濰坊市藍(lán)色經(jīng)濟(jì)發(fā)展戰(zhàn)略分析

【摘要】：21世紀(jì)是人類開發(fā)利用海洋的新世紀(jì)。如何在未來的經(jīng)濟(jì)競(jìng)爭(zhēng)中獲得優(yōu)勢(shì)，世界沿海國(guó)家都已普遍認(rèn)識(shí)到發(fā)展海洋經(jīng)濟(jì)的重要性。2011年1月，國(guó)務(wù)院正式批復(fù)《山東半島藍(lán)色經(jīng)濟(jì)區(qū)發(fā)展規(guī)劃》，標(biāo)志著山東半島藍(lán)色經(jīng)濟(jì)區(qū)建設(shè)上升為國(guó)家戰(zhàn)略，成為國(guó)家海洋發(fā)展戰(zhàn)略和區(qū)域協(xié)調(diào)發(fā)展戰(zhàn)略的重要組成部分。作為山東半島藍(lán)色經(jīng)濟(jì)區(qū)的核心城市之一，濰坊市面臨前所未有的發(fā)展機(jī)遇，發(fā)展?jié)摿薮蟆?本文在研究過程中采用了歸納演繹和比較分析兩種方法，依據(jù)經(jīng)濟(jì)增長(zhǎng)新空間理論、海權(quán)理論、海洋可持續(xù)發(fā)展理論、海岸帶綜合管理理論、區(qū)域增長(zhǎng)極理論等海洋經(jīng)濟(jì)理論，在國(guó)家海洋發(fā)展戰(zhàn)略，特別是山東半島藍(lán)色經(jīng)濟(jì)區(qū)的大環(huán)境下，通過分析濰坊市藍(lán)色經(jīng)濟(jì)發(fā)展的現(xiàn)狀，采用SWOT法對(duì)濰坊市的優(yōu)勢(shì)和不足，面臨的機(jī)遇和挑戰(zhàn)進(jìn)行分析，提出了濰坊藍(lán)色經(jīng)濟(jì)區(qū)發(fā)展的對(duì)策、建議: 在戰(zhàn)略定位上，應(yīng)立足濰坊海洋化工、LED、信息電子、機(jī)械裝備等產(chǎn)業(yè)優(yōu)勢(shì)，將濰坊打造成為藍(lán)色優(yōu)勢(shì)產(chǎn)業(yè)聚集區(qū)，牢牢把握國(guó)家和省里提出的中日韓經(jīng)濟(jì)合作的時(shí)機(jī)，搶占先機(jī)，把濰坊建設(shè)成為中日韓合作示范的先行區(qū)，積極應(yīng)對(duì)北部沿海環(huán)保面臨的突出問題，努力打造海洋生態(tài)文明示范區(qū)，帶動(dòng)北部沿海休閑旅游產(chǎn)業(yè)的發(fā)展，走協(xié)調(diào)、持續(xù)、和諧發(fā)展之路。 為此，進(jìn)一步提出了濰坊發(fā)展藍(lán)色經(jīng)濟(jì)的幾點(diǎn)建議：一是舉全市之力，加大對(duì)北部沿海的投入；二是加大對(duì)機(jī)場(chǎng)、港口的投入力度，提升城市交通樞紐地位和經(jīng)濟(jì)發(fā)展的支撐力；三是制定優(yōu)惠政策，加大科技投入，構(gòu)建科技自主創(chuàng)新體系，吸引儲(chǔ)備海洋科技高層次專業(yè)人才；四是注重資源節(jié)約和生態(tài)環(huán)境保護(hù)，利用傳統(tǒng)的農(nóng)業(yè)產(chǎn)業(yè)優(yōu)勢(shì)，促進(jìn)“藍(lán)”“綠”產(chǎn)業(yè)融合，實(shí)現(xiàn)藍(lán)色經(jīng)濟(jì)協(xié)調(diào)可持續(xù)發(fā)展。 本研究主要有兩個(gè)創(chuàng)新點(diǎn)：一是拓寬了SWOT模型的應(yīng)用范圍。把SWOT模型引入對(duì)濰坊市發(fā)展藍(lán)色經(jīng)濟(jì)的優(yōu)勢(shì)和劣勢(shì)、面臨的機(jī)遇和威脅的分析中，從而為提出對(duì)策和建議提供了理論依據(jù)；二是引入?yún)^(qū)域經(jīng)濟(jì)理論，在針對(duì)濰坊市的區(qū)域經(jīng)濟(jì)研究相對(duì)匱乏的情況下，，從區(qū)域經(jīng)濟(jì)發(fā)展的角度對(duì)濰坊市的情況進(jìn)行研究，提出了濰坊市發(fā)展藍(lán)色經(jīng)濟(jì)的對(duì)策和建議。 同時(shí)，由于本人在經(jīng)濟(jì)學(xué)知識(shí)方面的不足，理論深度不太夠，對(duì)數(shù)據(jù)、調(diào)查資料的收集、分析上缺少深度，本文仍有明顯的不足之處。
[Abstract]:The 21st century is a new century for human beings to exploit and utilize the ocean. How to gain an advantage in the future economic competition, the coastal countries all over the world have generally recognized the importance of developing the marine economy. In January 2011, the State Council formally approved the Development Plan of the Blue Economic Zone of Shandong Peninsula. The construction of the blue economic zone of Shandong Peninsula has become a national strategy and an important part of the national marine development strategy and the regional coordinated development strategy. As one of the core cities in the blue economic zone of Shandong Peninsula, Weifang City is faced with unprecedented development opportunities and great development potential. In the course of the research, this paper adopts two methods: inductive deduction and comparative analysis, according to the new space theory of economic growth, the theory of sea rights, the theory of marine sustainable development, the theory of integrated coastal zone management, the theory