jì)劃、加強(qiáng)科研平臺(tái)建設(shè)、加強(qiáng)國(guó)際合作和加強(qiáng)智庫(kù)建設(shè)。
[Abstract]:The construction of Silk Road is a long-term, complex and arduous strategic task. The realization of this strategic concept needs the support of scientific and technological innovation. Based on the importance of scientific and technological innovation in the construction of "Silk Road" and the orientation and advantages of the Chinese Academy of Sciences, this paper points out that science and technology is an important driving force for the construction of "Silk Road", and the Academy of Science and Technology has the powerful scientific and technological strength and comprehensive advantage to support the construction of "Silk Road". The article focuses on speeding up the formulation and implementation of the basic scientific and technological work of the "Silk Road", high-tech industries, construction and security of major projects, the network of international think tanks and collaborative innovation platforms, and cultural exchanges. The digital "silk road" and five "silk road" science and technology support action plans of information technology are put forward, and the concrete implementation suggestions in five aspects are put forward, that is, organizing the implementation of the "silk road" strategic forerunner science and technology project, and speeding up the "first action" plan. Strengthen the construction of scientific research platform, strengthen international cooperation and strengthen the construction of think tanks.