of regional growth pole, etc. Under the environment of the national marine development strategy, especially the blue economic zone of Shandong Peninsula, this paper analyzes the advantages and disadvantages, opportunities and challenges of Weifang by analyzing the present situation of the development of blue economy in Weifang. This paper puts forward the countermeasures for the development of Weifang Blue Economic Zone, and suggests that, in the strategic orientation, Weifang should be based on the industrial advantages of Weifang Ocean Chemical Industry, LED, Information Electronics, Machinery equipment and so on, and make Weifang into a blue superiority industry gathering area. Firmly grasp the opportunity of China-Japan-ROK economic cooperation proposed by the state and provinces, seize the first opportunity, build Weifang into a leading zone for Sino-Japan-ROK cooperation demonstration, and actively deal with the outstanding problems facing the environmental protection in the northern coastal areas. Make great efforts to build the demonstration area of marine ecological civilization, promote the development of leisure tourism industry in the northern coastal areas, take the road of harmonious, sustainable and harmonious development. To this end, further put forward several suggestions for Weifang to develop blue economy: first, to raise the strength of the whole city, increase the input to the northern coast; Second, to increase the investment in airports and ports, to enhance the status of urban transportation hub and economic development support; Third, we should formulate preferential policies, increase investment in science and technology, construct a system of independent innovation in science and technology, and attract high-level professionals to reserve marine science and technology. Fourth, we should pay attention to the conservation of resources and the protection of the ecological environment, utilize the advantages of traditional agricultural industries, promote the integration of "blue" and "green" industries, and realize the coordinated and sustainable development of the blue economy. There are two main innovations in this study: one is to broaden the application of SWOT model. This paper introduces the SWOT model into the analysis of the advantages and disadvantages of the development of blue economy in Weifang as well as the opportunities and threats it faces, thus providing a theoretical basis for putting forward the countermeasures and suggestions. The second is to introduce the theory of regional economy, in the case of the relative lack of regional economic research in Weifang, from the perspective of regional economic development of Weifang City to study the situation, put forward the Weifang City to develop the blue economy countermeasures and suggestions. At the same time, due to my lack of knowledge in economics, theoretical depth is not enough, the collection of data, investigation data, analysis of the lack of depth, this paper still has obvious shortcomings.
